Spiers was born in Canterbury, Kent, England, and attended the University of Kent. He described coming from a family with intelligence connections. He claimed that trauma-based programming was administered to him from infancy and that his early military experiences — which he described as spanning decades but concealed by age regression and memory suppression — equipped him with physical and psychic capabilities beyond what conventional military training produces. He specifically described his programming as being linked to the Montauk Project and to related super-soldier programs allegedly run from bases on the east coast of the United States.

Spiers described himself as a genetically enhanced super soldier who had undergone MKULTRA-related trauma conditioning, psychic training, and off-world deployment. He described contacts with individuals he identified as Reptilian-hybrid operatives embedded in governments and entertainment industries, and claimed to have memories of serving in classified programs that were suppressed through blank-slating. He placed himself within a tradition of super-soldier claimants that includes James Casbolt and Duncan O'Finioan, with whom he appeared at conferences and in joint interviews.
He described internal programming structures — called "alters" in the mind-control research tradition — as deliberately installed compartments each holding a discrete set of memories or skill sets, with the primary personality unaware of them. Activation cues, he claimed, could be used to switch between these compartments by authorized handlers. Fenton described the foundational goal: "They did torture in those camps where they were trying to torture people into absolutely becoming a blank slate so that they can reprogram their mind." She noted that programs typically include termination programming: "they usually do program most of the Super Soldiers people to kill themselves eventually. That's part of the programming and it's very easy to program someone to get to that state."

Spiers also discussed his research into Satanism and the occult frameworks used in conditioning programs, arguing that the ritual dimensions of MKULTRA-adjacent programs were not incidental but deliberate: the traumatic and ritualistic components worked synergistically to fracture and then redirect consciousness in ways that purely pharmacological or behavioral methods could not achieve. Arkheim Ra, who claims attendance at Montauk-related programs, independently corroborated this assessment, stating that "Montauk was controlled by Satanists who worshipped an AI... it's all connected to Masonry and the Catholic Church and Scientology as well and all this stuff... they're figuring it all out and testing it all out and they're testing it on us kids."

Arkheim Ra framed the challenge of recall: "I'm an anomaly. You're not supposed to remember anything. And usually the programming works. Something happened in me where I woke up and I started remembering things."
Death
Spiers died in Warsaw, where he was the guest of a Polish woman and was scheduled to speak at a conference. Polish authorities initially recorded the cause of death as natural causes, attributing it to swallowing his own vomit. His mother, Vanessa Bates, publicly disputed this finding and called for an inquest, noting that he had sent her a text message in the days before his death stating he was in danger and that "if anything happens to me, investigate." A Polish investigation was subsequently opened. No conclusive alternative cause of death was established. His death prompted widespread discussion in the super-soldier and alternative research communities about whether whistleblowers in his circle were being systematically silenced. On Cosmic Disclosure, David Wilcock noted the prominence of Spiers's death in mainstream media: "this guy Max Spiers, who claims to be a super soldier, suddenly announced that he was dead.
