Dan Morris (born c. 1927) was a retired United States Air Force career Master Sergeant who served in Air Force intelligence before being recruited into the National Reconnaissance Office (NRO) as an operative with involvement in extraterrestrial-connected operations. He held a Cosmic Top Secret, described as 38 levels above top secret, which he stated no U.S. president had ever been granted, with Dwight D. Eisenhower coming closest. Morris provided testimony to the Disclosure Project in September 2000.
Intelligence career
During his Air Force service, Morris worked in Air Force intelligence and held a CONRAD courier designation, which contributed to his high security clearance. Upon retirement from the Air Force, he was recruited into the NRO to work on operations connected to the extraterrestrial subject.
At the cosmic top-secret level, Morris had access to a worldwide intelligence network called the Alien Contact Intelligence Organization (ACIO), through which member governments could share information on extraterrestrial contact provided they followed the organization's rules and paid dues. Air Force intelligence, Naval intelligence, and the NRO were at one time all co-located at Langley Air Force Base in Virginia, where most satellite and intelligence interpreters worked.
Morris described Eisenhower's desire for an independent civilian oversight body after the CIA director proved ineffective, as the CIA and most service intelligence directors were "working primarily for themselves." The NRO became independently organized around 1968.
Witness intimidation operations
Morris was part of a group that investigated and gathered information on UFO witnesses, initially operating under Project Blue Book, Snowbird, and other covert programs. The suppression system operated in three tiers: first, an interview team would attempt to convince witnesses they had not seen anything; if that failed, a second team would issue threats against witnesses and their families while working to discredit them; and if both failed, a third team would "put an end to that problem, one way or another."
The NSA housed the assassination operatives, whom Morris compared to James Bond's "double-O agents." Morris identified Secretary of Defense Forrestal as the first powerful figure eliminated for attempting to release information about the extraterrestrial subject. He also named his friend Phil Schneider as having been killed for speaking publicly about black projects, including his work building tunnels at the Dulce underground facility.

High-powered radar at White Sands and Roswell interfered with extraterrestrial craft stability when they were flying "low and slow." Multiple powerful radar installations were deliberately focused on the craft, causing two to collide -- one crashed on a ranch while the other impacted a bank with two aliens found lying outside, one dead and one wounded who subsequently died. A surviving alien was kept at Los Alamos for approximately three years before dying of illness; distress signals were broadcast on every available frequency, but the being died before rescue arrived. The extraterrestrials subsequently retrieved the body, and the formation over Washington, D.C. was connected to that retrieval.
Radar station UFO sighting
At his radar station, Morris and his team observed three UFOs in formation outside the facility, which had a glass-walled side allowing direct visual confirmation alongside the radar returns. Photographs were taken with both standard Air Force cameras and radar cameras. Morris reported the contact to headquarters via scrambled phone, using the code word "cosmic"; a courier arrived approximately six hours later to collect all materials, after which the incident "went black, like it never happened." Morris and his five colleagues retained personal copies of the photographs.
German UFO re-engineering

Germany recovered two UFOs in 1931 or 1932 and began re-engineering them, producing a workable craft even before World War II began. After the war, alongside Wernher von Braun, the United States brought over Schauberger and other German electromagnetic specialists who had been working on UFO technology. Schauberger worked at White Sands and other locations in New Mexico, but felt he had been wronged; he returned home and was killed two weeks later.

Free energy technology had been available since the 1940s, building on work dating back to Tesla's era, but was suppressed to protect the petroleum-based global economy. Morris described a device approximately sixteen inches long, eight inches high, and ten inches wide with no moving parts, using electrons turning in opposite directions within gravity and electronic fields, that would never wear out. He identified the suppression of free energy -- not the existence of extraterrestrials -- as the true reason for UFO secrecy, stating: "What the people in power right now don't want us to know is that this free energy is available to everybody." Townsend Brown was among the American researchers working on anti-gravity electromagnetic propulsion whose work remained classified.
Nuclear weapons and Orion ETs
Nuclear weapons were placed in space as a defensive line against extraterrestrial craft. Extraterrestrials from Orion ordered a halt to all nuclear testing, warning they would not permit the destruction of Earth. Both the United States and Russia were "firm believers" that the extraterrestrials could enforce their demands.
A craft was successfully shot down at White Sands around 1968 or 1969, with aliens recovered from the wreckage. Morris warned that continued hostilities toward extraterrestrials could provoke retaliation.
South African craft retrieval
The South African government publicly acknowledged retrieving an extraterrestrial craft and released documentary footage of the recovery. An agreement was reached whereby the United States would not comment on South Africa's nuclear weapons development in exchange for the craft and two recovered aliens, which were transported to Wright-Patterson Air Force Base aboard a C-5A Galaxy and stored in underground levels.
