Rule by Secrecy: The Hidden History That Connects the Trilateral Commission, the Freemasons, and the Great Pyramids is a 2000 book by Jim Marrs (1943–2017), journalist and author of Crossfire and Alien Agenda, published by HarperCollins (ISBN 0-06-019296-9). Marshaling material from mainstream historians, Carroll Quigley's insider account Tragedy and Hope, and alternative researchers, Marrs argues that an unbroken chain of secret societies has managed world affairs from the present-day Trilateral Commission backward through Freemasonry, the Knights Templar, and ancient Sumerian religion to an extraterrestrial Anunnaki origin.

Argument

Marrs frames the book around two competing philosophies of history: the "accidental" view, associated with figures such as Zbigniew Brzezinski, and the "conspiratorial" or cause-and-effect view, in which major crises are deliberately engineered by a hidden elite. He quotes Quigley's assertion that "there does exist, and has existed for a generation, an international Anglophile network which operates, to some extent, in the way the radical Right believes the Communists act," and argues this network can be traced from Cecil Rhodes's Round Table groups through the Council on Foreign Relations (CFR) to the present. A core claim is that wars and financial crises—including World War I, World War II, and the creation of the Federal Reserve System—were manufactured or exploited by this elite for profit and consolidation of power.

Structure

The book is organized into five parts, moving in reverse chronological order — from modern organizations to ancient origins.

Part I: Modern Secret Societies

Marrs examines the Trilateral Commission, the Council on Foreign Relations, and the Bilderberg Group as the contemporary tier of elite control. The Trilateral Commission, founded in 1973 by David Rockefeller and Brzezinski at the Rockefeller estate at Pocantico Hills, is characterized as a "task force" assembled to implement CFR policy goals on a global scale. Marrs details how the Carter administration was staffed almost entirely with Trilateral members — including Carter himself, Walter Mondale, Cyrus Vance, Harold Brown, and W. Michael Blumenthal — and argues this was not coincidence but placement.

The CFR, incorporated on July 21, 1921, is traced to a 1917 study group called "the Inquiry," organized by Colonel Edward House, Woodrow Wilson's confidential adviser. Marrs draws on retired admiral Chester Ward's insider account: CFR members acting "in concert," Ward said, share the "one common objective... to bring about the surrender of the sovereignty and the national independence of the United States." The Bilderberg Group is presented as a covert international counterpart to the CFR, founded in 1954 with Dutch Prince Bernhard — a former SS member — as its first chairman, and linked to the Rothschild banking dynasty.

Part I also covers the Rockefeller and Rothschild dynasties, the Federal Reserve System (described as a private banking cartel established in 1913 following secret meetings at Jekyll Island), media consolidation under CFR-connected corporations, and Skull and Bones — the Yale fraternity linked to the German Illuminati and characterized as the inner sanctum within the CFR itself.

Part II: The Fingerprints of Conspiracy

Marrs examines specific historical events as case studies in elite manipulation, including the Vietnam War, World War II (arguing that Bush-family-linked banks and American corporations such as Ford and Standard Oil financed Nazi Germany), and World War I (where J.P. Morgan served simultaneously as chief purchasing agent for the United States and the Allied powers while banking houses profited enormously). The sinking of the Lusitania is presented as a staged provocation — the ship secretly carrying 600 tons of explosives — engineered partly by Winston Churchill to draw the United States into the war.

Part III: Rebellion and Revolution

This section covers the American Civil War, arguing that secret society agitation stoked the conflict for financial and political ends, and examines earlier significant episodes in which competing factions of the hidden elite jockeyed for control.

Part IV: Elder Secret Societies

Moving deeper into history, Marrs covers the Round Table progenitor Cecil Rhodes and his mentor Alfred Milner, whose inner Circle of Initiates included Lord Victor Rothschild and whose Round Table groups spawned the Royal Institute of International Affairs and ultimately the CFR. Part IV also addresses the Priory of Sion, the Merovingians, and the theory of a sacred bloodline from Jesus through Mary Magdalene to the royal houses of Europe — material closely paralleling the research of Michael Baigent, Richard Leigh, and Henry Lincoln in The Holy Blood and the Holy Grail. The Knights Templar, Rosicrucians, and Cathars are treated as earlier custodians of this bloodline tradition whose suppression — particularly in the Albigensian Crusade — was orchestrated by the Catholic Church to destroy evidence of an alternative sacred history.

Part V: Ancient Mysteries

The final section carries the thesis to its deepest root: the Anunnaki of Sumerian tradition. Drawing heavily on Zecharia Sitchin's translations of Sumerian cuneiform texts, Marrs argues that the Anunnaki — an extraterrestrial civilization from the planet Nibiru — genetically engineered Homo sapiens as a hybrid labor force and established the first ruling dynasties, with the concept of kingship as divine right traceable to these off-world "gods." The Great Pyramid of Giza is interpreted as a navigational beacon constructed by the Anunnaki for their Sinai spaceport, and the Tower of Babel narrative is reinterpreted as a human attempt to build a launch vehicle to resist the Anunnaki leader Enlil's plan to disperse humanity. The Ark of the Covenant is described as a radio transmitter-receiver used by an Anunnaki overlord to communicate with Abraham. Marrs argues that the Illuminati and modern secret societies are the surviving institutional memory of Anunnaki knowledge, transmitted through ancient mystery schools, Egyptian priesthoods, the Knights Templar, and Freemasonry to the present-day CFR and Bilderbergers.

Reception and influence

Michael Salla cited Marrs directly when discussing the postwar emergence of an international consortium that replaced the original U.S. national security structures managing the UFO and secret space programme files — describing The Rise of the Fourth Reich as documenting "an international consortium that had arisen that was taking control of the planet," and drawing a direct line between Marrs's research and MJ-12 documents released in the 2017–2018 National Archives dump. Michael Salla identified Rule by Secrecy alongside William Bramley's Gods of Eden as one of the two books that most influenced his entry into exopolitics, stating that "both of them traced out this kind of long history of human manipulation by these figures pulling the strings behind the scene and they identified them as extraterrestrial." In a separate episode analyzing Courtney Brown's remote viewing data on extraterrestrial manipulation, Salla again cited Rule by Secrecy alongside Bramley as having established the foundational thesis that "repressive extraterrestrial groups do use neural engagement to control and manipulate human leaders" and that "this manipulation has been happening for a long time."

Rule by Secrecy became one of the most widely read "conspiracy of history" books of the early 2000s. David Icke drew on it extensively in his subsequent works on global elite control and reptilian bloodlines. The book synthesized sources ranging from Quigley's academic insider history to Anthony Sutton's banking research, Gary Allen's None Dare Call It Conspiracy, and Sitchin's ancient astronaut scholarship, making it a reference point for researchers across several overlapping fields — elite studies, ancient astronaut theory, and secret society research.
