The ICC operated a Ceres Colony Corporation — one of several per-body corporate structures organizing colony labor and manufacturing operations — with conditions described as comparable to, and in some respects worse than, the lunar and Martian ICC facilities due to the extreme cold and total isolation of the belt environment.

Ceres Colony Corporation

The Ceres Colony Corporation is the ICC corporate entity chartered to administer Ceres as a production and transit hub. Like the Mars Colony Corporation and Moon Colony Corporation, it functions as a separate legal entity operating under deep black status, with its own management hierarchy, security apparatus, and labor roster drawn from the SSP slave pool. The colony is entirely underground, built into Ceres' subsurface tunnels and caverns; the surface environment is described as lethally cold and airless, making the distinction between colony and prison entirely notional. The colony was populated by a breakaway-German-descended Dark Fleet culture that maintained the fiction — enforced at all social levels — that Earth had been destroyed, eliminating any psychological basis for attempting to return.

Slave labor and Dark Fleet operations

Tony Rodrigues was sold into the Ceres operation after years of prior SSP servitude on Mars and on Earth. Arriving at the underground colony by disk craft, he was assigned as a slave crew member aboard a Dark Fleet-affiliated merchant vessel operating cargo runs across the solar system and to nearby star systems, eventually reaching the rank of cargo engineer. Rodrigues describes the colony as home to thousands of human workers operating under complete ICC control — no access to outside communication, no legal recourse, and no expectation of return to Earth. Slavery within the Dark Fleet culture was rationalized by claiming that all slave workers were criminals transported from Earth or Mars; this justification was sufficiently embedded that even some lower-level military personnel accepted it as fact.

Rodrigues' account, published in Ceres Colony Cavalier (2021), was subsequently the subject of a remote viewing investigation organized by Courtney Brown of the Farsight Institute, which Brown reported as corroborating the book's core claims — specifically the German Dark Fleet presence and the existence of indigenous insectoid beings on Mars that SSP personnel were used to combat.

Energy infrastructure

The Ceres colony operated on a form of free energy, but access was constrained: the Dark Fleet command did not own the generators outright, leasing them from another species that maintained and operated the equipment on a commercial basis. Power output was the primary limiting factor for all operations, including portal-jump capability for merchant vessels. Colony command deliberately rationed power, restricting how much slave laborers could draw from the grid: "they didn't want their slaves using a lot of power output." Personnel produced via age regression — returning to Earth at the original age — were routed through the Moon base rather than being returned directly from Ceres, with the Moon facility serving as the final staging point for the memory suppression process.

Transport and age regression

Rodrigues describes being transported to Ceres by disk craft after years of terrestrial SSP servitude in Peru and Seattle. At the conclusion of his service, age regression was performed with Ceres as the intermediate staging point — he was flown by disk from Ceres back to the Moon base, where the regression process began, before being returned to Earth at the original departure point in his personal timeline.

NASA observations

NASA's Dawn spacecraft, which orbited Ceres from 2015 to 2018, detected unexplained bright spots in the Occator Crater — interpreted by scientists as exposed salt deposits but cited in exopolitics commentary as consistent with active interior infrastructure generating light visible from orbit. The Dawn mission's discovery of organic molecules on Ceres and evidence of past hydrothermal activity made it the first confirmed example of complex organic chemistry in the outer solar system. The Occator Crater bright spots, later named Cerealia Facula and Vinalia Faculae, are among the highest-albedo features on any small body in the solar system; their salt-dome origin is the scientific consensus, though their association with a region showing anomalous sub-surface activity continues to draw exopolitics interest.
