Breakaway civilization

A breakaway civilization is an alleged clandestine society that has separated from its parent civilization and developed an independent infrastructure and culture. The most frequently referred-to terrestrial human-based breakaway civilization in conspiracy theories is the one supposedly based on the black budget apparatus of governments, militaries, and private corporations that has acquired recovered non-human technology, reverse-engineered it across multiple generations, and attained scientific and technological capabilities purportedly far beyond those available to the rest of humanity. This specific application of the concept was developed and named by UFO researcher and historian Richard Dolan, who described it as "a super advanced, secret technological society that's got their own scientific breakthroughs that they keep classified and you're not allowed to have it."

If it exists as described, the breakaway civilization would constitute a second, hidden human—or partly non-human—society operating outside democratic accountability, in possession of antigravity propulsion, zero-point energy, and an off-world secret space program, and positioned to control the timing and framing of any eventual public disclosure of non-human intelligent beings.

A recurring objection to the concept is evidentiary: no recovered artifact, defector, or whistleblower document has ever surfaced to demonstrate a society with such capabilities, and historically even deeply classified "black" aerospace projects such as the stealth aircraft have eventually entered the public record once declassified. Against this it is argued that an advanced faction able to vanish from the geological and documentary record—as contemplated by the Silurian hypothesis for hypothetical pre-human industry—might leave only subtle geochemical traces rather than recoverable ruins or paperwork.

Definition and overview

A colony typically remains politically and economically tied to its parent society; when it declares independence or loses contact long enough to develop distinct systems, it may become a breakaway civilization. Some breakaway civilizations remain hidden from public view—termed clandestine civilizations—and rely on disinformation or black ops cover to obscure their existence, while others may secede openly and operate as de facto sovereign entities. Closely related concepts include the hidden city, the underground base, the parallel society, the black budget, the special access program, and the Silurian hypothesis, a framework for considering the possibility of vanished pre-human industrial civilizations.

Breakaway civilizations are commonly distinguished along three axes: clandestine versus overt, according to whether their existence is secret or acknowledged; human versus non-human, according to whether the group descends from human civilization or originates with alien or non-human intelligence; and terrestrial versus off-world, according to whether the group resides on Earth—for instance in Agartha—or off-planet on the Moon, Mars, or in the asteroid belt. Individual cases often combine these axes: the Nazi breakaway civilization, for example, is typically described as a human-origin, clandestine entity that is at once terrestrial and off-world, with operations in Antarctica alongside alleged settlements on the Moon or Mars, and is held to have entered into a series of postwar agreements with the United States that folded it into the joint secret space program.

General characteristics

Breakaway civilizations described in the literature share a recurring set of features. They pursue independent resource acquisition through means such as asteroid mining and closed-loop hydroponics, and exercise autonomous political or organizational governance beyond the reach of their parent civilizations. They are marked by access to exotic or advanced technologies—electrogravitics, zero-point energy, or recovered UFO-related systems—and by the use of deception and remote facilities, such as the alleged Neuschwabenland base, to ensure long-term separation from surface society. Their populations may develop distinct cultures or ideologies along technocratic, survivalist, or utopian lines, sustained by large-scale infrastructure including hidden spaceports, terraforming projects, and off-world colonies.

Common operations attributed to such groups include establishing covert logistics and resource networks through hidden supply chains, front companies, and black budget funding; conducting advanced research and development in fields such as genetic engineering (with tools like CRISPR), propulsion, artificial intelligence, and cloaking technology; maintaining defense and security through stealth spacecraft, directed energy weapons, and the infiltration of mainstream institutions; and planning for long-term expansion through population continuity, the construction of new outposts such as those attributed to the Interplanetary Corporate Conglomerate, and multi-generational colonization. Several accounts describe coordination among distinct breakaway factions—for example among Solar Warden, the Dark Fleet, and rogue alien breakaway enclaves.

Origin of the concept

Dolan articulates the sequence of events that he argues produced the breakaway civilization: first, non-human craft necessitated secrecy; second, the cost of studying the recovered technology required a permanent and effectively unlimited black budget; third, the black budget's existence required compartmentalization beyond the oversight of elected government; and fourth, decades of classified research—spanning generations of scientists—inevitably produced breakthroughs the rest of civilization does not share. He described the hypothetical outcome in a 2011 lecture: "If we were all part of a team. With exotic technology to study. A near infinite amount of money to play with. And total secrecy. Not just for years, not just for decades, but for generations. What could we come up with? Anti-gravity field propulsion technology, for instance."

