Human–non-human intelligent being cooperation encompasses the alleged formal and informal collaborative arrangements between human institutions — governments, military organizations, intelligence agencies, and aerospace contractors — on one side, and non-human intelligent beings on the other — the non-human parties spanning extraterrestrial beings, extradimensional (and interdimensional) beings, and other classes of non-human intelligence — including treaty frameworks, exchange programs, joint scientific projects, shared underground and on-base facilities, in-house technical advisory roles, and ongoing liaison relationships operating within and beneath the acknowledged structure of the secret space program. Although the parties are most often described as extraterrestrial, the same cooperative arrangements are alleged to extend to non-human intelligences of extradimensional, cryptoterrestrial, and ultraterrestrial origin. Cooperation arrangements have been alleged by witnesses including Philip J. Corso, Charles Hall, Corey Goode, William Tompkins, Randy Cramer, and Dan Burisch. The exopolitics literature draws a consistent analytical distinction between cooperation, in which human organizations allegedly retain meaningful agency, and covert control, in which ostensible human decision-makers are reportedly managed or manipulated by non-human or hybrid entities; the Cosmic Agency channel, presenting the Taygetan and Galactic Federation perspective, maintains that the Federation does not make agreements with governments or agencies that do not represent the free will of the population as a whole, and that any such agreements are by definition illegitimate under galactic law. The cooperation frame is contrasted with Human–non-human intelligent being conflict and sits within the broader human-NHI relations field. Reported cooperative entities include the Galactic Federation of Worlds, the Tall Whites at Nellis, Nordic extraterrestrials at various aerospace facilities, and elements of the J-Rod / MJ-12 programs.

Treaty frameworks

The formal framework for government–non-human intelligent being coordination is traced to the 1954 meetings between President Eisenhower and extraterrestrial delegations at Edwards Air Force Base and Holloman Air Force Base. These meetings reportedly produced technology-exchange agreements under which certain non-human intelligent being factions received biological access to human populations — primarily through abduction programs — in return for advanced technology, while other factions offered non-weaponized guidance. The post-1954 Grey–US government agreement, commonly called the Greada Treaty, reportedly involved Zeta Reticulan Grey entities offering technological assistance — including certain categories of exotic material science and medical knowledge — in exchange for permission to conduct biological sampling on a limited number of human subjects, with the condition that abductee lists would be provided to Majestic 12.

The Tau-9 Conference is described as the primary treaty structure governing later formal U.S. government–extraterrestrial relations. According to documents associated with Dan Burisch's testimony, Burisch was acknowledged as a party to negotiations of the Tau-9 Conference for the Preservation of Humanity — a treaty between human authorities and representatives of beings from Reticulum and Orion — and to have had physical interactions with at least one such extraterrestrial. The treaty was oriented around managing the consequences of a projected extinction-level event creating diverging branches of humanity in the future, according to Burisch.

Oversight bodies

The Majestic-12 committee — allegedly established in 1947 by executive order following the Roswell crash — served as the primary coordination body between the U.S. executive branch and non-human intelligent being-related programs, controlling information flow, technology distribution, and the cover-up of non-human intelligent being presence from the public and from most of the government itself.

Joint research programs

Dan Burisch describes direct cooperative scientific work with a Grey-type extraterrestrial known as the J-Rod at the S-4 facility at Papoose Lake. The S-4 base was originally a biodefense facility later redesigned for back-engineering of extraterrestrial devices and biological study. Burisch worked with the J-Rod as a microbiologist, interacting with the being through a classified viewing gallery. The J-Rod program at Papoose Site 4 is described as a component of the broader Greada cooperation, in which a Grey entity acted in a technical advisory capacity for flight simulator development before transitioning to a joint biological research role under Project Aquarius.

