Salvatore Pais (born Romania; naturalized American) is an aerospace engineer who worked for the Naval Air Warfare Center Aircraft Division (NAWCAD) at Naval Air Station Patuxent River and subsequently at Naval Strategic Systems Programs and the United States Space Force. Between 2015 and 2019 he filed five patent applications with the United States Patent and Trademark Office on behalf of the United States Navy describing exotic aerospace technologies — including a craft using an inertial mass reduction device, a plasma compression fusion device, and a room-temperature superconductor — which attracted wide attention in unidentified aerial phenomena (UAP) research circles as possible evidence of reverse-engineered advanced technology.

Background

Pais was born in Romania and emigrated to the United States, describing himself as "American apple pie made in Romania." He left Romania at approximately age 13 and emigrated to the United States through a family reunification process, settling during the Reagan era and eventually obtaining naturalized citizenship — a status he described as deeply cherished. His interest in engineering was shaped in part by his uncle in Romania, who worked in the Romanian Office of Patents and Trademarks and whom Pais describes as one of the finest engineers he knew; he earned his Bachelor of Science in fluid and thermal sciences from Case Western Reserve University in Cleveland, Ohio, and subsequently worked for Northrop Grumman before entering government service. His first job after university was at an electronics firm in New York City, where he encountered Collective Electrodynamics by Carver Mead — which he calls "the little green book" — a work he credits as foundational to his understanding of the quantum basis of classical electromagnetism and of macroscopic quantum phenomena such as superconductivity. His drive toward alternative propulsion arose from a fundamental question about whether there is another way to move objects through spacetime without relying on Newton's third law of motion — the conventional reaction-based rocket principle. He worked as an aerospace engineer at NAWCAD, Patuxent River (commonly called "Pax River"), where he developed his patent portfolio and conducted early experimental work on high-energy electromagnetic field generation — specifically the High Energy Electromagnetic Field Generator (HEEMFG) experiment, which attempted to spin electrified solid objects to approximately 10,000 rad/s (radians per second) to generate the high-frequency field conditions required by the Pais effect. The Navy provided basic research funding specifically for this experiment through its program of civilian science grants. He later transferred to the Naval Strategic Systems Programs and subsequently to the United States Space Force, citing new engineering opportunities. He has consistently appeared publicly as a private citizen and stated that his opinions do not implicate the United States Navy or the United States Space Force.

His patent applications were reviewed by the Navy's Invention Evaluation Board — a body of senior Navy Fellows with doctoral qualifications — before being forwarded to the USPTO for examination.

US Navy patents

Pais filed five patent applications in the name of the United States Navy between approximately 2015 and 2019. All five concern manipulation of high-frequency electromagnetic fields at extreme energy densities — field strengths on the order of 1018 V/m and magnetic flux densities on the order of 109 Tesla — as the operative mechanism.

High frequency gravitational wave generator

The patent for a high frequency gravitational wave generator was among the first to receive a favorable office action at USPTO. It draws on the Gertsenshtein effect — the generation of high-frequency gravitational waves through nested electromagnetic fields — originally described in a 1960 Soviet paper.

High energy electromagnetic field generator

The high energy electromagnetic field generator received its patent and is the device Pais regards as the clearest experimental-readiness proposal in the portfolio. Pais published associated papers in IEEE Transactions on Plasma Science and the International Journal of Space Science and Engineering. Experimental attempts were made at Patuxent River to generate the requisite charge accelerations, but Pais argues the required energy densities — on the order of 1025 joules per cubic meter — are unachievable with solid-state materials and require plasma states instead.

Craft using an inertial mass reduction device

The patent for a craft using an inertial mass reduction device — referred to in press reporting as the "hybrid aerospace-underwater craft" — also received a granted patent after an extended examination process with primary examiner Philip Bonse. The concept describes a craft enveloped by high-energy electromagnetic fields capable of reducing its effective inertial mass, enabling extreme maneuverability and operation across both aerospace and underwater environments. Pais has stated no craft known to him is actually using the Pais effect as described.

Plasma compression fusion device

The plasma compression fusion device patent describes a method of achieving fusion reactions through the compression of a rotating plasma subjected to rapidly-accelerated electromagnetic fields — applying the same Pais effect mechanism to plasma rather than solid-state materials.

Room temperature superconductor

The patent application for a room-temperature superconductor describes a method of generating Bose-Einstein condensate-like states through high-energy electromagnetic fields in order to achieve superconductivity without cryogenic cooling. Pais argues that the conventional material-science approach to room-temperature superconductivity has inherent limits, and that field-induced condensate states offer an alternative path independent of material properties.

