The Department of Naval Intelligence (DNI) is an alleged covert United States intelligence entity — described by claimed insiders and investigators as an unacknowledged "arm" nested inside the acknowledged Office of Naval Intelligence (ONI) and said to administer classified non-human intelligence (NHI) programs, including the custody and interrogation of captured extraterrestrial biological entities and the reverse-engineering work conducted at the S-4 and S-2 facilities near Area 51, Nevada. No entity of that name appears in the public organizational chart of the United States Navy; witnesses hold that this official non-existence is the point — that the DNI is the black component behind which the recovered-craft and UAP programs are administered, with the acknowledged Office of Naval Intelligence — the Navy's real, congressionally-known maritime-intelligence agency, established in 1882 — serving as its public parent and cover.

The designation is drawn primarily from three overlapping strands of testimony: the on-screen "DNI / 27" marking on the 1996 alien interview video, traced by investigator John Stewart; the S-4 pay records of Bob Lazar, reported to have named a "Department of Naval Intelligence" as the paying agency; and the wider Dan Burisch / Majestic 12 account of S-4 as a naval-administered facility.

Origin of the designation

The 1996 alien interview video

The clearest articulation of the alleged DNI comes from John Stewart's investigation of the 1996 alien interview video (the "Victor tape"), whose on-screen timecode reads "DNI / 27" — read as the Department of Naval Intelligence together with a Yankee White ("27") clearance marking. Stewart initially assumed the label was fabricated for the video, but reported being told by a former naval aviator that the DNI is real: "it's the CIA arm of the Department of Navy... an arm of the ONI. A secret agency, a secret arm of the ONI." By this account the interrogation shown in the footage was conducted "on behalf of the Department of Naval Intelligence" at the fourth sublevel of the S-2 ("S-2 Alpha") facility, coordinated by the Defense Intelligence Agency.

Bob Lazar's pay records

Bob Lazar, who said he reverse-engineered recovered disc craft at S-4 in 1988–89, produced a pay form that — in the reading advanced by Stewart and others — named a "United States Department of Naval Intelligence" as the paying agency, taken as independent corroboration that the same otherwise-undocumented body administered the Papoose Lake programs in the same period. Lazar's own account elsewhere renders the employer simply as the United States Navy or "Naval Intelligence," and the exact wording of the form is disputed.

Senator McCain's reaction

Stewart has recounted asking then-Senator John McCain about the DNI at a 1998 rally: "He snapped his neck and turned to me with this aggressive look and said, 'You don't need to know anything about that,' and walked away" — an exchange Stewart treats as informal confirmation that the designation was both real and highly sensitive.

Relationship to the Office of Naval Intelligence

The alleged DNI is consistently distinguished from — while said to operate within — the real Office of Naval Intelligence (ONI), the United States Navy's acknowledged military-intelligence agency and the oldest member of the United States Intelligence Community. In witness framing the ONI is the visible, congressionally-known parent, and the "Department" of Naval Intelligence is the unacknowledged black arm operating beneath it — "a secret arm of the ONI" that "officially... does not exist." The distinction parallels the broader claim — associated with William Cooper, Dan Burisch, and others — that the United States Navy rather than the United States Air Force holds administrative primacy over the recovered-craft and NHI programs run at S-4 and related sites under Majestic 12 oversight, a chain in which the leaked Q-94 document is said to bear a "Department of the Navy, Naval Intelligence Command / Naval Space Command" authorization header.

Assessment

No public record establishes an entity called the "Department of Naval Intelligence"; the acknowledged Navy body is the Office of Naval Intelligence, and the DNI rests entirely on the testimony of Bob Lazar, John Stewart's reading of an anonymously-sourced videotape, and the wider Burisch–Majestic 12 corpus. Proponents treat the very absence of the name from official charts as consistent with a deliberately unacknowledged black entity; skeptics read the same absence, together with Lazar's shifting descriptions of the form, as evidence that the "Department" is a mis-remembering or invention layered onto the real ONI.
