The PI-40 Committee is, according to Naval Intelligence whistleblower William Cooper, the Reagan-administration name of the secret National Security Council control group he said directed the cover-up of the alien presence — the body otherwise called Majesty Twelve or MJ-12. In his telling the same committee was renamed once each administration to defeat any cross-administration paper trail, having earlier been the 5412 Committee, the 303 Committee, and the 40 Committee; "under Reagan it became the PI-40 Committee," and "over all those years only the name changed." The designation bears on the disclosure question because, in Cooper's framing, it places the alien-treaty and technology-recovery portfolio in a body operating wholly outside Congressional oversight into the 1980s.

Unlike its three predecessor designations, "PI-40 Committee" is not an independently documented covert-action body. The unbroken NSC oversight committee that descended from the Special Group through the 40 Committee was replaced in 1976 by the Operations Advisory Group and, under Reagan, by the National Security Planning Group (NSPG); no declassified directive establishes a "PI-40 Committee," and the term appears to originate with Cooper and the researchers who followed him.

Cooper's account

Cooper presented the PI-40 Committee as the contemporary head of Operation Majority, the umbrella project he said governed every aspect of the alien question, with the secret committee answering to the President under the code word "Majesty." Because Cooper held the body's working membership to be continuous with the Majesty Twelve he described under Eisenhower, the PI-40 Committee in his scheme inherited the MJ-12 roster and its functions — direction of facilities such as S-4, the Greada Treaty renewals, and the public-facing disinformation programs — rather than constituting a distinct organization. The claim has no support in the declassified record beyond the genuine, separately attested fact that the NSC's covert-action oversight committee really was a single body successively renamed; Cooper grafted the alien-control function and the "PI-40" label onto that documented pattern.
