Sanctioned whistleblower
A sanctioned whistleblower (also "government-sanctioned whistleblower") is someone who discloses classified information with the implicit or explicit permission of the classifying authority, often as part of a controlled disclosure or managed disclosure strategy. The sanctioning may be formal (an authorized debriefing) or tacit (tolerated publication without suppression).
The sanctioned whistleblower is a sub-type of the controlled disclosure agent and is distinguished from a genuine whistleblower (who acts against their organization's wishes) and from a useful idiot (who does not know they are being used).
Examples
Dan Burisch
Dan Burisch was described by the narrator of the Ron Garner documentary series as "a government sanctioned whistleblower extraordinaire." Burisch was formally authorized by the Consistory of Majestic 12 to undergo an operational debriefing conducted by Marci McDowell (see Dan Burisch case), which was filmed as The Dan Burisch Debriefing Video.
Charles Hall
Charles Hall, a former U.S. Air Force weather observer at Indian Springs Air Force Auxiliary Field, published his accounts of encountering the Tall Whites initially as fiction (the Millennial Hospitality series) before identifying the narratives as autobiographical. The military did not suppress the publications, which has been interpreted as tacit sanctioning.
Dan Sherman
Dan Sherman, a former U.S. Air Force ELINT specialist, left the NSA's Project Preserve Destiny and published Above Black: Project Preserve Destiny describing his training as an "intuitive communicator" — a telepathic interface with non-human intelligent beings. The program name itself — Preserve Destiny — has been interpreted as suggesting that the preservation (and eventual release) of the information was intended from the outset.
Distinction from genuine whistleblowers
Genuine whistleblowers act against the wishes of the organization holding the secrets. David Grusch, for example, filed a formal Inspector General complaint and testified before Congress (see 2023 UAP Congressional Hearing) — actions that provoked institutional resistance rather than cooperation. Sanctioned whistleblowers, by contrast, operate within parameters defined by the classifying authority and face no institutional retaliation for their disclosures.
