The Burn memo is a tabbed Majestic 12 security memorandum within the Majestic documents collection, its eight tabs each addressing an aspect of program security and its final tab — labelled "Project Environment" — read by researchers as a coded order for the assassination of President John F. Kennedy. Reaching Robert M. Wood and Ryan Wood through the Timothy Cooper tranche, it is the document most directly tied to the claim that MJ-12 ordered the Kennedy assassination, and as such the centrepiece of Michael Salla's reconstruction of Majestic 12 as a body that had slipped beyond presidential oversight by 1963.
Project Environment tab
The "Project Environment" tab reads: "When conditions become non-conducive for growth in our environment and Washington cannot be influenced any further, the weather is lacking any precipitation, it should be wet." Robert M. Wood interpreted "wet" as intelligence jargon for assassination and read the passage as a standing order applicable to Kennedy. Australian researcher Jeff Cruikshank independently reached the same conclusion, identifying the directive as one attributed to Allen Dulles and circulated to the MJ-12 executive committee, which uses the code name "Lancer" — the Secret Service designation for Kennedy — and states: "Lancer has made some inquiries regarding which we cannot allow."
Connection to the Kennedy assassination
Ryan Wood situated the directive in the context of Kennedy's wish to share UFO-related information — "unknowns" — with the Soviet Union, pointing to National Security Action Memorandum 271, signed on 12 November 1963 (ten days before the assassination), in which Kennedy directed cooperation with the USSR on classified space matters. Michael Salla read the burn memo together with a separate "hotline document" as the evidentiary core of an MJ-12 motive for the Kennedy assassination, arguing that an assassination directive assembled by Dulles in 1961 — invoking action when Washington became "non-conducive to growth" — was activated once Kennedy moved to share UFO files with the Soviets. The same reading was advanced independently by William Cooper, who described Kennedy's assassination as "ordered by the policy committee" and "carried out by agents of MJ-12."
