Aircraft reported an unidentified aerial phenomenon off the 12 o'clock while NNW bound at 38,000 feet, NW of DBN. The unknown phenomenon was intermittent white lights moving 20 degrees left and right in the upper atmosphere while changing altitude. SWA884, MCO-IND corroborated the report over ANH VOR. AWO notified.
