William Pawelec
William Pawelec (died May 22, 2007) was a United States Air Force computer operations and programming expert, founder of an electronics security firm, and contractor for high-profile military companies including SAIC and EG&G, who gave a sealed video testimony to Dr. Steven Greer before 2001, with the instruction that it be released only after his death, disclosing secret implantable RFID tracking chip programs, corporate infiltration of black projects, and the existence of four supranational power groups operating above any elected government. The interview was published posthumously on December 14, 2010.
Background
Pawelec held high-level security clearances through his work with defense contractors and became deeply familiar with black-budget security and tracking technology programs. His professional focus included the development of electronic security systems intended to counter terrorism and the kidnapping of NATO officers and government officials that was then occurring in Europe.
RFID microchip testimony
Pawelec testified that implantable electronic tracking chips — functionally equivalent to modern RFID transponders — were developed as early as 1979, more than two decades before such technology entered commercial or public awareness. He described a pill-shaped device capable of responding to an interrogating frequency with a unique, unalterable serial number, and capable of monitoring physiological data including temperature, blood pressure, pulse, and brain waveforms.
In 1984 Pawelec witnessed a demonstration of a more sophisticated lithium niobate chip that could be tracked from orbit at a distance of 120 kilometers. Shortly after, he discovered that a small Silicon Valley subsidiary of Siemens had manufactured billions of these chips — enough to imply mass deployment — before the factory was abruptly shut down and all records of production were erased.
Four global power groups
Pawelec stated that decades of personal research had led him to conclude that at least four distinct supranational power groups exist, each possessing "wealth beyond all imagination" and advanced technologies, and each having penetrated both the American and Soviet/Russian and Chinese black programs at will. He described these groups as possessing an intelligence capability able to monitor operations "at a minute level" across all governments simultaneously.
A colleague of Pawelec's — identified only as "Bob," formerly head of security for the U.S. State Department — was assassinated in Nairobi, Kenya, after getting too close to identifying who had taken control of the chip technology and what it was intended for.
