Governance structures of non-human intelligent being civilizations
Non-human intelligent beings across the galaxy organize under governance models including multi-species councils, caste-based empires, federated alliances, spiritual hierarchies, hive-collective structures, and gendered polities.
Councils
The Council of Five, previously called the Council of Nine or Council of Ardamant, was established by the Elmanuk of Ardamant before the formation of the Galactic Federation of Worlds. It currently regroups five races — the Egaroth, the Redan, the Orela, the Emerther, and the Ginvo — and is presently run by the Egaroth. Unlike the Galactic Federation of Worlds, the Council of Five does not follow a prime directive of non-intervention, "as they consider that sometimes, intervention is necessary in helping a species avoid fatal mistakes leading to destructive pathways."
The Andromedan Council, created by the Zenae of the Titawin system in the Andromeda constellation, regroups approximately 140 species. Its high council is composed exclusively of spiritually advanced races and is described as a non-political body. Alex Collier described the Andromedan Council as "made up of 139 different races" and stated it was responsible for encoding geometrical information into crop circle formations as a stabilizing intervention for Earth — an example of the Council's policy of active intervention in planetary emergencies where the Galactic Federation of Worlds would typically defer to a prime directive of non-interference. In a separate interview, Collier described the Andromedans' preferred operational mode as logistical planning and mentoring rather than direct leadership, governed by what he termed "the law of consistency, where everything that they are and they know they share with everyone so that everyone is exactly in the same place" — a governance principle requiring total information transparency among allied races. Collier also stated that inter-alliance coordination operates through mutual monitoring, with "other star nations have representatives on these boats, these ships, and they're monitoring everything that's being done and everyone is sharing communication, so that everyone is on the exact same page."
The Taal of the Man system (Lyra) governed their five-world civilization "in a hierarchical system of monarchy presiding above a council of 25, then an assembly of 300 senators."
Monarchies and imperial structures
The Alpha Draconian Empire, centered on the Thuban system in Draco, expands from Cygnus to Perseus and up through Orion. Its social structure "follows rather an insect-like caste-based structure than a reptile social structure, and is composed of three main castes": the winged Draco reptilian royalty and elites (18–25 feet tall), the Nagai warrior caste (7–8 feet, no wings), and a lower caste subdivided into seven sub-castes — scientists, engineers, industrial workers, priests, traders, military security, and feeders. When colonizing a world, the Draco reptilians establish a surface government "based upon a typical Draconian multi-level caste hierarchy structure," granting those leaders nominal absolute power while the real rulers remain the Draco reptilians.
Within the Terran system the Draco reptilians sit at the apex of a strict invader pyramid: the Draco reptilians and Nagai command the Earth-based Reptilians, who command the Maytrei (Tall Greys) and Mantis insectoids, who in turn command the enslaved Do-Hu Zeta and factions of the Solipsi Rai.
The Nebu (Orion Empire, also called the Alliance of the Six) is centered in the M42 open cluster, composed of six races — Maytra, Kiily-Tokurit, Ebans, Grail, Draco reptilians, and Indugutk — who call themselves "the masters." The M42 cluster is "the 'spiritual' centre of the hive, where the heads of the Orion Empire are," while military logistical power is based in the Rigel system.
The Anunnaki of Nibiru maintain "a very structured society in which females play an important role in politics and power, although the males rule above all."
Federations and alliances
The Galactic Federation of Worlds unites hundreds of thousands of civilizations and governs member conduct through a prime directive of non-intervention in under-developed worlds. Its axiom — "One multiverse, One race" — was derived from the Elmanuk founding phrase "Five universes, 2500 species, one race."
The Ashtar Collective, headquartered on Thula (Sirius B) on the planet Morag, was formed by Ashkeru humanoids when the Alpha Draconian Empire took over the Orion systems. Following Draco reptilians infiltration and corruption, a rebel humanoid faction separated and formed the Ashtar Galactic Command, operating from a large moving Mothership.
