Alleged umbrella operation governing the U.S. cover-up of the alien presence

Operation Majority is, according to Naval Intelligence whistleblower William Cooper, the umbrella operation — established under President Harry S. Truman — that governed every aspect, project, and consequence of the extraterrestrial presence on Earth: the master framework under which all of the United States government's classified business concerning non-human intelligent beings, crashed-craft recoveries, the captive extraterrestrial biological entity, and the 1954 alien treaty was reportedly conducted. Cooper drew a deliberate line between the operation and the body that ran it: Operation Majority was the operation itself, while the secret committee directing it was Majesty Twelve (also rendered Majority Twelve or MJ-12), the panel that answered to the President under the code word "Majesty."

In Cooper's lexicon the term also named a "Top Secret" presidential briefing document — catalogued as "MAJIC/Operation Majority" — prepared by Majesty Twelve to summarise the whole of the alien question, which Cooper said he read while serving on the intelligence-briefing team of the Commander in Chief of the Pacific Fleet (CINCPACFLT) between 1970 and 1973. The account is one of the most influential single systematisations of the UFO cover-up thesis, and the operation, its committee, and its component projects form the spine of Cooper's 1989 lecture Majestic 12 and the Secret Government and his 1991 book Behold a Pale Horse.

Operation and committee

Cooper presented Operation Majority as a standing operation begun under Truman and formalised under Eisenhower, who by secret Executive Memorandum NSC 5410 — preceding the genuine NSC 5412/1 of 1954, which Cooper said was leaked to mask NSC 5410's existence — chartered a permanent committee, Majesty Twelve, "to oversee and conduct all covert activities concerned with the alien question." The committee's first rule, that no action could be taken without a majority vote of its twelve voting members, is the etymology Cooper gave for the variant name "Majority Twelve," with orders issued as "Majority Twelve directives." Because the operation was the enduring thing and the committee its instrument, Cooper held that the directing body was renamed each administration — the 5412 Committee, then the 303 Committee, the 40 Committee, and under Reagan the PI-40 Committee — while "over all those years only the name changed" and the operation continued unbroken.

The senior, code-worded layer of the operation was, in Cooper's scheme, a security and intelligence architecture in its own right: the classification caveat MAJIC controlled all such material, the President carried the code word "Majesty," and the inner membership was drawn from the Jason Scholars and the Council on Foreign Relations "Wise Men."

Component projects

Under the Operation Majority umbrella Cooper grouped a family of compartmented projects, each handling one facet of the alien question. Project Sign (1947) and its successor Project Grudge (1948) studied and contained the phenomenon, spawning the low-level collection-and-disinformation effort Project Blue Book; recovery of downed craft and bodies fell to "Blue Teams," later the Alpha Teams of Project Pounce. Communication with the visitors ran through Project SIGMA — the mission for which Cooper said the National Security Agency was secretly created in 1952 — while Project PLATO handled the diplomatic contact and the resulting treaty. Test-flying of recovered craft at Groom Lake was Project Redlight, publicly masked by the conventional-technology decoy flights of Project Snowbird; the master data-collection and analysis effort on the visitors was Project Aquarius. In Cooper's account these projects were not independent programs but sub-operations of the single overarching Operation Majority, their funding laundered through the Military Office of the White House to Majesty Twelve and out to the contractors.

Relationship to the Majestic 12 documents

The 1984 leaked Majestic documents — whose central memorandum authorises "Operation Majestic-12" — are a separate corpus from Cooper's Operation Majority, though the two overlap in subject and code words. Cooper said he recognised the publicly leaked MJ-12 material as a partly accurate echo of the classified files he had read, but regarded the 1984 papers as disinformation seeded to mislead researchers even as they aligned with elements he believed true. Behold a Pale Horse reproduces document fragments Cooper attributed to Operation Majority, MJ-12, and Project Aquarius alongside his own naval testimony.

Assessment

Operation Majority rests on Cooper's testimony and on his reading of materials he said he saw in Naval Intelligence; no declassified record establishes an umbrella operation of that name, and several of its component labels (notably the renamed-committee sequence) graft an alien-control function onto genuine but unrelated National Security Council covert-action history. Within the UAP disclosure movement the framework is valued by some for the internal coherence Cooper claimed for it — "the only scenario that has been able to bind all the diverse elements" — and treated by others as the founding systematisation from which much later exopolitics lore descends, unsupported by the contested Majestic papers it partly draws on.
