Jimmy Carter

Jimmy Carter (born 1924) was the 39th President of the United States (1977–1981) — and in UAP disclosure research notable for having filed a UAP sighting report with the International UFO Bureau in 1973 (describing a bright object he and others observed over Leary, Georgia, in 1969), and for his documented attempt as president to obtain access to CIA UAP files — a request denied by CIA Director Stansfield Turner, demonstrating the structural arrangement in which classified UAP program knowledge is held by the intelligence community rather than accessible to elected officials.

CIA access denied

Carter's request — made through his science advisor Frank Press and directed to CIA Director Turner — reportedly received the response that the CIA did not have relevant files to share, a claim that exopolitics researchers note is contradicted by the CIA Reading Room collection of thousands of UAP-related documents. Carter's failure to obtain access is cited as evidence of the structural separation between elected government and the classified program, a structure that Daniel Sheehan argues was deliberately constructed beginning with the Truman authorization of Majestic 12.

Promise and failure

Carter had publicly promised before the 1976 election that if elected he would release all government UFO files to the public — a promise that remains notable as the clearest pre-election UAP disclosure commitment by a major presidential candidate until recent years. The failure to fulfill this promise after taking office is attributed to his denial of access to the relevant files and to CIA resistance. According to Greer, George H. W. Bush — who had previously served as CIA director — approached Carter before he could pursue disclosure and told him directly that he was "not going to find out anything about this," reportedly shutting down Carter's inquiry before it could reach the relevant programs.

Trilateral Commission connection

Carter was a member of the Trilateral Commission and was effectively recruited for the 1976 presidential race through Trilateral Commission networks, with Zbigniew Brzezinski (Commission co-founder) serving as his National Security Advisor — a pattern consistent with the Commission's alleged role in pre-screening and promoting political candidates.

2024 disclosure interview

In a widely cited 2024 interview, Carter told John Podesta that his failure to achieve UAP disclosure had been his greatest presidential failure. The statement is consistent with his pre-election promise and subsequent failure to obtain access — a pattern that Daniel Sheehan characterizes as proof that the classification of UAP programs deliberately excludes elected civilian oversight, not merely particular administrations.

Presidential access denial pattern

Jeremy Corbell, discussing presidential access to UAP programs on The Joe Rogan Experience alongside David Fravor, described Carter as fitting a recurring pattern: presidents who promised before election to obtain and release UAP information, then fell silent after being briefed: "Jimmy Carter said before he was president, 'I'm going to find out. I'm going to tell you.' Never talked about it again afterwards after he became president. Wonder what his briefing looked like." Corbell also cited Bill Clinton in the same pattern, noting that Clinton had publicly stated "it's not the first time I've been lied to or denied information after asking for it" — a statement about UFO access that framed the denial as routine rather than exceptional. In Corbell's framing, the information is "so compartmentalized" that no president's election gives them automatic access — they must specifically request it and can be denied.

Project Aquarius briefing

A document described as a reconstructed transcript of a MJ-12 briefing delivered to Carter at the White House on June 14, 1977 — known as the "Carter Document" or "Project Aquarius Executive Briefing" — was passed to researcher Lee Graham by researcher William Moore with the permission of a Defense Intelligence Agency official code-named "Falcon" in 1991. The document covers the history of the US government's UFO recovery programme from 1947 through to the 1970s: the Roswell crash recovery of four non-human bodies, the survival of a single EBE who died June 18, 1952, a Utah craft recovery in 1958, the establishment of communication with NHI in 1959, and a 1964 contact between a USAF intelligence officer and two NHI beings in New Mexico. According to Michael Wolf Kruvante, Carter's clearance level — ABOVE TOP SECRET with Need To Know — was below the UMBRA ULTRA TOP SECRET clearance required to access upper-level MAJIC documents: "The President has ABOVE TOP-SECRET and Need To Know clearances, but does not have the UMBRA ULTRA TOP SECRET clearance to have access to upper-level MAJIC secrets and KEYSTONE documents."

The missing page

Michael Wolf Kruvante reported that the leaked Carter briefing documents were missing one page — describing "an individual of joint ET-human heritage who emerged two thousand years ago to try to end human violence," which Wolf identified as a reference to Jesus. The Project Aquarius briefing document itself contains content consistent with this page: page 7 states that EBE reported "2,000 years ago his ancestors planted a human creature on Earth to assist the inhabitants of Earth in developing a civilization" — noting that release of this information "would cause a worldwide religious panic."
