Marcia McDowell (full name Marcia Ann McDowell; also known as Marci McDowell) is an American researcher, archivist, and author — colleague of Dan Crain, with whom she co-wrote Eagles Disobey: The Case for Inca City, Mars — associated with Michael Salla's Exopolitics Institute, who has allegedly studied the connection between secret space program testimony, the MILAB (military abduction) phenomenon, and the intelligence community. She is known particularly for her professional role as personal archivist to Dan Burisch, the microbiologist who allegedly worked at S-4 with recovered extraterrestrial biological entities, and for her active participation in the Majestic disclosure conferences of the late 2000s — including the 2009 Zurich Conference on Exopolitics — during which she co-presented classified material alongside Burisch before international audiences. She has claimed at length and in an affidavit to be a former member of Majestic 12. According to Burisch's sworn affidavits, McDowell was an active Majestic 12 operative who conducted his official operational debriefing beginning in June 2005 under Majestic-12 authorization, compiling the resulting testimony into the Dan Burisch Summary published through Project Camelot. She later married Burisch.

Background

McDowell holds a master's degree in organizational psychology and worked in casino surveillance at a Las Vegas casino, where she first encountered Dan Burisch, then employed in casino security. Burisch approached her because of her writing experience, saying he wanted to tell a story about his biological research on Mars; the two subsequently co-authored Eagles Disobey: The Case for Inca City, Mars (1998) under the shared pseudonym BJ Wolf, presenting anomalous features of Martian surface photography as evidence of artificial structures.

Her father had been "a highly placed courier for Majestic" involved in establishing the Committee of the Majority in the early-to-mid 1960s. When McDowell began facilitating Burisch's public disclosures and became a liability, the organization inducted her into Majestic 12 in late 2003 rather than neutralize her directly. She relocated briefly to Canada around this period out of fear for her safety, returning in 2004.

Role in the Burisch archive and disclosure effort

McDowell served as Burisch's primary personal archivist beginning in the mid-2000s, with the stated original purpose of creating a private preservation record of his testimony and research. She described the initial intent at the 2009 Zurich Conference: "I had intended to simply record for posterity as much as possible about Dan's experiences so that if someday we needed them as a reference they would be available. That was the whole purpose, the sole purpose, of trying to archive so much of his experiences. Then it became more."

That expansion — from private archive to public disclosure — was ordered by a figure McDowell and Burisch described as the "former head of the Consistory of the Majestic," who authorized their appearance at international conferences as a deliberate test of whether the public was ready for disclosure. McDowell reported the conversation back to Burisch: "These people can take it. They're strong. They're powerful, they're not afraid... Take that back to the powers, the new group, and say: Think about this and make sure you make the right decision. These people can handle this."

The "new group" referred to was the organization Burisch called "Scion" (S-C-I-O-N, a biological term for a transplant shoot) — the successor body to Majestic that assumed oversight of the ET contact programs after Majestic formally dissolved. McDowell stated that the name choice originated with Burisch: "They had asked Marcia and myself for some suggestions for names, and that biological term actually came from me, and it was adopted as such."

McDowell is credited as sole author of the Dan Burisch Summary, a lengthy narrative document synthesizing Burisch's testimony on Project Aquarius, Chi'el'ah, the Doctrine of Convergent Timeline Paradox, and related subjects, published through Project Camelot and circulated via Biblioteca Pléyades. She conducted the on-camera debriefing sessions released as The Dan Burisch Debriefing Video (2005), described in the recording as a "secret government sanctioned debriefing of Dan Burisch's PhD by his scientific assistant, Marcia McDowell," in which she directed technical questioning on his glycoprotein research, the composition of his original research team, and the genomic work conducted at S-4.

Q-94 document custody

McDowell is the figure responsible for initially receiving and attempting to authenticate the Q-94 document — a draft classified document from S-4, purportedly co-authored by Burisch and Steven Mostow, that was leaked from the facility by Mostow, who passed it to McDowell before his death. She described the condition in which it arrived in her possession: "It came to me in a form that was very, very difficult to manage because it was an extremely poor version. It was gray and black, not black and white. It was horrible, gray and black. And it was in reverse. So the only way to see it was like it had been processed incorrectly."

