The Committee of the Majority is, according to the microbiologist and self-described Majestic operative Dan Burisch and the researcher Ron Garner, the broadened, internationalised oversight body into which the originally American Majestic 12 (MJ-12) alien-control committee was elevated — the controlling structure under whose auspices Burisch said he was recruited into classified non-human-intelligence work in 1986 and through which his scientific training was reportedly funded. In Burisch's account the committee was born between 1963 and 1967, when an alleged Soviet move to conclude a competing treaty with extraterrestrials prompted the United States to internationalise the MJ-12 structure, in parallel with the era's nuclear test-ban and outer-space treaties.

Because the body is widely understood as the continuation of MJ-12, its name is also used loosely as a plain synonym for Majestic 12 itself; Ron Garner, relaying Burisch's account, described "the old MJ-12, which is now basically called the Committee of the Majority." Where Burisch's testimony draws the finer distinction, however, the Committee of the Majority is the wider international body, while Majesty Twelve (MJ-12) is the American committee that operated within it. It is one of several distinct named inheritors that claimed insiders attribute to MJ-12 — alongside the Scion body Burisch later named, the privately financed Zodiac consortium described by Michael Salla and Richard Dolan, and the "MAGIC" or Majority Intelligence Committee framing offered by Steven Greer — accounts that name different bodies and timelines and are not equated with one another.

Formation and internationalisation

Burisch dated the Committee of the Majority's creation to the mid-1960s, presenting it not as a fresh organization but as the international elevation of the existing Majestic 12 apparatus. In his telling the Soviet Union's pursuit of its own extraterrestrial agreement forced the United States to widen the closely held American committee into a multinational oversight structure, a brokering he placed in parallel with the Partial Nuclear Test Ban Treaty (1963) and the Outer Space Treaty (1967). The renamed, broadened body thereafter sat above the working-level Majestic 12 committee rather than replacing it: Burisch described having been "brought in in 1986 under the auspices of the Committee of the Majority, and specifically working for the Majestic-12 assigned to Project Aquarius" — the committee furnishing the authority, MJ-12 the immediate chain of command for his S-4 research.

Burisch tied his own induction to the committee directly: he said his classified doctoral training in microbiology was funded off the books by physicist Edward Teller, who "was involved with the Committee of the Majority," an arrangement he gave as the reason no public record of the degree survives. His subsequent assignments — the J-Rod research with Chi'el'ah, the Looking Glass device work, and his role as a Tau-9 treaty delegate — were all conducted, in his account, within this committee's remit.

Relationship to Majestic 12 and the disclosure question

In the framing relayed by Ron Garner, the Committee of the Majority is simply the present-day name of the old MJ-12 overseeing committee, charged with directing a long-running public acclimation program and the operational oversight of facilities such as S-4 while concealing the alien presence pending a judgment that disclosure was safe. Read this way, the designation bears on the disclosure question in the same manner as its sibling successor-names: it places present-day custody of recovered craft and technology and of the alien-treaty portfolio in a transnational body beyond the reach of any single national government.

Burisch held that the wider structure ultimately wound down: he said he was temporarily seated as MJ-9 within the Majestic 12 committee before it "formally adjourned," its Tau-9 treaty-compliance functions passing in 2009 to a successor he named Scion, a "transplant" grafted onto the old body. The competing reconstruction advanced by Michael Salla and Richard Dolan traces a different lineage, in which the apparatus passed out of government control around 1969 and continued privately under rotating codenames such as Zodiac; the two genealogies are not reconciled with one another.

Assessment

The Committee of the Majority rests almost entirely on the testimony of Dan Burisch, whose wider account of S-4, the J-Rod entity Chi'el'ah, and the Tau-9 treaty is itself extensively debated within the exopolitics community as part of the Dan Burisch case; the only substantial corroboration comes from Ron Garner, who relayed the same material and qualified it as something he had been "told," and from Burisch's associate Marcia McDowell. No declassified record establishes a body of that name, and as with the other alleged MJ-12 successors the claim is valued by some researchers for its internal detail and treated by others as an unsupported elaboration of the contested Majestic document corpus.
