Extraterrestrial human civilization

An extraterrestrial human civilization is an extraterrestrial civilization whose members are biologically Homo sapiens — a society of extraterrestrial humans living on or around a world other than Earth, as opposed to a non-human extraterrestrial civilization. The concept holds that human or human-descended populations exist off-world, some of them older or more technically advanced than surface society.

No such civilization has been officially acknowledged or scientifically established; on the exopolitical account its existence would be hidden by the same secrecy said to surround the secret space programs, and would only be sustainable as the object of a cover-up.

Reported extraterrestrial human civilizations are of a few kinds. Breakaway civilization colonies are said to have been founded in the modern era by terrestrial secret space programs and their corporate arms — the Interplanetary Corporate Conglomerate's Mars colonies and the Ceres operations of the Dark Fleet — and staffed by recruited and conditioned Earth personnel who are said to have joined more or less willingly rather than by abduction. Older lineages are described as indigenous star-nation humans originating in Lyra, the Pleiades, and elsewhere. A further group, the Inner Earth peoples — the Agarthans, Telosii, and Anshar — are treated as subterranean as much as extraterrestrial.

Knowledge of these off-world colonies is said to be held on Earth not by an overt organization but by a private civilization — a small, aware elite tied to the cabal, the military-industrial complex, and high finance. The broader breakaway civilization thesis holds that a technically advanced human society already operates off Earth, beyond public oversight.