The Q-94 document, also called "The Q94-109A Document authored by Dr. Dan Crain PhD," is one of the primary documentary exhibits cited in the Burisch disclosure corpus. Its chain of custody through McDowell, who preserved and authenticated it, is part of the evidentiary record. McDowell and Burisch's Project Lotus research data — described by McDowell as "hundreds, thousands of images" from Burisch's biological research at S-4 — forms another significant component of the archive that she managed and helped protect during their operational period.

Security operations involvement

McDowell played an active operational role in the security operations surrounding Burisch's departure from his controlled environment. She organized and directed the "Ghost Riders" — an elite team of Majestic operatives — to conduct Burisch's extraction from his apartment in silence, without detection. She described the operation: "I brought them in on the project because I needed the best, the very best I could find, so I pulled some strings and I asked for some agents. I had Archie, who is loving and loyal toward us just because they happened to have worked with Dan and built great friendships... Plus other Majestic operatives who were very skilled. They took control of the entrances and exits of the locations."

The operations also involved securing Burisch's Lotus research data — the CDs, background data, tapes, and personal materials that McDowell described as constituting a significant scientific and biographical record: "There are hundreds, thousands of images that have been produced over the research. Plus items of personal property that had been passed to Dan through his family members... things that are irreplaceable were spirited out and placed under lock and key in various locations, under various vaults, to protect them."

Disclosure advocacy and public assessment

McDowell functions as the more grounded and skeptical public voice in her partnership with Burisch — often moderating his technical claims and providing institutional context. At the Zurich Conference, she articulated the accountability argument against the Majestic-successor power structure, directly addressing the pattern of shadow-government figures who refused to come forward publicly: "They do not want to take this heat. They do not want to be held accountable and responsible. So they run away and they're protecting... they dumped."

Her assessment of public readiness for disclosure — "These people can handle this" — was a direct report of the conference audience's response, offered to the successor bodies to Majestic. This positioned her as both witness and advocate in the staged disclosure process: the person who could credibly transmit to the intelligence community that ordinary citizens were capable of receiving classified truth without social collapse.

S-4 facility tour (2006)

In 2006, McDowell was given a tour of S-4 and shown video recordings of Dan Burisch and Project Aquarius personnel interacting with "a living, small (approximately 3.5 ft.) anthropoid being described as an 'Extraterrestrial of human-lineage'... personally named 'Chi'el'ah' and who self-nicknamed 'Captive,' and who I personally heard nicknamed by others as 'Stump.'" In her sworn affidavit McDowell further attested that she had "personally viewed high resolution (full color) coherent motion digital and videotaped material" of Chi'el'ah, filmed at the S-4 facility during the Project Aquarius tissue-sampling program. Burisch confirmed that all of his more than 100 Clean Sphere interactions "were video, audio, tape from multiple directions," and that McDowell "at her very short time when she toured S-4, saw some of the videos." The tour represents one of the few documented instances of a civilian being given access to view classified extraterrestrial interaction footage at the facility.

MILAB research

The MILAB (Military Abduction) concept — developed by researchers including Helmut Lammer, Eve Lorgen, and later McDowell — proposes that some individuals who report alien abduction experiences are subsequently abducted or interrogated by human military personnel, apparently for the purpose of assessing what the individual encountered and possibly for mind-control research. The MILAB pattern includes experiences immediately following ET contact, black helicopter surveillance, waking up with military-style restraints, and memories of medical examinations by humans rather than non-humans. The phenomenon has been cited as evidence of a classified military program monitoring the ET contact community.

McDowell's access to the Majestic successor structure gives her MILAB research a dimension absent from most independent researchers: direct knowledge of how intelligence organizations organized monitoring of the experiencer population, from the inside. The Ghost Riders' operational profile — maximum discretion, no sound, no detection, comprehensive physical access — mirrors exactly the capabilities described by MILAB experiencers regarding their military abductors.