The Orion Grey Collective is an independent entity separate from the Nebu Alliance of the Six, regrouping all Grey races in the Orion zone "as a collective of joint forces" and standing against the Galactic Federation of Worlds, the Orion League, and the Council of Five.
The Corporate of Altair is a Reptilian collective based in the Altair system maintaining simultaneous ties with the Ashtar Collective and the Alpha Draconian Empire, and including the Maytra, Kiily-Tokurit, and Zetan Xrog as member races.
Theocratic and spiritual hierarchies
The Zenae base their society on "a very ancient warrior-like structure, which they adapted into a society of spiritual warriors," with a higher caste of sages capable of reaching up to the 12th Density.
The Ohorai of Arcturus form the highest spiritual caste among the three Arcturian groups — Glaideans, Noolinns, and Ohorai — dwelling in the 9th Density as "Great Elders of Light" for the Galactic Federation of Worlds.
The Giansar of Sigma Draconis serve as "a dimension-hopping sorcerer or priest class among the reptiloid species," exercising power through dark magical rituals, mind control, and vampiric feeding on the emotional essence of subject populations.
Hive and collective structures
The Do-Hu of Zeta Reticuli, now enslaved within the Orion Grey Collective, function "like a hive-consciousness, connecting telepathically to a central cognizance, from where instructions are emitted and shared."
The Shamtbahali (Xrog, Zeta Reticuli) maintain a totalitarian hive culture — "a world of doom and order, a totalitarian order" — on their twin home planets in the Zeta Reticuli system.
The Akara (Mantis) of the Sombrero Galaxy (M104) are "based on a matriarchal hive-structured society," with lower-density castes enslaved to the Orion Alliance and higher-density castes assisting the Galactic Federation of Worlds.
The Solipsi Rai are explicitly described as not structured on a hive-matriarchy — unlike most other Grey races — and are led instead by a named individual leader, Y-Martyyn.
Matriarchies and patriarchies
The Akara (Mantis, M104) are governed by a matriarchal hive structure across multiple density levels (see above).
A reptilian female-dominated society in the Capella system recently broke free from the Alpha Draconian Empire.
The Afim Spiantzy of Aldoram (Lyra) organize under a warrior patriarchy: "Afim society is based on a warrior patriarchy structure," with space travel only recently developed with outside assistance.
The Akart of Epsilon Sextans maintain a patriarchal society; females tend not to travel unless belonging to the upper scientific class, in which case they forgo family formation.
The Alcobata of the Perseus constellation operate a "warrior class based society" with a complex religious hierarchy; caste membership is biologically determined at birth, with egg-born offspring assigned as warriors and womb-born offspring assigned to social and political roles.
Taygetan holographic step council
The Taygetan Pleiadian civilization of Erra operates a "step council holographic political system" in which councils from town to star-system level are nested, and any citizen — including children — may serve as a counselor. The position of senior counselor carries no power, only service: "There is no main leader, only someone with a lot of experience solving people's issues." The most experienced counselor, named Mona, holds senior rank without authority to compel any other citizen. No democracy exists: "The higher the consciousness of a population, the less of a government it will need. Essentially, there is no government as such in Taygeta."
GFW step council chain
Mari Swaruu of Cosmic Agency provided a detailed description of the GFW's step council chain as applied to Earth affairs. The lowest council meets underground in Antarctica, where representatives of the star races most involved with Earth — primarily the Alfratans (Centauri) and the Antarians — interface with human-level politicians and members of secret societies. The next level takes place aboard the Andromedan biosphere ship Viera, a wedge-shaped vessel permanently stationed behind the Moon, where Andromedans and Arcturians hold the ranking chairs and meet every Saturday afternoon. Above this is the Solar System level High Council, headquartered in the rings and moons of Saturn — a level about which even the Viera council representatives acknowledge limited information, raising concerns about opacity and secrecy at the higher tiers of the organization.
