Planetary seeding

Planetary seeding refers to the deliberate introduction, cultivation, and engineering of biological life on planetary bodies by advanced civilizations — encompassing the creation of biospheres, the panspermic distribution of genetic material across worlds, and the long-term stewardship of developing ecosystems. According to exopolitics the concept integrates the Seeder races cosmology, the Anunnaki genetic-modification narrative, and the "garden planet" framework used by the Galactic Federation of Worlds and Intergalactic Confederation. It is distinguished from genetic engineering of existing species (modification of a present population) by its focus on the introduction of life itself, the design of ecosystems, and the establishment of habitable worlds.

Intergalactic Confederation

The Intergalactic Confederation — also known as the Seeders or Founder Races — describes itself as responsible for the long-term development of biological intelligence across multiple galaxies. The Seeders are said to have worked with Earth's biosphere over approximately 65 million years, making incremental additions to the primate genome at intervals timed to allow natural evolution to integrate each modification before the next intervention occurred. The result was a genome that by the time of the Anunnaki's arrival already reportedly contained contributions from 24 distinct intergalactic civilizations.

The 24 Seeder or Founder Races are described as the galaxy's master geneticists, seeding the human genome first in the Lyra constellation before dispersing it across the galaxy, and cultivating Earth as a particularly prized laboratory because of its exceptional biodiversity.

Garden planets

NHI civilizations are described as maintaining "garden planets" — worlds deliberately terraformed and biologically cultivated to serve as nurseries for developing species or refuges for endangered ones. The Galactic Federation of Worlds is described as enforcing a non-interference directive with respect to garden planets below a certain threshold of technological and spiritual development, a policy reportedly violated by the Anunnaki and later by post-treaty Grey hybridization operations on Earth.

The planetary-seeding concept overlaps with directed panspermia — the hypothesis that life on Earth (or any given world) originated through intentional distribution of genetic material by an advanced civilization, rather than arising independently through abiogenesis. Francis Crick's directed-panspermia hypothesis is treated within exopolitics as a partial convergence with the Seeder model from mainstream science.

The Anunnaki episode

The Anunnaki arrival on Earth is framed within the seeding model as a disruption of the Seeders' slow-cultivation methodology: commander Enlil reportedly ordered rapid hybridization of existing early humans with Anunnaki genetics to create an expedient slave workforce, bypassing Seeder protocols. Enki, chief Anunnaki geneticist, is said to have discovered the existing intergalactic DNA embedded in early humans and covertly redirected the program to develop human potential rather than cap it.

1969 contactee account

A 1969 contactee account reported meeting beings from an intergalactic confederation who described themselves as the Seeders and stated they were conducting "galactic genetic experiments," including using the contactee's genetic material to seed a human race in another galaxy — a detail that predates subsequent Seeder contact accounts by decades.