Bill Uhouse, a flight simulator engineer with a Q-clearance, described a Grey-type being approximately 200 years old who attended simulator design sessions as a technical consultant, providing guidance on propulsion and navigation principles that human engineers could not otherwise have derived. Microbiologist Dan Burisch later served as Working Group Leader under Project Aquarius, reportedly entering the J-Rod's pressurized clean-sphere chamber to extract neural tissue samples for research into Zeta Reticulan cellular degeneration. The J-Rod, identified as Chi'el'ah, communicated telepathically and was described as ill — suffering from a neurological condition linked to the Ganesh particle — but cooperative with the research program, which he understood as essential to restoring his species' biological health in the far-future timeline from which he had originated. The individual held at S-4 was a P-52 J-Rod — the cooperative faction, originating approximately 52,000 years in the future — rather than the abduction-faction P-45K J-Rods who had arrived via the Greada Treaty arrangement. A separate Kingman crash survivor, a P-45K J-Rod, was reportedly held at Los Alamos National Laboratory from the 1953 Kingman crash onward; this individual was one of a three-person crew, another crew member having died in the crash.

Hosting on military installations

Charles Hall, a U.S. Air Force weather specialist stationed at Nellis Air Force Base in the late 1960s, describes a sustained cooperative relationship between the U.S. Air Force and the Tall Whites — a species 8–9 feet tall with transparent-white hair that continues growing throughout their lifespan — who operated out of facilities at Nellis. Hall's interactions were governed by top-secret standing orders and included daily contact with Tall White individuals, families, and children. During his 1967–1969 posting as weather specialist at the Nellis Indian Springs annex, Tall White individuals including a female identified as "the Teacher" reportedly worked directly with Hall, teaching him their language and eventually using him as an intermediary with senior Air Force officers; the relationship was sustained through adherence to personal-space protocols, since any encroachment on their comfort zone could allegedly trigger a dangerous defensive response. Senior Air Force generals reportedly met with Tall White leadership; the beings received hangar access, base rights, and technology exchange arrangements. Other beings are reportedly hosted in disguise — Nordics and other human-appearing species — serving as liaisons, advisors, or embedded agents within corporate and military structures.

Nordic collaboration in aerospace development

William Tompkins provided extensive testimony about cooperative arrangements between Nordic extraterrestrials and American aerospace programs during the 1950s–1960s. According to Tompkins, Nordic beings served as embedded technical advisors within Douglas Aircraft Company's classified Advanced Design section, providing design guidance for space carrier development through what he described as "mental flashes of information and data." This cooperation allegedly extended beyond technical assistance to include strategic planning for human galactic integration, with Tompkins interpreting his role as being "selected" by Nordics to serve as their "on-station (Earth-bound) implementer of 'our penetration with them into the galaxy.'" Tompkins further described operational-level cooperation between the U.S. Navy and Nordic civilizations, alleging that "eight Navy Space battle groups with destroyers, cruisers, other vehicles, support vehicles, transports, trucks, all kinds of stuff" operated from Nordic bases, with American military families residing in Nordic communities — an arrangement suggesting institutional cooperation extending to shared infrastructure and personnel integration at the family level rather than merely technological exchange.

Exchange programs

Randy Cramer, a Marine secret space program veteran, describes formal exchange programs in which human military personnel are deployed to other worlds and extraterrestrial engineers and scientists come to Earth to participate in human programs, sometimes living on base, sometimes in human communities, and sometimes aboard their own vessels. The Disclosure Project, which assembled 20+ government and military witnesses at the National Press Club in 2001, included multiple individuals who had direct knowledge of cooperative human-extraterrestrial programs operating at Area 51, S-4, and related facilities.

Corporate integration

The Interplanetary Corporate Conglomerate (ICC) — a consortium of major defense contractors described by Corey Goode and confirmed in outline by other witnesses — represents a later-stage cooperation arrangement in which human private corporations partnered with non-human species to operate manufacturing facilities throughout the solar system. ICC facilities reportedly produced advanced craft and equipment using non-human manufacturing techniques under license arrangements that gave the non-human partners preferential access to the finished products and to human biological material as a resource. Steven Greer has testified that the real power over non-human intelligent being-related programs allegedly shifted from government control to corporate control by the 1960s, with the result that elected officials and senior military officers are routinely denied access to programs run by private contractors under unacknowledged special access program (USAP) classification. David Grusch testified to the U.S. Congress in 2023 that illegal crash retrieval and reverse-engineering programs were being operated by defense contractors outside proper congressional oversight, allegedly confirming the structural claim that non-human intelligent being-related coordination had migrated from government into the private sector.

