Earth or Terra is the third planet of the solar system and the only planet publicly proven to have biological life, including intelligent life — namely humans (terrestrial humans, called Terrans in galactic-context material, who participate in terrestrial human civilizations). It is described as one of the most contested planets in the local stellar neighborhood, whose exceptional biodiversity and composite DNA make it uniquely valuable as a genetic resource. Earth is, according to multiple sources, allegedly a site of sequential genetic engineering programs conducted by multiple extraterrestrial or extratemporal civilizations, a prison planet operated through reincarnation traps and consciousness-suppression technology, and a "library planet" storing a vast accumulated data archive of extreme value.

A parallel classified civilization — with alleged access to exotic technology, off-world human colonies, and ongoing relations with non-human intelligent beings — is described as operating alongside the public one, funded through black budget appropriations and managed by what Richard Dolan has termed a "breakaway civilization." The alleged existence of technologies such as electromagnetogravitics, zero-point energy, and holographic healing — purportedly withheld from public use — is a central claim of the disclosure movement.

Earth's human population allegedly carries a composite genome with contributions from 22 distinct extraterrestrial civilizations, making them "genetic royalty" — purportedly uniquely valuable because the total genetic diversity of those civilizations is concentrated in one population.