The Pais effect

The theoretical principle underlying all five patents is referred to as the Pais effect: the claim that electrically charged matter subjected to rapid acceleration — either spin or vibration at sufficiently high frequency — generates an intense, coherent electromagnetic field capable of interacting with the quantum vacuum. The effect is derived from a dimensional analysis of Maxwell's equations in the Heaviside formulation, specifically from the relationship E = cB — where E is electric field strength, c is the speed of light, and B is magnetic flux density. At sufficient field strengths — approaching the Schwinger limit of 1018 V/m — Pais argues the effect creates a localized void in the quantum vacuum, analogous to a microscopic black hole, producing conditions of drastically reduced inertial mass in the immediate vicinity.

Pais prefers vibration over spin as the practical mechanism because very high spin frequencies impose destructive centrifugal stresses on a rotating body, whereas vibrating objects are not subject to the same size constraints. He characterizes the Pais effect as not new physics but a new perspective on classical electromagnetism: "These are new perspectives on old physics. I would not call these new physics at all because they are based on old physics."

Superforce theory

Pais has also developed what he calls the superforce: a proposed unified fundamental constant with dimensions of force — numerically on the order of 1044 newtons — that he argues underlies the unification of all four fundamental forces (gravity, electromagnetism, the strong and weak nuclear forces) and connects Planck-scale physics to the scale of the observable universe. He relates the superforce to the Bekenstein-Hawking entropy formula, arguing that the superforce acting on a black hole's event horizon generates the informational content of the black hole's interior — a result he presents as support for the holographic principle and potentially for string theory as a theory of everything.

Pais argues that the superforce, being present at every point in spacetime at the Planck scale (10-35 m), provides a physical basis for quantum entanglement's non-locality: because the superforce connects every point in spacetime, "in a way you can say every point in space and time is connected — they're all connected, it's all connected." He further argues that the superforce's mathematical structure — c4/G, where c is the speed of light to the fourth power and G is the gravitational constant — points to what he calls the "trichotomy of creation": a conviction that the universe is conscious and governed by a "super intelligence," and that manipulating the superforce would unlock entire new horizons of advanced engineering by "nudging" the fundamental parameter of reality.

Pais attempted to publish the superforce paper in journals that had accepted his earlier electromagnetic field papers, but received rapid rejections — in some cases within 12 to 15 hours — and his papers were also rejected by the arXiv preprint server. A 2023 interview on The DemystifySci Podcast — hosted by Anastasia and Shilo, both Columbia University PhD scientists — was notable for engaging Pais on the foundational physics of the superforce, discussing its relationship to the quantum vacuum, plasma physics, and the Planck scale in more technical depth than prior public appearances.

Pais emphasizes that the Superforce equation (Equation 1 of the revised paper, titled "The Superforce: The Fundamental Force of Unification") notably does not contain Planck's constant, a property he regards as significant: the constant falls out of the derivation, meaning the Superforce bridges quantum mechanics and classical mechanics without depending on the quantum of action as a fundamental input. He further argues that Equation 1 can predict how much mass exists in a universe of any size — not just the observable universe at its known scale of ~1026 m — implying a spacetime geometric structure that underlies all matter: "if we eventually find out that the universe... is 1080 m or something of that nature, that equation can predict how much mass is in it."

Public attention

The patents first received widespread public attention through reporting by journalist Brett Tingley in The War Zone, the defense publication of The Drive, confirmed by FOIA requests establishing that the Navy had filed and prosecuted them.

The 2022 Curt Jaimungal Theories of Everything podcast was Pais's first public video appearance; previously only two still photographs of him had circulated. Pais stated he came forward publicly after reading criticism characterizing the patents as "merely a pathetic bluff to scare off America's rivals," which he disputed: "They are not a bluff. If you look closely, the physics is correct."

A 2024 Hard Truths podcast episode featuring Pais and engineer Dave Rossi connected the patents to observed UAP footage — specifically videos of luminous orbs — with Pais describing the orbs' behavior as consistent with the Pais effect depositing large amounts of electromagnetic energy in surrounding space.

Pais also appeared as the subject of a UAP Files Podcast episode (S3E57) titled "UFOs: U.S. Navy Physicist Reveals What We Really Know," a 78-minute interview in which he discussed what the U.S. Navy knows about unidentified aerial phenomena.

Critique of the patent claims

Academic and scientific commentary on the patents has been largely skeptical. The primary critique — articulated by Curt Jaimungal during the 2022 interview — is that achieving the required field strengths may be physically blocked by mechanisms not yet accounted for according to Salvatore Pais: "who knows if some other physical law comes into play to stop these numbers from reaching the amounts that you say." The primary patent examiner initially rejected the craft patent on the grounds that the required field strengths are only found near neutron stars; extended technical dialogue was required before the patent was granted.

In UAP research communities, the Navy's willingness to file and prosecute the patents — confirmed through FOIA — has been interpreted by some commentators as evidence that the United States government possesses or is pursuing advanced aerospace technologies potentially derived from non-human or recovered sources. Pais has not publicly endorsed this interpretation, limiting his statements to the physics of his proposals.
