Signatories and geopolitical context
As of 2024, over 40 nations have signed the Artemis Accords. China and Russia declined to participate, instead announcing their own International Lunar Research Station program — a geopolitical split that in exopolitics research mirrors the Earth Alliance vs. Cabal/Dark Fleet alignment described by SSP witnesses, with the Artemis framework representing the Alliance-aligned nations establishing rules-based cislunar governance.
Michael Salla has emphasized that the Accords are bilateral agreements between the United States and each signatory nation — not multilateral treaties like the 1967 Outer Space Treaty — placing the United States, and by extension the Earth Alliance / U.S. Space Force, at the center of the emerging cislunar governance structure: "Now all major space-faring nations, apart from Russia and China, have signed on to the Artemis Accords, and what it does is cement U.S. leadership in space affairs for decades to come." Salla further argues that this framework reflects a long-term U.S. strategic goal: bringing about a "Star Trek future" by 2060, a goal documented in a 2019 workshop at Peterson Space Force Base where the U.S. Air Force Space Command identified this as the optimal 40-year scenario.
Moon resource provisions
The Accords include provisions on space resource extraction — affirming that nations can extract and use space resources (regolith, water ice, minerals) without such extraction constituting national appropriation of the Moon under the Outer Space Treaty. In the context of reported NHI installations and ancient infrastructure on the Moon, the resource extraction provisions potentially overlap with questions about archaeological preservation and NHI territorial rights that exopolitics research raises but the official Accords do not address.
Space Arks and Atlantic naval activity
Salla has documented reports linking the Artemis program's expansion to the activation of Space Arks — large ancient vessels buried in various locations on Earth and off-world. A military contractor using the pseudonym "Russo Zanco" has been tracking unusual concentrations of international naval vessels in the mid-Atlantic — in an area identified by Army serviceman JP (pseudonym) as the location of a submerged Atlantic Space Ark: "I'm watching new development way out in the mid Atlantic where there is an unusually large number of unspecified ships gathered in groups... out in the middle of the North Atlantic Ocean? Not making sense." Salla notes that the Ark was reportedly moved by Nordic extraterrestrials from its previous location in the Bermuda Triangle to a more central Atlantic position to encourage broader international cooperation — consistent with the Artemis Accords' emphasis on multilateral participation.
Lunar facilities and med bed production
Elena Danaan's Star Nations News updates — relayed by Salla — describe Earth Alliance and secret space program facilities on the Moon mass-producing medical technologies including med beds, with the Moon serving as an Earth Alliance controlled territory under Galactic Federation of Worlds advisory oversight: "We're also getting reports from the Galactic Federation of Worlds about the Earth Alliance and the secret space programs setting up vast facilities on the moon that will become medical research hubs, and they're mass-producing things like med beds up there."
Safety zones and Olympic Defender
The Accords establish a mechanism for nations to create "safety zones" around bases, mining operations, and tourism ventures in space, with enforcement provided by a multilateral military initiative called Olympic Defender — a partnership between the U.S. Space Command and allied nations' space commands. In a 2025 interview, Salla explained that the safety zones are enforced by Olympic Defender, which initially comprises the Five Eyes nations plus Germany, France, and associated members including Italy, Norway, and Japan, and which he described as "the future Star Fleet where you actually have all the major nations that have military commands in space, all integrating under U.S. leadership."
Galactic Federation perspective
Thor Han Eredyon, a Galactic Federation of Worlds officer whose communications with Elena Danaan have been extensively published, described the Artemis Accords as a framework that will grow and eventually reveal itself under a new name — the "Federated Fleet" — once Earth's public space governance aligns with the Earth Global Federation that already operates in cislunar space. In this account, China's parallel lunar program is assessed as nonviable and ultimately destabilizing to the Chinese economy, while the Moon itself has already been placed under Terran custody with Galactic Federation oversight reserved for specific interventions.
