The official position of the Defense Department's All-domain Anomaly Resolution Office (AARO), stated in a March 2024 report, is that no U.S. investigation has confirmed any UAP to represent extraterrestrial technology and that no recovered craft have been retrieved and concealed. A body of witness testimony, leaked documents, and circumstantial evidence assembled by researchers such as Dan Willis and Michael Salla argues the opposite: that reverse engineering has been active and partially successful since at least the 1950s, conducted under a network of unacknowledged special access programs (USAPs) managed predominantly by major aerospace corporations.

Early anti-gravity development and Nazi origins

Willis traces the history of reverse-engineered anti-gravity propulsion to the 1919 channeled communications of Maria Orsic, who received technical construction details for an advanced craft from an alleged Aldebaran source — details passed to Willy Otto Oskar Schumann, who found viable physics in them. By 1934, the Nazi SS had developed operational alleged anti-gravity craft, allegedly with direct assistance from Draco extraterrestrials — a claim Willis attributes to Hermann Oberth, Werner von Braun's mentor, who stated publicly that "we had help from the people of other worlds."

A U.S. Navy spy — later identified as William Tompkins in his testimony — penetrated the Nazi program and reported its scope to Navy Secretary James Forrestal, who then initiated a Navy intelligence-gathering network inside Germany. Documents gathered by Vladimir Terziski from former Warsaw Pact intelligence archives after the Soviet collapse documented several Nazi anti-gravity designs — including the Haunebu 1–4 craft and the cigar-shaped Andromeda device — along with evidence that the Nazis had established a lunar base as early as 1942.

Before Germany's defeat, the Nazi leadership evacuated their most advanced technology — along with over a hundred U-boats, 250,000 personnel, and the Reich's top scientists — to Antarctica, where they established a breakaway colony and secret space program.

Post-war U.S. programs and corporate structure

After Operation High Jump — the 1946–47 U.S. Navy expedition commanded by Admiral Richard Byrd — was repelled by Antarctic German alleged anti-gravity craft equipped with directed-alleged energy weapons, the U.S. was forced to negotiate rather than defeat the breakaway faction. Steven Greer has placed the critical breakthrough more precisely, stating that "October 1954 is when we mastered what's called gravity control, and we then began to make man-made UFOs," and that these reverse-engineered craft grew so sophisticated over the following decades that even personnel on crash-retrieval teams reportedly found them "virtually indistinguishable" from genuine extraterrestrial vehicles until examined at close range. Throughout the 1950s, major aeronautical journals published research on anti-gravity propulsion as the next generation of aerospace vehicles — then went completely silent by the late 1950s as all research remained classified.

The mechanism by which reverse engineering programs were transferred to the private sector was described by physicist Hal Puthoff in a presentation to the Sol Foundation: a contractual arrangement called an Internal Research and Development (IRAD) agreement, under which the government funds a corporation to study recovered technologies but, because the work is designated as internal R&D, all findings become the proprietary property of that corporation. This arrangement explains the statement attributed to Ben Rich, head of Lockheed's Skunk Works, who said at a UCLA School of Engineering lecture: "We already have the means to travel among the stars, but these technologies are locked up in black projects and it would take an act of God to ever get them out to benefit humanity."

In 2018, the U.S. Navy was granted a patent for an advanced anti-gravity aircraft design that explicitly acknowledged operability.

S-4, Bob Lazar, and the limited hangout narrative

Bob Lazar's 1989 account of working at a classified facility designated S-4, adjacent to Area 51, described nine recovered craft and concluded that reverse engineering had made no meaningful progress due to excessive compartmentalization preventing adequate scientific collaboration. Willis accepts Lazar's testimony as genuine but frames S-4 itself as functioning primarily as a display facility — "almost like a flying saucer museum" — for older, less advanced craft, while the actual working reverse-engineering programs operated at a separate facility designated S-2, where major aerospace corporations produced working prototypes including the TR-3B triangular craft.

The Admiral Wilson–Eric Davis memorandum

The Admiral Wilson memorandum — a document recording a 2002 meeting between Admiral Thomas Wilson and physicist Eric Davis — describes Wilson being denied access to classified corporate programs running reverse-engineering operations on non-human craft, and being told that "slow progress" and "little or no success" defined those programs. Willis and Salla characterize Davis's public dissemination of this "no progress" framing as a deliberate limited hangout: acknowledging that recovered craft exist while suppressing confirmation of successful reverse engineering.

Mark McCandlish, an aerospace illustrator who was preparing to testify at the June 2021 UAP congressional hearing that alleged anti-gravity craft had been built in the 1950s, was found dead with a gunshot wound to the head one week before the hearing.

David Grusch and the 2023 congressional hearing

David Grusch's 2023 testimony before the U.S. House of Representatives stated that the U.S. government possesses non-human spacecraft and dead pilots — directly contradicting the AARO's 2024 findings.

Gary McKinnon and Solar Warden

Gary McKinnon's 2001–2002 hacking of U.S. Navy computer systems returned references to Solar Warden and fleet-to-fleet transfers involving non-terrestrial officers, as well as a large cigar-shaped craft whose image he was downloading when his connection was severed — providing what researchers consider early digital evidence of an operational secret space fleet built from reverse-engineered technology.

Wilbert Smith document and Canadian declassification

Dr. Steven Greer identifies a 1950 Canadian government document — the Wilbert Smith memorandum, purportedly declassified accidentally from Canada in the 1970s — as the earliest authenticated documentary confirmation of U.S. reverse-engineering programs on retrieved extraterrestrial vehicles. The document, written by Wilbert B. Smith of the Canadian Department of Transport, describes the U.S. programs as "above top secret" and superior in classification to the hydrogen bomb, and records Smith's conversations with Vannevar Bush and other U.S. officials who confirmed the programs' existence. Greer also describes direct briefings to the CIA Director in 1993 and his experience of being told by a senior intelligence official, regarding the disclosure of retrieved technology, that if they told him the truth about these programs, "the jaws of hell would open up" — characterizing the programs as operating completely outside elected government oversight.

Clifford Stone and recovered craft technology

Clifford Stone, who served 22 years in the U.S. Army on an elite secret group dispatched to crash sites, described recovered craft as displaying technology "light-years away from us" and confirmed that the U.S. military had "gleaned a view of that technology from the things we have recovered in the field."

James Goodall and Ben Rich

Aviation historian James Goodall, a personal acquaintance of Ben Rich for decades, confirmed that Rich told him directly — not only at the UCLA banquet but in private — that "we have the ability to take ET home." When Goodall later asked the current head of the Lockheed Skunk Works, Jeff Babione, about Lockheed's involvement in UFOs, Babione stated he had "absolutely no knowledge" but acknowledged that "something compartmentalized" before his tenure could have existed, and that he "would be dumbfounded if Lockheed wasn't involved."
