Levels of conspiracy theory
Levels of conspiracy theory is a framework for categorising claimed conspiracies by the scope, duration, number of participants, and degree of non-human intelligent being or supernatural involvement required. The taxonomy helps analysts distinguish localized criminal cover-ups from alleged multi-generational elite control systems, and both of those from purported cosmic agendas involving non-human intelligent beings.
Level 1 — Institutional cover-ups
Level 1 conspiracies involve small, time-limited cover-ups by identifiable institutional actors to avoid legal, political, or financial embarrassment. These require the fewest participants and the shortest secrecy maintenance windows. Examples include the initial Roswell cover-up (transition from "flying disc" press release to weather balloon explanation within 24 hours), Watergate, and the suppression of specific scientific findings by pharmaceutical or energy companies. These conspiracies are the most frequently proven, often through documentary evidence released under FOIA or through whistleblowers.
Level 2 — Deep-state policy conspiracies
Level 2 conspiracies involve coordinated, long-term policy deception by interlocking networks of government agencies, contractors, and media organisations. These include the suppression of the full UFO phenomenon through programs spanning decades (Project Blue Book, Majestic 12, AATIP) and the covert management of black programs through black budget mechanisms outside congressional oversight. David Grusch's 2023 congressional testimony constitutes the most recent Level 2 confirmation of a policy conspiracy. The suppression of free energy, medical regeneration, and antigravity propulsion technologies from public use is typically classified at Level 2.
Level 3 — Financial and elite control systems
Level 3 conspiracies posit the existence of a transnational class of coordinated elites — operating through central banking, intelligence agencies, royal families, and corporate conglomerates — who manage political systems across nations to preserve their control. The Federal Reserve system, Jekyll Island origins of the central banking network, and the Rothschild family banking dynasty feature prominently in Level 3 frameworks. MK-Ultra and its related psychotronic programs are Level 3 in that they reveal state-sponsored dehumanization of citizens at scale as an instrument of social control.
Level 4 — Occult/Luciferian elite networks
Level 4 conspiracies introduce claims of satanic ritual abuse (SRA), elite pedophile networks, and occult ritual practice as bonding and blackmail mechanisms within the controlling class. These include the McMartin preschool allegations, the Franklin scandal, and the Jeffrey Epstein trafficking network as an intelligence-linked blackmail operation. The claim at Level 4 is not only that elites operate illegal networks but that these networks are ritually organised and serve a deliberate anti-human spiritual agenda.
Level 5 — Non-human intelligent being involvement and off-world control
Level 5 conspiracies extend the control network to include non-human actors — specifically Reptilian and Grey factions who are alleged to have entered agreements with human elites, receiving access to human genetic material and adrenal hormones in exchange for allowing the elite class to retain power. Behold a Pale Horse (1991) presented one of the first systematic Level 5 frameworks. The Draco Reptilian confederation is described as having orchestrated human governance structures over centuries as a means of harvesting negative emotional energy (loosh).
Level 6 — Cosmic / simulation-level control
Level 6 frameworks posit that the control structure extends to the architecture of reality itself — through simulation theory, soul recycling mechanisms, or the management of human consciousness across multiple lifetimes by non-human farming entities. These accounts are presented in the testimony of Pleiadian contactees and in the frameworks of researchers studying the moon as a consciousness-management device.