Dolan presented the breakaway civilization as the explanatory link connecting UFO crash retrieval to the modern geopolitical situation, arguing it was "a deep black budget group that has had access to exotic technology, exotic science, retrieval of what we would call UFO technology."

Historical development and financial structure

A 1986 review revealed that U.S. secret spending ballooned from $5.5 billion in 1981 to over $22 billion by 1987—funds allegedly diverted to highly compartmentalized propulsion and energy projects. This financial cloak relies on legal provisions in 50 U.S.C. § 3348 requiring yearly reports on special access programs yet permitting waivers when disclosure "would adversely affect national security," effectively enabling extreme secrecy.

Alleged research sites include remote military ranges where satellite imagery and on-site observers report unusual flight testing—interpreted as breakaway aerospace trials. Alleged technologies range from anti-gravity propulsion systems with historical roots in 1950s T. T. Brown electrogravitics to exotic energy and biotechnology developments. The concept gained attention when managed "leaks" of CRISPR gene-editing breakthroughs illustrated how partial disclosures may be used to placate public scrutiny while deeper research remains hidden. The concept has since been examined in documentaries and podcasts, including the 2022 Apple TV+ episode "Is There a Breakaway Civilization?".

Institutional structure

Dolan locates the core of the breakaway civilization in unacknowledged special access programs (USAPs) spread across three primary institutional areas: the Pentagon, the CIA, and the Department of Energy—with the most sensitive programs contracted out to private corporations. Once these programs move into the private sector, congressional oversight essentially ceases: "Once you get into the SAP, the special access programs, now you're dealing with privatized corporate power. Which is really dominant and everyone has known that the corporate powers — really, it's where the brain power is. It's where the money is, and it's where all the personnel are who are engaged in those programs." The structure places the breakaway civilization effectively beyond the reach of the President of the United States: given the likely hundreds of special access programs in existence at any time, no president could reasonably be briefed on all of them, and some of the most sensitive are likely unknown to any elected official.

The Wilson–Davis memo case is cited as direct evidence of this privatized structure. According to Dolan's reading of that document, Admiral Thomas Wilson—then Deputy Head of Intelligence for the Joint Chiefs of Staff—attempted to gain oversight of a program to reverse-engineer an alien craft and was refused by the program managers of a private corporation, who told him they were not afraid of his complaints. When Wilson attempted to escalate, he was threatened with his career. Dolan characterized the resulting legal situation as "legal illegality": "It should be illegal and by rights it seems to be illegal, but it's got legal sanction. We've got a whole massive system with a ton of money going into it with essentially no oversight."

Financial infrastructure

Catherine Austin Fitts, former Assistant Secretary of Housing and Urban Development under President George H. W. Bush, characterizes the breakaway civilization primarily through its financial dimension—identifying what she views as the funding mechanism sustaining the same entity Dolan describes from the institutional side. As of 2015, the U.S. government had $21 trillion in undocumented accounting adjustments—a figure Fitts describes as consistent with financing a parallel civilization: "I think you've literally been financing a new system. And it's like when you're running a company and you keep the old systems going and you get the new systems up and you bring the resources over steadily, and then at some point you're ready to bring this down." Fitts estimates the net missing funds are sufficient to "run a global government on an endowment basis."

The legal mechanism enabling this transfer, according to Fitts, was the authorization of major aerospace corporations to perform highly classified work behind the corporate veil: "I can transfer trillions of dollars of invaluable black technology into the corporations and fund them with taxpayers' money to own and develop it secretly and keep it away from FOIA. So you and I can put in a FOIA and we can't find it because it's behind the corporate veil." She described the entity funded by these transfers as one that "literally thinks of itself as a separate civilization and not subject to our laws — separate from the human race."

Steven Greer has described specific funding channels matching Fitts's claims: fraudulent billing on defense contracts—citing the B-2 stealth bomber at $2 billion per unit against a much lower production cost, with the surplus diverted into covert programs; fabricated project reports generated by firms such as SAIC to pass congressional audits while routing funds to black programs; and proceeds from global drug and human-trafficking trades. His estimate is that the programs consume hundreds of billions annually, with the controlling group's aggregate global asset base in the hundreds of trillions.

