Bob Lazar, who claims to have worked at S-4 on propulsion systems of nine recovered non-human craft, stated that the raw moscovium (Element 115) reactor fuel used in the craft's antimatter propulsion system was sent to Los Alamos for precision machining. Per Lazar, the material arrives at S-4 in raw form and "has to be machined into discs. These discs have to be stacked up and then cut into a cone shape and then sliced along the long axis of it, that work is done at Los Alamos." Lazar added a significant caveat: "I'm not exactly sure Los Alamos knows what they're doing. Apparently they think that they're developing the little cones they're working on as some new type of armor" — indicating that LANL's machining role was compartmentalized from the broader program's purpose, consistent with the need-to-know segmentation that kept different laboratory functions separated from the overall reverse-engineering context.
