Anna Paulina Luna (born 1989) is a Republican member of the United States House of Representatives representing Florida's 13th congressional district (St. Petersburg area), first elected in 2022, and one of the most active congressional voices on UAP oversight and government transparency. A U.S. Air Force veteran, Luna co-chairs the Congressional UAP Caucus and has led a congressional task force investigating unidentified aerial phenomena, non-human intelligence (NHI), alleged crash retrieval programs, and the treatment of whistleblowers who report UAP-related activity.

Background and military service

Luna served at the Portland Air National Guard as an airfield manager, where she first encountered the UAP issue when F-15 pilots at her unit described an airspace incursion they were unwilling to discuss. After entering Congress in 2023, Luna voted against FISA reauthorization — one of two Republicans to do so — and was subsequently denied a committee assignment on the House Armed Services Committee.

UAP task force and oversight

Luna chairs a congressional task force that operates alongside the Congressional UAP Caucus, investigating UAPs, alleged crash retrieval programs, and government secrecy around non-human intelligence. A central initiative was opening a SCIF to cleared individuals willing to brief Congress on UAPs; Luna has described witnesses ghosting the process after being scheduled, which she attributed to fear of physical retaliation. Based on her SCIF briefings, she has stated she has seen photographic evidence of craft she believes were not created by mankind.

Luna spoke with David Grusch outside a SCIF setting and reports that Grusch received credible threats against himself and his wife prior to his congressional testimony, followed by an organized smear campaign intended to discredit him. She has endorsed Grusch's use of the term non-human intelligence (NHI) for the phenomenon, while acknowledging she cannot personally identify the nature of the entities.

2025 UAP hearing: Vandenberg incidents

Luna chaired a 2025 UAP hearing featuring the first active-duty U.S. Navy service member to testify on the topic, alongside a former Air Force military police officer who described multiple UAP incursions at Vandenberg Air Force Base in October 2003. Luna has called for AARO to be defunded, characterizing the former director as "a documented liar" who attacked congressional witnesses before the hearing.

Positions on contractor secrecy and disclosure

Luna has argued that classified UAP-related technology has been sequestered inside private defense contractors beyond the reach of congressional oversight, and has described the inability of elected representatives to access special access programs as a structural threat to civilian control of the military. She has stated that witnesses describe the UAP phenomenon as involving interdimensional movement outside normal time and space, and that the technology involved would be analogous to showing a cell phone to a cave dweller — beyond current human capacity to reproduce. On mass amnesty for personnel who illegally sequestered UAP materials, she has noted active resistance from members of both parties in Congress who have blocked such legislation from reaching the floor.

JFK files and Russian intelligence

In October 2025, Luna announced the acquisition of approximately 380 pages of previously classified Soviet-era files related to the John F. Kennedy assassination, obtained after she personally arranged meetings with the Russian ambassador — the first substantive diplomatic engagement between members of Congress and Russian officials since the 1990s. The documents included wire communications from the Soviet embassy to Moscow in the immediate aftermath of the Kennedy assassination, in which Soviet officials expressed fear that the United States would use the killing as a pretext for military escalation against the Soviet Union. Luna stated the documents stated that Kennedy had been actively working to prevent nuclear conflict and had maintained a closer relationship with the then-Soviet president than was publicly known, and that the materials filled gaps in the documented evidence that a faction within the CIA had been responsible for the assassination. Luna was entrusted by Speaker Mike Johnson and Chairman James Comer to lead the House Oversight Task Force on Declassification of Federal Secrets, with a mandate covering the Kennedy assassination, UAPs, the Epstein client list, COVID-19 origins, and the 9/11 files.
