Richard Dolan

Richard Dolan (born 1962) is an American UFO researcher, historian, and author best known for his multi-volume historical analysis of government involvement with unidentified aerial phenomena and for coining the concept of the breakaway civilization. Trained as a Cold War historian, he transitioned to ufology after encountering UAP sightings in FOIA-released FBI and CIA documents.

Early life and education

Dolan studied at Alfred University and pursued graduate work at University of Oxford and the University of Rochester, concentrating on Cold War history and United States national security policy. While researching declassified government records he encountered FBI and CIA reports documenting UFO sightings, which prompted him to shift his scholarly focus from conventional diplomatic and strategic history to the question of the government management of the UFO subject.

Transition to UFO research

Dolan's transition from conventional academic history to UFO research occurred in the mid-1990s, while he was completing unfinished dissertation work on US diplomatic history at the University of Rochester. He had already abandoned one dissertation on a 19th-century German intelligence figure and was studying Truman-era national security strategy when he encountered a copy of Timothy Good's Above Top Secret in a bookstore in Syracuse, New York. His response was not to ask whether UFOs were real, but to ask — as a trained historian — why secret government interest in the subject had been entirely absent from academic historiography: "My question wasn't, are UFOs real? My question was simply: even if this was a mistake — even if they were mistakenly interested in this — how come I never read about it in any academic history book ever?" In 2016, Dolan published The Secret Space Program and Breakaway Civilization (Richard Dolan Press) — a book-length treatment of the lecture series that had introduced the breakaway civilization concept. The book elaborates his argument that a multi-generational covert program, funded by the black budget and protected from constitutional oversight, has developed autonomous technological capabilities including advanced propulsion and off-world operations, and now functions as a parallel civilization with its own interests increasingly divergent from those of the general public. Origins of the phenomenon — extraterrestrial and interdimensional hypotheses

Dolan does not commit to a single theory of UAP origin. In a 2021 interview with Curt Jaimungal for Theories of Everything with Curt Jaimungal, he described his position as one requiring intellectual humility before a phenomenon that remains genuinely opaque: "You got to be humble before the UFO phenomenon." He noted that the presence of both anomalous craft and, in enough reliable accounts, associated non-human beings — including what he terms "human-looking" occupants — leads him to accept that some UAP are connected to intelligence other than human, while resisting premature conclusions about their origin or intent. He further distinguishes in his analysis between what he calls "gray alien"-associated accounts — involving apparent biological experimentation and what he interprets as a coherent agenda — and those involving human-looking beings, whom he finds more difficult to explain and whose behavior appears more benign in the record he has assembled. Dolan has also described the institutional barriers to academic study of UAP — noting that there is no qualified academic who could formally supervise a graduate dissertation on the subject, which he sees as a self-perpetuating cycle of marginalization rooted in career-ending stigma introduced in the 1940s and 1950s.
