MJ-12 Special Operations Manual

The MJ-12 Special Operations Manual, formally designated SOM 1-01 and titled Majestic-12 Group Special Operations Manual: Extraterrestrial Entities and Technology, Recovery and Disposal, is a classified field manual — stamped Top Secret / MAJIC — Eyes Only and dated April 1954 — that sets out standing procedures for the recovery of crashed UAP/UFO craft and associated biological material. Among the Majestic documents it is the one most often presented as physical proof of Majestic 12: Linda Moulton Howe repeatedly called it "the single most powerful evidence that MJ-12 exists." Surfacing on its own roll of anonymous film in 1994 — a decade after the Eisenhower Briefing Document and entirely separately — it became the focus of the most sustained authentication effort in the corpus, led by physicists Robert M. Wood and Ryan Wood.

Discovery

In early 1994 Stanton Friedman — a former colleague of Robert M. Wood from their Douglas Aircraft Company years — telephoned Wood to report a potentially authentic document and put him in touch with Don Berliner, who held a copy of SOM 1-01. Kevin D. Randle dates the Berliner mailing to 14 March 1994 — an undeveloped roll of 35 mm film sent from an anonymous source, which on processing revealed photographs of the Top Secret / MAJIC / Eyes Only manual. The film had been mailed from the Quillan Pharmacy in Oshkosh, Wisconsin shortly before the annual EAA AirVenture Oshkosh fly-in, the Woods speculating that the source flew in, posted the film, and departed. Wood travelled to Washington, D.C. to obtain high-quality photographic copies, work that launched his decades-long study of the leaked documents.

Content

The manual reads as a practical recovery guide. Its procedures cover how to package craft components, where to ship recovered power plants, and how to handle bodies, and it includes identification guides for what the document calls extraterrestrial biological entities (EBEs). It thereby reads as the operational counterpart to the narrative and briefing papers in the corpus, translating the alleged crash-retrieval program into standing field doctrine.

Authentication

Robert Wood's analysis included a raised-Z typeface anomaly — the letter Z having been produced by a rarely used typebar that occasionally failed to seat fully — together with control pages bearing initialed change-control markings of the kind genuine classified manuals carried. A former public printer who examined the manual declared it fake on the basis of content alone, yet after extended study could identify no specific physical marker of fabrication. Ryan Wood argued that SOM 1-01 could not plausibly be a disinformation plant, since publishing a genuine-looking crash-retrieval manual would have drawn foreign counter-intelligence attention from Russia, China and others — an outcome no agency would willingly invite. A benefactor later funded 2,000 printed copies of the manual, and in 2003 the Woods issued an annotated edition with their authenticity analysis printed on the reverse of each page.

Philip J. Klass argued the opposite, pointing out that the manual directs crashed craft to be sent to "Area 51 S-4" in Nevada although Area 51 was not so named until years after the manual's claimed April 1954 printing, and noting that on 14 March 1999 Don Berliner and other prominent researchers signed a statement denouncing the document as counterfeit.
