These claims are distinct from academic or theoretical discussions of temporal physics; they concern alleged operational programs run under agencies including DARPA, the CIA, and the Office of Naval Intelligence, drawing on extraterrestrial technology, captured Nazi research, and the work of Nikola Tesla. Proponents argue that by 1970 the United States government had crossed what Andrew Basiago calls "the threshold of time travel," and that the program has been systematically concealed from the public ever since.

Theoretical and technological antecedents

Nikola Tesla and the origins of teleportation

According to Basiago and other researchers, the lineage of American time travel technology traces directly to Nikola Tesla. Tesla, who died on 7 January 1943 in his suite at the New Yorker Hotel in Manhattan, is alleged to have been in possession of functioning teleportation technology at the time of his death — a technology he developed over the final fifteen years of his life while publicly presenting himself as a retired eccentric raising pigeons. Upon his death, two teams raced to his apartment to seize his papers under the Alien Properties Act, as Tesla had never naturalized as a US citizen. Basiago argues that what ultimately emerged from Tesla's work gave the US Navy and then DARPA the foundational principles for what would become Project Pegasus.

Tesla's alleged experiments in Colorado Springs in 1899, which he conducted under conditions of high secrecy even from his own assistants, are cited as the earliest practical demonstration of wireless energy transmission at distances sufficient to suggest a principle of space displacement. Some researchers also note that Tesla claimed in 1901 to have received structured, mathematically regular signals — three beats in sequence — which he attributed to off-world intelligence, and which he publicized in the February 1901 article "Talking with the Planets" in Collier's Weekly.

The Philadelphia Experiment

The Philadelphia Experiment is the foundational episode in the time travel conspiracy tradition, though accounts diverge sharply from the standard popular narrative. According to Basiago, the conventional story — involving the USS Eldridge, radar invisibility, and multiple sailors fused into the ship — is a cover narrative fabricated by the Office of Naval Intelligence to obscure the real experiment.

Per Basiago, the vessel involved was the USS Martha's Vineyard, not the USS Eldridge, and it operated in Long Island Sound rather than Philadelphia Naval Shipyard. The purpose was not radar invisibility but rather the use of Tesla teleportation to shift American ships out of the path of Nazi mines the German navy had chained to the Atlantic floor. There was a single casualty — one sailor who fell through what Basiago describes as "time space," and who was impaled when the ship returned to port and a structural column appeared through his chest.

The principal scientists were J. Robert Oppenheimer and Edward Teller — not Albert Einstein or John von Neumann as popular mythology holds — a detail Basiago considers crucial because it links the teleportation program directly to the Manhattan Project physics community.

The Montauk Chair

The Montauk Project claims center on Camp Hero, Montauk, Long Island, where survivors allege that a classified program operated from at least the 1970s through the 1980s using an artificial intelligence system to guide time travel and mind control experiments on children and young adults. Central to this program was the so-called Montauk Chair — a device reportedly capable of amplifying the psychic output of a trained subject into coherent temporal displacement.

Arkheim Ra, a Montauk survivor who served under what he identifies as Project Phoenix, states that the program was "spearheaded by an artificial intelligence that the military decided to let make decisions for them." Participants describe being recruited through the Talented and Gifted Program (TAG) in public schools, subjected to trauma-based mind control, given screen memories of mundane activities such as museum visits, and transported to alternate timelines or future periods via the Chair technology.

Preston Nichols, the figure most associated with public Montauk disclosure, is described by Ra not as a primary experiencer but as a controller — someone who operated subjects during sessions rather than undergoing them directly.

Project Pegasus

Project Pegasus is described by Andrew Basiago as a DARPA and CIA umbrella program that assembled all available time travel knowledge — including ancient Babylonian, Sumerian, and Egyptian temporal knowledge; extraterrestrial technology from crash retrievals; Nazi and Soviet research; and the work of Tesla, T. Townsend Brown, and other advanced electrical engineers — into a coherent American time-space exploration capability.

Basiago states he was one of approximately 140 gifted American schoolchildren recruited into Project Pegasus in the fall of 1969, during what was for most participants their third-grade year. His father, Raymond F. Basiago of the Ralph M. Parsons Company — the major aerospace contractor involved — had been asked by the US government to repeat Tesla's teleportation experiments beginning in 1956, working at the Thomas A. Edison Research Labs in West Orange, New Jersey.

Basiago describes his first teleportation at age six in 1968, when his father held his hand and they jumped through a "field of radiant energy" between two parentheses-shaped booms on a shop floor at Curtiss-Wright. They found themselves inside what he describes as a bluish-white holographic tunnel — shaped like a large oblate triangle, consistent with Tesla's numerical emphasis on three, six, and nine — and emerged at the New Mexico State Capitol grounds in Santa Fe, which was being used as a collection area for teleportation activities.

The program had both a DARPA technical dimension — testing human factors in time-space travel — and a CIA intelligence dimension: participants were trained as psychic spies, receiving what Basiago calls "alpha intelligence training" in observation, memory, and covert information retrieval. Basiago identifies the program's corporate anchor as Ralph M. Parsons himself, noting that Parsons named his personal yacht Pegasus and maintained an entirely classified defense wing at his company's Pasadena campus.

CIA jump rooms to Mars

A parallel program alleged by Basiago and others involves CIA-operated "jump rooms" — teleportation portals providing near-instantaneous transit to Mars. Basiago claims to have participated in such a program as a young adult and to have encountered other participants at the Mars terminal, including individuals later prominent in American public life. This program is considered by proponents to be distinct from time travel per se but operationally connected, using the same underlying Tesla-derived teleportation technology in a spatial rather than temporal mode.

The Looking Glass device

Project Looking Glass is described by Dan Burisch and others as a device — allegedly of P-52 Orion extraterrestrial origin — capable of viewing probable future timelines rather than transporting individuals through time. Burisch, who claims to have worked at S-4 within Area 51 as a microbiologist studying an extraterrestrial being known as the J-Rod, states that Looking Glass technology was used by MJ-12 decision-makers to assess future probability distributions before making policy choices.

Per Burisch, the Orion ETs — one of two primary ET factions interacting with the US government, the other being the P-45 J-Rods — provided Looking Glass technology as part of a broader negotiated relationship with MJ-12. The device could be pointed at different angular positions to bring up different future probabilities, allowing intelligence analysts to effectively "shop" timelines. Burisch contends that after a certain convergence point — the so-called Doctrine of Convergent Timeline Paradox — the device ceased to produce reliable output because all timelines were merging toward a single outcome, and that MJ-12 subsequently shut down Looking Glass operations.

The distinction between Looking Glass (viewing) and the Montauk Chair or Tesla teleporter (transport) is significant within the conspiracy tradition: the former provides intelligence about the future without displacing the observer, while the latter physically moves a person or object through time.

A recurring theme across multiple testimonies is the existence of classified programs dedicated not merely to time travel but to the active management of competing timelines. Witnesses describe concepts including:

Montauk survivors describe systematic memory suppression — including the use of screen memories to replace recollections of program activities with plausible mundane alternatives — as the primary mechanism by which the program has remained concealed. Ra describes discovering his own suppressed memories by noting anomalous discontinuities: arriving at third grade and being told by both teachers and former classmates that he had never been in the Talented and Gifted Program that he clearly remembered attending in second grade.

Skeptical surveys catalogue the principal historical and online time-travel claims — including John Titor (a 2000–2001 internet hoax tracing to a Florida computer consultant), Project Pegasus participation testimony, the Philadelphia Experiment (originating in 1955 letters from "Carlos Allende" to Morris K.
