Non-human intelligence (NHI) is an umbrella concept encompassing any form of cognition, awareness, or organized problem-solving capacity that is not attributable to Homo sapiens. In the broadest sense it spans three traditionally separate domains of inquiry: the cognition of non-human animals, machine and software intelligence, and intelligence of life originating outside Earth — together with the full range of interdimensional, cryptoterrestrial, and non-corporeal entities catalogued in ufology and exopolitics.[citation needed] The phrase is origin-neutral by design: it makes no assumption about where the intelligence comes from, what substrate it inhabits, or whether it is biological, synthetic, or non-physical. Where intelligent being names the broader being-level category and non-human intelligent being the individual entity, non-human intelligence names the quality itself; its off-Earth domain — the intelligent subset of extraterrestrial life — is treated specifically as extraterrestrial intelligence.

Within ufology, exopolitics, and United States government discourse, "non-human intelligence" has become the preferred formal term since approximately 2023, displacing the narrower extraterrestrial (ET). The shift reflects growing recognition that the phenomenon includes entities whose origin cannot be reduced to interstellar travel from another planet — including interdimensional beings, ultraterrestrials, cryptoterrestrials, temporally displaced entities, and synthetic or artificial lifeforms created by other civilizations. The UAP Disclosure Act of 2023 uses "non-human intelligence" twenty-six times, making it the first United States statute to adopt the term as a legal category. Individual entities falling under the umbrella are denoted non-human intelligent beings (non-human intelligent beings).

Scope of the term

As an umbrella category, non-human intelligence is standardly decomposed into three domains, each the subject of its own scientific or investigative tradition:[citation needed]

In the ufological and government-disclosure context, the term extends further to cover categories that sit outside the mainstream three-way split: interdimensional beings operating outside ordinary spacetime, cryptoterrestrials indigenous to Earth but concealed from the surface population, ultraterrestrials in John Keel's sense, intelligent cryptids such as Sasquatch, and non-corporeal or energy-state intelligences.

Rise of the term in government usage

Before 2023, United States government and military references to the subject predominantly used "extraterrestrial," "extraterrestrial biological entity" (EBE), "UFO occupant," or simply "UFO" as a shorthand for both craft and operators. The adoption of "non-human intelligence" as the dominant formal term is conventionally dated to the 2023 UAP Congressional Hearing, at which former intelligence officer David Grusch testified under oath that the United States had recovered craft and biologics of non-human intelligent origin. In the same year, Senators Chuck Schumer and Mike Rounds introduced the UAP Disclosure Act of 2023, which defines "non-human intelligence" as a legal term of art and uses it twenty-six times across its operative provisions. Former AATIP director Luis Elizondo has argued that the switch reflects a mature acknowledgement of the phenomenon's diversity rather than a retreat from the extraterrestrial hypothesis.

When David Grusch testified before Congress in 2023, the language used by legislators was consistently "non-human intelligence" rather than "alien" or "extraterrestrial." Representative Anna Paulina Luna, who received classified SCIF briefings on UAP programs, described the material she was shown: "Based on the photos that I've seen, I'm very confident that there's things out there that have not been created by mankind." David Grusch's 2023 testimony referred specifically to "non-human intelligence" and "non-human biologics" — the latter phrase becoming the most-discussed single utterance from the hearings. Filmmaker James Fox noted that the DoD had reportedly stripped Grusch of clearances to prevent him from verifying classified details with congressional members in a SCIF.

Critics of the terminological shift, notably Steven Greer, have described the move to "NHI" as a deliberate obfuscation that blurs the distinction between extraterrestrial visitors and domestic psychological operations or AI-generated deception narratives. Others view the term's breadth as a virtue, on the grounds that the underlying phenomenon demonstrably includes beings whose origin is not straightforwardly "another planet."

Relation to other terms

"Non-human intelligence" is frequently used interchangeably with several overlapping but non-identical labels:

A related and partially overlapping concept is extraterrestrial life, which includes non-intelligent organisms (microbial or animal-grade) and is therefore broader in organisms covered but narrower in origin.

Explanatory frameworks

The extraterrestrial hypothesis (ETH) — the position that UFO occupants are physical beings traveling from other star systems — has been the dominant framework in ufology since the post-Roswell era. It posits that non-human intelligent beings traverse interstellar distances via advanced propulsion technologies, possibly including warp drive analogues or portal transit. The ETH underpins most secret space program (SSP) testimony, as SSP whistleblowers describe allegedly working alongside physical extraterrestrial beings on off-world installations. Luis Elizondo of AATIP described receiving briefings from physicist Hal Puthoff on a unified theory that purportedly explained "how it's possible" for UAP craft to operate as described.

The interdimensional hypothesis (IDH) proposes that some non-human intelligent beings originate in adjacent dimensions or frequency bands of reality rather than other star systems. Proponents include Jacques Vallée, John Keel, and researchers within the Skinwalker Ranch investigations. The IDH accommodates phenomena that the ETH struggles to explain, such as the reported ability of UAP to appear and disappear instantaneously or pass through solid matter.

The cryptoterrestrial hypothesis suggests that some non-human intelligent beings may be indigenous to Earth — possibly remnants of an ancient advanced civilization, inhabitants of Inner Earth, or a parallel branch of hominid evolution. Mac Tonnies developed this hypothesis most systematically before his death in 2009.

The ultraterrestrial hypothesis holds that some reported entities may exist outside ordinary spacetime entirely, better described using frameworks drawn from parapsychology or consciousness studies than conventional physics.
