Provenance investigation and Congressional referral
Jon Stewart (not the comedian), a former professional wrestler and independent UFO researcher, conducted a five-year investigation of the Victor alien interrogation video concluded in 2023 and hand-delivered to the office of Congressman Tim Burchett (R-TN). Stewart obtained — through intelligence community intermediary Richard Doty — the names of the two physicians who attended the being during filming, a list of five military personnel in the viewing gallery, and a DIA-sourced email identifying the film as depicting "a cloned extraterrestrial biological entity, type two from the Tau Seti star system," recorded on 22 April 1991 at the S-2 Alpha facility (not S-4 as commonly assumed) at the Papoose Lake complex. Stewart's cross-referencing of named military personnel included obtaining corroboration from a widow of one named individual who identified her husband in the footage, and receiving confirmation from Army Master Sergeant Michael Munoz and a second named source of the existence and layout of the S-2 Alpha facility. Stewart's analysis of the gallery personnel identified what he described as the profile of Colin Powell (then head of intelligence for the Joint Chiefs) alongside Admiral Ted Schaeffer (Deputy Director of the DIA).
Stewart's FOIA request to the DIA on Dan Burisch-related materials produced an unusually emphatic response — his file was removed from the DIA system while his name remained on the FOIA list — which he interpreted as evidence that the material touched genuine classified programs.
Stewart's forensic analysis of the Skinny Bob footage produced a mixed result: experts identified the use of the Shutter Shock film-aging program and a VHS-effect program, which could explain the visual degradation; but the same experts could not explain the entity's apparent organic eye blinking and jugular vein movement, nor the redacted timestamp segment, which is distinct from the expected blurring artifact of the Shutter Shock program.
Whistleblower accounts of unreleased footage
Multiple former government and military personnel have testified to the existence of video recordings of living non-human intelligent beings that have not been publicly released. David Grusch testified before Congress in 2023 that the U.S. government and its defense contractor base hold retrieved non-human craft and materials, with program participants — including individuals known to him personally — having viewed biological specimens associated with those programs. Dan Burisch testified repeatedly to the existence of multi-angle video documentation of his interactions with Chi'el'ah at S-4, footage described as still held within classified government archives.
Jon Stewart's investigation of the Victor footage identified a Carthusian monk designated "Brother Joseph," aged 92, who confirmed to Stewart's investigator: "Yes, I was recruited into the Alien Retention, Integration, Interrogation Program. Myself and one other monk had a unique gift. I knew exactly what these beings were trying to communicate."