Technological capabilities

Among the most consequential alleged capabilities is anti-gravity field propulsion, which Dolan describes as the most likely major exotic technology to have emerged from generations of classified research on recovered craft. Len Kasten provides a more detailed account of this research trajectory, framing it as beginning in the 1950s when the reverse engineering of crashed alien craft "fostered a secret technological frenzy in the development of antigravity propulsion" involving the Glenn L. Martin Company, Bell Aircraft, General Electric, Boeing, Douglas, Northrop Aircraft, and Hughes Aircraft. Ben Rich, the former president of Lockheed-Martin's Skunk Works, is cited as confirming this state of affairs; in an alumni speech at UCLA in 1993, Rich stated: "We already have the means to travel among the stars, but these technologies are locked up in black projects and it would take an Act of God to ever get them out to benefit humanity... Anything you can imagine, we already know how to do."

Free energy or advanced zero-point energy harvesting represents another alleged capability. Dolan argues the breakaway civilization withholds this not solely for financial reasons but because of the global disruption that sudden release would cause: "Do you have free energy? Maybe they do. Maybe they don't want it to release the free energy for all kinds of reasons that they might consider legit. They may lose money because if they own, you know, huge swathes of the petroleum industry, there's that. But there's also just the disruption, global disruption." Kasten frames the energy suppression as the central mechanism that hardened the breakaway structure into permanence, arguing that "free energy from the vacuum meant a populace free from the domination of the financial controllers," and that "the new technologies would be used for military purposes only and would be kept secret."

The breakaway civilization is also alleged to operate a secret space program extending at least to the Moon and Mars. The Gary McKinnon hack is cited as indirect evidence: McKinnon, a hacker who broke into US Space Command systems, reported finding a spreadsheet listing officers under the heading "Non-terrestrial Officers." Dolan considers it a logical product of decades of well-funded classified research on craft that demonstrably violate known physics.

Political implications

Dolan argues the breakaway civilization requires, as a precondition of its continued secrecy, the systematic erosion of democratic institutions and the construction of a surveillance state. Maintaining the secrecy from an increasingly connected public necessitates "all kinds of end runs around your formal constitutional form of government. You basically kill your republic, you kill your democratic system. And I think what it ultimately means is the creation of a hierarchical authoritarian state."

Dolan frames the long-term outcome as a race: "Will they create a total police state before people make their own breakthrough and break the police state? That is literally the race. There's another race between our secret keepers or the breakaway civilization and these other beings." He considers the eventual exposure of the secret inevitable—"something unexpected is going to happen... you can't stop history"—but expects the breakaway civilization to attempt to control the timing and framing of any UFO disclosure.

Relationship to non-human intelligences

Dolan posits two broad scenarios for how the breakaway civilization may relate to non-human intelligent beings: either as a vassal or subordinate partner, or as a covert adversary attempting to close a technological gap. In his framing, "Is humanity simply a vassal or hostage to some extent to these other beings? Could be. In which case is our leadership working for these other beings or is our leadership working against these other beings? Either possibility is there." He considers it certain that the military-intelligence community views the capability gap as a crisis: "I guarantee you, generals and intelligence community people are looking at that thinking, holy smokes, we are so far behind, we have got to catch up."

The Dark Fleet—the post-war continuation of German aerospace programs—represents a distinct national or ideological breakaway: a non-American group that achieved technological independence from both the Western Allies and the Soviets simultaneously. Researchers Milos Jesensky and Robert Lesniakiewicz refer to this as the Dritte Macht ("Third Power")—a force known to both superpowers but entirely outside either's control, with its origin in planning that began as early as August 10, 1944, when German industrialists met to plan the postwar survival of German technological assets.

Alleged breakaway civilizations

The related Silurian hypothesis—a framework proposed by astrophysicists for considering the possibility of vanished pre-human industrial civilizations—provides a mainstream scientific parallel to the ultraterrestrial variant, and the broader ultraterrestrial hypothesis and cryptoterrestrial hypothesis situate an Earth-resident hidden civilization within the wider debate over the origin of unidentified anomalous phenomena.
