Voice-to-skull
Voice-to-skull (V2K, also microwave auditory effect or Frey effect) is the reported phenomenon — and associated classified technology — in which microwave or radio-frequency radiation pulsed at specific frequencies causes humans to perceive sounds, speech, or voices that appear to originate inside the skull rather than from any external source, without any conventional acoustic pathway. The technology operates below the threshold of conscious hearing, reaching the subconscious mind through bone conduction and inner-ear stimulation, making the perceived voice appear indistinguishable from internally generated thought.
Scientific basis
The effect was first documented experimentally by Allan Frey in 1961, based on observations that the human auditory system responds to pulsed microwave radiation. An earlier Office of Naval Research-funded study at Cornell University in 1958 established the basic principle: that electromagnetic energy in the radio frequency spectrum at low power densities — well below levels necessary to cause biological damage — could stimulate the auditory system. This forms the scientific foundation for both biomedical applications (hearing restoration research) and potential weaponized implementations. The U.S. Army's own Field Manual documentation at one point listed "voice to skull devices" under non-lethal weapons designations before that reference was removed from public circulation.
Weaponized application
Eric Hecker, a Raytheon contractor who served at the IceCube Neutrino Observatory in Antarctica, described voice-to-skull as part of the directed-energy weapons portfolio: the ability to project speech or intrusive thoughts into a target individual's head, or to blanket an entire geographical area and induce particular thought patterns in a population.
The U.S. Army's Silent Guardian and related active denial systems demonstrate the operational deployment of directed-energy crowd control; V2K represents the cognitive influence tier of the same technology family. Jeremy Rys, who has researched Havana syndrome extensively, described a Russian intelligence operative caught in Florida with a Havana syndrome device in his vehicle, and linked that weapon category to V2K: "The how to actually build them and how they work — so the Havana syndrome weapon, you know, a Russian spy was caught in Florida with one of these devices in his car." Rys further noted that individuals tortured under classified programs reported being subjected to invisible weapons consistent with V2K-class directed energy.
Use against targeted individuals
Penny Bradley, a secret space program claimant, described personal exposure to V2K beginning in 1980, stating she was among the earliest individuals subjected to the technology — used against her specifically because of her known SSP involvement. Bradley described the voice she initially heard claiming to be Jesus, then — when she demonstrated she no longer believed this — transitioning to an automated negative loop running phrases such as "you're old, you're fat, you're ugly, nobody loves you, you might as well kill yourself." She reported that an EMF-blocking cap worn from 2016 onward successfully suppressed the signal.
Arkheim Ra, a Montauk Project-associated claimant, described V2K as a mechanism behind apparent psychiatric illness in family members, specifically identifying his father's schizophrenia as a case of program assets whose Omega programming broke down: "My dad is just an asset whose programming broke down... it was voice to skull and he thought it was demons in his mind... they told him to kill himself or they'd kill his whole family." This account positions V2K not merely as a surveillance or harassment tool but as an active programming and enforcement mechanism used against program participants and their families.
Relation to mind control programs
Voice-to-skull is identified in mind control research as a successor technology to MK-Ultra-era sensory manipulation techniques, and as a potential explanation for accounts of non-consensual electronic harassment reported by individuals claiming to be targeted individuals. Bradley distinguished genuine targets — those connected to secret space programs, MILABs, or classified programs — from individuals with mental health conditions who have attached themselves to the targeted individual community without authentic program involvement.
The Department of Defense has funded research into non-lethal acoustics under multiple programs. The Joint Non-Lethal Weapons Program has at various points catalogued V2K-adjacent technologies under terminology including "acoustic psycho-correction," "silent sound," and "synthetic telepathy." The SAIC (Science Applications International Corporation) has been identified by researchers as a key contractor in V2K-related directed-energy weapons development, including work connected to the Excalibur program and the Strategic Defense Initiative.
