Scion is, according to the microbiologist and self-described Majestic operative Dan Burisch, the successor body that took over the functions of the Majestic 12 committee — including oversight of extraterrestrial treaty compliance — in a new institutional form. Burisch announced the transition publicly at the Zurich Conference of July 2009, presenting Scion not as a fresh organization but as a graft onto the old one: he said the name was spelled S-C-I-O-N, a biological term for a shoot transplanted onto another tree, deliberately chosen to reflect the group's nature as a continuation of the prior body. Burisch said the successor group had asked him and Marcia McDowell for name suggestions and adopted the biological term he proposed.
In Burisch's account the changeover was conveyed to him personally during the conference by a satellite call from the former head of the "Consistory of the Majestic," and at least two or three former members of "the Twelve" had been monitoring the proceedings live before the announcement was made public. Scion is thus one of several distinct named inheritors that claimed insiders attribute to MJ-12, parallel to the Zodiac consortium described by Michael Salla and Richard Dolan and to the Committee of the Majority of which Burisch elsewhere spoke; the accounts name different bodies and timelines and are not equated with one another.
Function and continuity with Majestic
Burisch placed Scion at the head of the Tau-9 Conference for the Preservation of Humanity compliance process, the role formerly held by the Consistory of the Majestic. The same 2009 disclosure framed the transition alongside Burisch's hope that the "separation of the timelines" had progressed far enough that the J-Rod and Orion visitors would no longer need physical contact with Earth — the wind-down of the treaty programme that Scion inherited. The choice of a horticultural grafting term, in Burisch's framing, marked Scion as the same lineage under a new name rather than a clean break — a continuity also asserted, under different names, by other claimed insiders.
Role in controlled disclosure
In Marcia McDowell's account, the former head of the Consistory of the Majestic authorized her and Burisch to present classified material at international conferences as a deliberate test of whether the public was ready for disclosure; McDowell relayed her reading of the Zurich audience's readiness back to the successor body, telling "the powers, the new group" that "these people can handle this" and that they should "make sure you make the right decision." McDowell was sharply critical of the successor body's leadership for declining to take public accountability for the secrecy apparatus it had inherited, saying they "do not want to take this heat" and "do not want to be held accountable and responsible, so they run away."
Assessment
The Scion claim rests on the single 2009 disclosure by Burisch, whose wider testimony about S-4, the J-Rod entity Chi'el'ah, and the Tau-9 treaty is itself extensively debated within the exopolitics community as part of the Dan Burisch case; supporting testimony comes chiefly from his associate Marcia McDowell, with no documentary corroboration of the body or its membership. As with the other alleged MJ-12 successors, no independent record establishes a group called Scion.
