Council of Nine
The Council of Nine is, in exopolitical contact accounts, a purported supra-physical governing body associated with the Intergalactic Confederation, described as nine non-incarnated supreme consciousnesses that exist outside the framework of embodied extraterrestrial life and serve as the highest known authority over the 24 Seeder Races. Unlike the Intergalactic Confederation, which is composed of incarnated beings operating in various densities, the Nine are described as dwelling in a void beyond ordinary space-time, functioning as a supervisory tier that the IC itself defers to.
Nature and structure
The Council of Nine are not a race or civilization in the biological sense but a collective of disembodied consciousnesses. Elena Danaan describes contact with the Nine as categorically different from contact with any incarnated extraterrestrial species: they touch the soul directly and produce lasting change in the contactee. Danaan further described the Nine as residing beyond ordinary space-time in what she called "the Void" — a place belonging to no dimension, no universe, and no time: "They are not incarnated. They are above all incarnations. In fact, yes, they live in a place called the Void. It belongs to no dimension, no universe, no time. It's void." The Nine are described as positioned above the 24 Seeder Races in the IC's hierarchy: the Seeder Races themselves reportedly operate under the Nine's authority, with all other extraterrestrial civilizations in the galaxy working below that tier.
Contemporary channeled contact (2021)
Danaan's contact with the Nine in late October or November 2021 was initiated not directly but through the tall white female IC representative she called "Una," who had already facilitated two physical visits to IC motherships between Jupiter and Ganymede. On the occasion of Nine contact, Una appeared physically in Danaan's bedroom, placed a glowing green finger near Danaan's forehead, and opened a vortex through which Danaan's consciousness — not her physical body — was transported to the Nine.
Historical channeling record
Michael Salla notes that the Council of Nine had been channeled decades earlier, in 1973–74, in sessions facilitated by Phyllis Schlemmer and attended by, among others, Gene Roddenberry of Star Trek fame. Those sessions were eventually published in the book The Only Planet of Choice. In those 1973–74 transcripts, the Nine described exactly 24 civilizations as the Seeder Races working under their authority — a figure Danaan independently received in her 2021 contacts.
The French contactee referenced in Salla's accounts as "Robert L." also reported contact with the IC — including their identification of themselves as Seeder Races conducting genetic experiments — in an account from 1969, when he allegedly spent a year at an underground base in the Himalayas with tall white beings of the same group.
Relationship to the 24 Seeder Races
The 24 Seeder Races (also called Founder Races) are the embodied constituent civilizations of the Intergalactic Confederation who carry out the hands-on work of genetic seeding and life-engineering across galaxies. The Nine stand above them as a formless supervisory body, referenced by the IC's incarnated members in a posture of deference. This two-tier structure — nine supreme non-physical intelligences overseeing 24 physical civilizations — appears consistently across the 1973–74 Schlemmer channelings, the 1969 Robert L. account, and Danaan's 2021 contacts, without cross-contamination between these sources being alleged.
Puharich, Uri Geller, and early channeling history
The Council of Nine had an earlier public emergence through the work of parapsychologist Andrija Puharich, who organized channeling sessions in the early 1950s in which Indian scholar Professor Vinod first channeled the Nine, and subsequently in which Uri Geller participated. Gene Roddenberry, who attended sessions with Puharich, is believed to have drawn on Nine-related material in his conception of a galactic federation: "Andrija Puharich was the first one to organize meetings where the Council of Nine were being channeled...Uri Geller as well channeled the Council of Nine." Elena Danaan confirmed she found this attribution plausible — linking the Council of Nine directly to the then-nine-member body now known as the Council of Five: "The now named Council of Five, who was Council of Nine until very recently, a few races left...The Council of Five, I know, works very tightly with the Galactic Federation."
The Nine as the IC's "higher management"
In her September 2022 discussion of the Seeders and the Intergalactic Confederation, Elena Danaan described the Nine in terms of a hierarchical relationship to the 24 Seeder Races: the Seeder civilizations "recognize higher management — management, it's not really a word appropriate, but it depicted a bit the idea — of nine supra-consciousnesses. And these nine supra-consciousnesses are not part of anything, but they are at the root of the structure of the universe." This corroborates and extends the 1973–74 Schlemmer channelings, in which the same supervisory structure was described to Gene Roddenberry in terms of the Nine governing the 24 seeder civilizations — a consistency across sources separated by fifty years and no documented cross-contamination.
Alex Collier, when asked in November 2021 about the Council of Nine in the context of Elena Danaan's Ganymede contacts, acknowledged familiarity: "Ganymede has always been a meeting place. The surface and the interior of the moon — technically it's a planet — designed for such meetings and to be essentially a galactic embassy where all people of all races could go." Collier noted that his Andromedan contacts referred to the broader positive groupings as an "alliance" and that at any given time approximately 60 to 70 star nations are present at the Ganymede facility simultaneously.
