James Edward McDonald (1920–1971) was an American atmospheric physicist at the University of Arizona who became one of the most prominent scientific advocates for serious investigation of UFO reports during the 1960s. McDonald testified before the United States Congress in 1968, arguing that UFOs represented a problem of extraordinary scientific importance that was being systematically ignored by the scientific establishment.
McDonald's research interests bridged two domains that are typically treated as separate conspiracy topics: he investigated UFO phenomena as a scientist demanding institutional engagement, and he studied atmospheric processes — including cloud physics, atmospheric particulates, and high-altitude dispersal — that overlap with the subject matter of the chemtrails hypothesis and weather modification programs. His death by gunshot in 1971, ruled a suicide, removed from the field a credentialed atmospheric scientist who was positioned to connect aerial phenomena with atmospheric manipulation programs.
