Non-human intelligent being communities
Non-human intelligent being communities are social groupings of non-human intelligent beings (non-human intelligent beings) reported to exist on or near Earth, ranging from small enclaves on military installations to large underground civilisations, as well as the social structures described in off-world non-human intelligent being societies by contactees and secret space program insiders. The concept of NHI "communities" — groupings defined by shared culture, governance, and territory rather than mere species similarity — appears across the full spectrum of contact accounts, from indigenous oral traditions to declassified government testimony. Elena Danaan records approximately fifty-seven species as active in or around Earth at the time of writing, ranging from groups with benevolent scientific and spiritual missions to those operating covert programs hostile to humanity.
Earth-based communities
Grey (Do-Hu) presence
The largest documented non-human intelligent being presence on Earth is attributed to the Zeta Reticulan Greys, referred to in the Taygetan system as the Do-Hu. Following the Greada Treaty of 1954, underground facilities were constructed at Grey demand within the United States, and by the early 2020s approximately two thousand Do-Hu were resident on Terra and its moon working with the American government, augmented operationally by many thousands of cloned entities. The most documented underground Grey installation is the S-4 site adjacent to Area 51, Nevada, which served as the facility where the cooperative J-Rod entity Chi'el'ah worked with US scientists under Project Aquarius.
Alpha Draconian Empire presence
The Alpha Draconian Empire, the dominant Reptilian faction in documented exopolitics, is described as having maintained a presence within the Earth's crust substantially predating any human-ET treaty. Phil Schneider and Rebecca Rose describe subterranean Reptilian populations in deep tunnel systems connected to facilities such as Dulce Base, which housed both Grey and Reptilian beings in lower levels collectively described as "Nightmare Hall." Danaan's guide notes that the Draco reptilians and Do-Hu operated jointly within Terran systems, with the Alpha Draconian Empire being the senior partner directing Grey abduction programs, with underlying goals of planetary conquest that mirror patterns documented on twenty-seven other worlds in this galaxy.
Tall Whites at Nellis
Charles Hall, a former U.S. Air Force weather observer, described a community of Tall White beings residing within a restricted zone near Indian Springs Air Force Auxiliary Field (now Creech Air Force Base) adjacent to the Nevada Test Site during the 1960s. Hall described families — including children — living in their own facilities, maintaining spacecraft, and interacting with human military personnel under protocols that included strict rules of engagement. The Tall White community at Nellis maintained a distinct social structure with elder leaders, technicians, and younger members, and used the base environment for training and craft maintenance rather than permanent settlement.
Inner Earth civilisations
Multiple sources describe Inner Earth civilisations — communities of both human-origin and non-human beings living in natural cavern systems and artificially constructed subterranean cities. Corey Goode described encounters with inner Earth groups during an Inner Earth Alliance council meeting, including the Anshar — a group claiming to be an ancient breakaway Earth civilisation living in a large underground city. The Anshar, according to Goode, are fourth-density humans who travelled back approximately 17 million years to secure a positive timeline for humanity, and have maintained their underground city since then as shepherds of Earth's long-term future.
Agartha — the name given in esoteric tradition to the network of subterranean civilisations — encompasses multiple distinct communities. "Aghartan" is used as a collective term for all species inhabiting Earth's underworld, including the Telosians (an Alpha Centauri B-origin species now living beneath Mount Shasta), remnant Anunnaki subgroups, and ancient pre-Lyran humanoid lineages who went underground hundreds of thousands of years ago.
Shambhala — another named inner-Earth polity from Tibetan Buddhist and Hindu tradition — is described in some exopolitical interpretations as a literal underground city housing advanced beings who maintain contact with surface spiritual masters. The Telosians specifically maintain what they call the City of Telos beneath Mount Shasta, described as a domed multi-level city several kilometres across with a population in the hundreds of thousands.
Alex Collier, drawing on testimony from his Andromedan contacts, identifies one subsurface population as the descendants of the original beings who brought an artificial moon to Earth some 11,000 years ago to colonize the planet. He reports that surviving members of this group are "living underground in our planet from 100 miles to 200 miles beneath the surface," and that the same population is responsible for large-scale abduction of children from the surface — over 31,000 in the preceding 25 years as he described it in the mid-1990s — with the knowledge of world governments.
Undersea NHI communities
Undersea non-human intelligent communities are described across multiple traditions. The Nommo — amphibious beings from Sirius described in Dogon oral history — were said to have established presence in Earth's oceans after arriving from their home system. Elena Danaan's contact reports include references to Alteans and other aquatic-capable NHI species maintaining installations on ocean floors, operating outside the awareness of surface civilization. The USS Tiru UFO sighting (1966) and numerous unidentified submerged object reports document transmedium craft entering and exiting oceanic environments, indicating active subsurface operations; Danaan's guide includes "Underwater Bases" as a distinct category of ET operational infrastructure on Earth. Several UFO/USO (Unidentified Submerged Object) researchers document objects entering and exiting the ocean at speeds and angles incompatible with known human technology, consistent with the existence of active undersea non-human presences.
Nordics in human society
Nordic-appearing beings — physically indistinguishable from humans — are described by William Tompkins, Elena Danaan, and others as living within terrestrial human society, sometimes embedded in corporate or military environments. Tompkins described female Nordics working inside Douglas Aircraft during the 1950s in an advisory capacity. Danaan herself describes her primary contact Thor Han Eredyon as a commander within the Galactic Federation of Worlds fleet operating in Earth's solar system, stationed aboard a ship in geocentric orbit, constituting a kind of transient orbital NHI community rather than a surface-resident one.

