Background and Eagles Disobey

The report was first published on the now-defunct website Eagles Disobey, run by Marcia McDowell and detailing the experiences of her friend Dan Crain (later known as Dan Burisch), a biologist who said he had worked on covert projects at Area 51 and related sites. McDowell stated that the report was leaked to her "by Steven M. [one of Crain's co-workers at Area 51] before his death," and that when she showed it to Crain, he "turned white" and asked where she had obtained it. Crain confirmed in later interviews that he had written the report.

According to the document, Crain's work on Project Aquarius was conducted under the authority of the United States Navy, the Department of Defense, and other agencies, adhering to protocols set by the United Nations Outer Space Treaty (UNOST). Composition

Per Burisch's 2009 Zurich Conference on Exopolitics presentation, Q-94 was typewritten at S-4's clerk's office — on typewriters, not computers — and submitted through a pass-window as classified correspondence. Burisch stated the document was co-authored with Steven M. — identified via a Project Camelot/Avalon transcript annotation as Dr. Steven Roy Mostow, his direct supervisor on the Project Aquarius tissue-sampling team at S-4.

Leak and public circulation

At the 2009 Zurich workshop, Burisch named Mostow explicitly — "Steven Mostow, the late Steven Mostow" — as Q-94's co-author, and stated that Steven's subsequent death was "probably as a result of" the leak: "It was leaked out by Steven, who's no longer alive — and probably as a result of that." McDowell confirmed she received the document from him "before his death." Steven Roy Mostow died on March 24, 2002, in a Cessna 340 crash near Centennial Airport, Colorado; the NTSB attributed the accident to pilot error (case DEN02FA072). Methodology

Over a span from July 19, 1994, to September 25, 1996, 275 individual aspirative samples were extracted from specific regions on the right arm of AQ-J-Rod (JR), near analogs of human musculature and neural structures.