Solar Warden and the United Nations program

Solar Warden, described as the oldest continuously operating U.S. Navy-linked secret space program, is reported to have included non-human crew members or navigational advisers, particularly from the Pleiadians and associated species, whose superior understanding of interstellar navigation was allegedly essential to early Solar Warden deep-space operations. Chris O'Connor describes the United Nations Secret Space Program as having been formed through negotiation between extraterrestrial confederations and major Earth nations, with the non-human parties providing transportation infrastructure and access to interplanetary stations at Saturn, Jupiter, and Neptune that would otherwise have been inaccessible to human technology of the period.

Information exchange and impromptu liaison

Clifford Stone described an incident in which a living non-human being held at the Pentagon allegedly communicated to him telepathically, expressing concern not for itself but for the humans nearby, who might be harmed when its own kind came to retrieve it. Stone reportedly acted on this warning by using wire cutters to release the being and holding U.S. military personnel back, illustrating an impromptu in-house cooperative relationship formed during an active retrieval situation.

Tensions and breakdowns

The cooperative framework was reportedly punctuated by violent breakdowns. At S-4 on May 1, 1975, a dispute between Blue Beret guards and Grey entities during an antimatter reactor demonstration allegedly resulted in the deaths of two scientists and forty-one military personnel — all killed by head wounds with no visible weapon — and the cessation of the alien exchange program at that facility. At Dulce Base in 1979, a drilling team's accidental breach into Grey-occupied tunnels reportedly triggered a firefight that killed approximately sixty American personnel.

By the early 1980s, MJ-12 reportedly recognized that the Grey factions had violated the terms of the cooperation agreements on a massive scale — abducting thousands more humans than the official lists recorded and using missing children "for secretions and other parts required by the aliens." This discovery allegedly split MJ-12 into factions: one favoring public disclosure, the majority favoring the development of weapons against the Greys under the cover of the Strategic Defense Initiative. Michael Wolf described a faction within the military-intelligence establishment that he termed the Cabal — "a group of impotent, xenophobic and paranoid generals... waging war against them" using weapons derived from extraterrestrial technology: "The very technology the ETs gave us is now being used against them."

Galactic Federation of Worlds and Earth Alliance

On a broader scale, Elena Danaan and Dr. Michael Salla describe an ongoing cooperative relationship between the Galactic Federation of Worlds (GFW) and the Earth Alliance — a coalition of white-hat military and intelligence elements in multiple nations — that has reportedly intensified since approximately 2021 as the GFW worked to expel Draco Reptilian and Nebu Grey forces from Earth's solar system. The cooperation reportedly encompasses intelligence sharing, mission support, and coordinated operations between GFW-aligned Nordic extraterrestrials and human special forces — including JP's reported missions at Eglin Air Force Base and elsewhere, allegedly conducted jointly with Nordic contacts. Following the Jupiter Accords of 2021, Earth Alliance military forces reportedly began conducting joint operations with Galactic Federation of Worlds personnel to clear remaining hostile non-human and Cabal-aligned forces from underground installations and Moon facilities, with human and non-human military units allegedly operating under shared command structures toward agreed objectives.

Post-2021 restructuring

Following the reported departure of the Dark Fleet from the solar system in 2021 and the subsequent Jupiter Agreements, the coordination framework is described as having entered a transitional phase. The Earth Alliance reportedly assumed control of previously Dark Fleet-operated infrastructure, while the Galactic Federation of Worlds began operating more openly as a coordinating body alongside selected Earth governments. Thor Han Eredyon, relayed through Elena Danaan, described this shift as moving from covert bilateral agreements — individual governments secretly dealing with specific non-human intelligent being factions — toward a multilateral framework in which the Earth Alliance participates alongside GFW members, a structure closer to open interspecies coordination than the hidden treaty relationships that allegedly characterized the 1954–2021 period.
