Paul Hellyer (August 6, 1923 – August 8, 2021) was a Canadian politician, author, and UFO disclosure advocate who served as Minister of National Defence from 1963 to 1967 under Prime Minister Lester Pearson. He was the first senior Western government official to publicly state that extraterrestrial visitors are real and have been observed on Earth, and later authored multiple books arguing that ET reality is suppressed by a shadow government embedded within the military-industrial complex.
Political career
Hellyer served in several senior roles in the Liberal governments of the 1960s, including Minister of National Defence (1963–1967) and Deputy Prime Minister under Prime Minister Pierre Trudeau (1969). As Defence Minister, he unified the Royal Canadian Navy, Canadian Army, and Royal Canadian Air Force into a single service, the Canadian Armed Forces, in 1968 — a controversial restructuring still known as "Hellyer's unification." He stated that during his tenure as Defence Minister, while he received regular UFO sighting reports from the military, none of the classified briefings he received contained comprehensive evidence of ET origin — that knowledge, he later concluded, was compartmentalized above his level.
Public disclosure
In 2005, Hellyer went public with his conviction that UFOs are real and that a government cover-up has been in effect for over half a century. He expressed certainty that other species exist elsewhere in the galaxy "that are more advanced technologically than we are and probably morally and spiritually as well," and that humanity should cooperate with them. He elaborated on his view of the permanent government controlling the UFO subject (see deep state) and warned that US plans to build a forward Moon base posed a grave risk to humanity's relationship with extraterrestrial visitors (see UFO cover-up).
According to Steven Greer, Hellyer's path to disclosure began when he read Philip Corso's The Day After Roswell and telephoned "a four star general in the United States" who confirmed "that and more." Greer also stated that Hellyer "checked out with the U.S. Air Force general that in fact there was an accident that happened in New Mexico in 1947, which people call Roswell, and that what Colonel Corso wrote in his book The Day After Roswell is correct," and that the two held a joint press conference in Toronto. Greer described personally meeting Hellyer at his home in Toronto and explaining the macroeconomic dimensions of the cover-up — specifically how free energy technology derived from reverse-engineered craft threatened the existing energy-dependent economic order; Hellyer, himself a trained macro economist, reportedly stated he had "never connected UFOs and ETs to the science and technology part dealing with energy," calling the briefing a turning point.
Hellyer received a vast quantity of books, leaked documents, and formerly classified materials following his 2005 disclosure statements, which he described as requiring him to become "expert in sifting the wheat from the chaff."

He went on to address multiple UFO disclosure conferences, testified at the 2013 Citizen Hearing on Disclosure, and called repeatedly on the United States Congress to hold formal hearings. He died on August 8, 2021, two days after his 98th birthday.
