James "Jim" Penniston (born c. 1956) is a retired United States Air Force Staff Sergeant who was one of the primary witnesses to the Rendlesham Forest incident of December 26–27, 1980, in which he directly touched and photographed a landed unidentified craft with etched symbols in the forest adjacent to RAF Woodbridge in Suffolk, England — and who later received what he described as a telepathic transmission of binary code during physical contact with the craft. Penniston is considered one of the most credible and detailed witnesses in the history of government military personnel UAP encounters.
Biography
The Rendlesham encounter
After being called to assist John Burroughs and Budd Steffens at the East Gate of RAF Woodbridge on the night of December 26, 1980, Penniston assumed command of the response team, initially believing a plane had crashed in the adjacent Rendlesham Forest. Moving into the forest on foot with Burroughs while Cabansag stayed as radio relay, Penniston experienced a static electricity field that made his hair stand on end and complete loss of radio contact as they approached the light source.
Penniston recalled approaching to within ten feet of the craft, pausing to observe it before walking around it completely. He described it as approximately ten feet long and seven feet high, appearing to be made of "smooth, opaque, black glass." The craft was equipped with bluish lights and displayed what appeared to be symbols or writing along its surface. Penniston documented the symbols in his notebook, drawing them from observation. He then touched the craft:
The symbols felt inscribed or engraved, 'like a diamond cut on glass.' When he did this, the white light on the object grew intensely bright. Penniston jumped back, as did Burroughs who was still nearby. They threw themselves to the ground. The craft lifted silently and then slowly worked its way around the trees. Then it rose above the trees and was gone in the 'blink of an eye.'
Photographs
Penniston used his camera during the encounter, taking what he described as 36 exposures of the craft. The photographs were developed by Air Force personnel and the results returned to him as blank — he was told the photographs "didn't come out." James Fox, the documentary filmmaker, discussed the case on the Joe Rogan Experience: "Jim Penniston says that he took photographs and then they said the photographs didn't come out. That's what they told him." The suppression or loss of photographic evidence was consistent with the broader pattern of the case, in which the Suffolk Constabulary refused to document the UAP specifics in their report and the British Ministry of Defence publicly denied any defence significance.
Ground evidence
The morning after the encounter, Penniston and Burroughs returned to the forest site. Three equidistant triangular indentations were found in the frozen soil matching the craft's landing legs — one and a half inches deep and seven inches in diameter. Penniston made plaster casts of the impressions. Ground radiation readings at the site were subsequently found to be approximately ten times higher than normal background levels.
Disclosure and public activities
Binary code transmission
Luis Elizondo, former head of AATIP, reported that two individuals from the Rendlesham incident received full medical disability from the U.S. government, stating that he personally held the medical records and that Senator John McCain was instrumental in getting the files released.
Penniston later disclosed that during his physical contact with the craft he received what he described as a download of binary code — a sequence of ones and zeros that he wrote into his notebook immediately after the encounter without fully understanding the content. When decoded, the binary sequence reportedly resolved into a message referencing geographic coordinates and dates. This aspect of his account, disclosed publicly years after the initial encounter, has been both the most controversial and most discussed element of the Rendlesham case in the post-disclosure research period.
Legacy
Penniston has co-authored multiple books on the Rendlesham Forest incident alongside Burroughs and has testified publicly about the encounter on numerous occasions, including appearances before members of Congress and international UFO research conferences. He has called for the full declassification of military records related to the incident.