The Galactic Federation of Worlds is described as a council-based interstellar government comprising over 100 member civilisations, with a governmental structure including a high council, regional commands, and diplomatic envoys. Member species maintain distinct cultural communities while coordinating through shared protocols and agreements. The GFW functions less as a melting pot than as an alliance of nations: member civilisations retain their homeworld cultures, governance systems, and territorial identities, with the Federation providing a framework for collective defence, dispute resolution, and first-contact protocols. The GFW operates under a prime directive of non-intervention in developing civilizations. The Taygetan civilization, one of its member species, is governed by a holographic society — a system described not as a political structure imposed from above but as "an individual mindset of everyone living there," in which there is no money, no scarcity, and communal construction of housing. The total population of the four Taygetan planets is approximately 38 million, distributed mostly in small towns of under 5,000 people connected by magnetic levitation trains elevated above ground to avoid disrupting wildlife.
Andromedan Council

The Andromeda Council is described by Alex Collier — whose contacts began in 1985 with beings from the Zenetae system — as an advisory body comprising 139 star systems, predominantly in the Andromeda galaxy. Unlike the Galactic Federation of Worlds, which is military in orientation, the Andromedan Council functions as a deliberative senate: member civilisations send representatives to discuss matters affecting developing worlds, and the council issues recommendations rather than operational orders. The Council has, according to Collier, issued assessments of Earth's timeline situation to the GFW and other bodies, recommending intervention before a feared future timeline solidified. Per Danaan the body was created by the Zenae of the Titawin system and regroups approximately 140 species, functioning as a non-political, spiritually oriented body.
Council of Five
The Council of Five — previously called the Council of Nine — regroups five races (Egaroth, Redan, Orela, Emerther, and Ginvo) and, unlike the Galactic Federation, does not observe a non-intervention directive, "as they consider that sometimes, intervention is necessary in helping a species avoid fatal mistakes leading to destructive pathways."
Dark Fleet communities

The Dark Fleet maintained communities of human and non-human intelligent being personnel on Ceres, Mars, and in Antarctica, including enslaved workforces and military-industrial colonies operating as autonomous units outside terrestrial governmental authority. These colonies represent a distinctly adversarial form of non-human intelligent being community: multi-species populations organised around military-industrial production, slave labour, and colonial exploitation, rather than the culturally autonomous communities seen in GFW member worlds.
Alliance of the Six

The Alliance of the Six — the coalition of six adversarial species described in Danaan's A Gift from the Stars — was not a unified community in the cultural sense but a strategic military alliance among groups that retained separate identities while coordinating operations against Earth. The member factions include the Nebu Greys, the Draco reptilians, and four other species, each maintaining their own homeworld communities but sharing operational infrastructure (including bases on Mars and the Moon) for activities targeting Earth's population.

The Alpha Draconian Empire, centred in the Thuban system (Alpha Draconis), operates a "typical Draconian multi-level caste hierarchy structure" that extends from Cygnus to Perseus and into Orion. Its method of colonizing an inhabited world begins with an underground base, progressively expanded into a planet-wide tunnel network, while a puppet surface government exercises nominal authority under actual Draco reptilian control.
The original Taal civilization in Lyra governed "in a hierarchical system of monarchy presiding above a council of 25, then an assembly of 300 senators."
Hive minds and collective structures
The Cosmic Agency transmissions describe a non-terrestrial artificial intelligence that operates as a self-aware hive mind, controlling cloned beings through a central computer system called the Red Queen. This AI "controls all the clones equally as hive mind, although it gives each one a specific personality congruent with the role that each one is going to play." Some UAP-associated non-human intelligence may operate through "a hive mind" — a form of collective consciousness in which individual decision-making is subordinated to a group intelligence.
Interspecies mixing
Interstellar social interaction is limited primarily to species with compatible biology. The Taygetans and Ahel mix frequently because "we look very much alike and we are very close friends," but species whose "bodies work differently and need different things" rarely cohabitate. Holographic telepresence technology serves as the primary means of cross-species social interaction for incompatible biologies.
Pleiadian homeworld communities: Erra and beyond
In Taygetan contact accounts transmitted through Elena Danaan and the Cosmic Agency, the planet Erra in the Taygeta system serves as the primary homeworld community of the Errahel (Ahel of Erra) — a civilisation characterised by non-hierarchical social organisation, ecological harmony, and high spiritual development. Erra is described as home to several hundred million people living in small communities and cities without the large-scale urban sprawl of Earth, with a culture centred on creative expression, scientific inquiry, and spiritual practice.
Other Pleiadian homeworld communities described according to contact testimony include the Noor of Kalabak (Merope system) — a tall, warrior-tradition species — and the Taal Shiar of Alcyone, a breakaway faction of the Taal who adopted an isolationist imperial posture at odds with GFW values.
Super Federation communities
The Super Federation — described by Corey Goode as a council of approximately 22 civilisations that have conducted long-running genetic experiment programmes on Earth — represents a third type of off-world NHI community relative to Earth: a scientific-administrative body with ongoing stake in Earth's genetic diversity. These civilisations maintain facilities, archives, and observer posts connected to their Earth programmes, constituting communities of purpose rather than communities of territory.
NHI "nations" in Encyclopedia Galactica
The Encyclopedia Galactica — a multi-volume reference cataloguing 110 star nations known to interact with Earth — documents NHI communities not merely as species entries but as nations: entities with distinct cultures, governance traditions, aesthetic values, architectural styles, and histories of inter-civilisational relation. The framing explicitly parallels terrestrial nation-states, with each entry covering homeworld, population, cultural orientation, and political affiliation.
