Alfred Lambremont Webre (born 1942) is an American exopolitics author, lawyer, and futurist credited with coining the term "exopolitics" and establishing it as a formal field of study. He served as a judge on the Kuala Lumpur War Crimes Tribunal.
Career and role in the disclosure network
Webre holds a law degree from Yale Law School and worked in the early 1970s as a futurist at the Stanford Research Institute (SRI), conducting government-adjacent parapsychology and consciousness research, where he was involved in studies of remote viewing and psychotronics. In 1977 he directed a proposed civilian ETI communication study for the Jimmy Carter White House, which was reportedly cancelled under National Security Council pressure. Webre has cited this experience as foundational to his development of exopolitics as a discipline: the study of what political and legal frameworks should govern ET relations was, in his view, made necessary because informal contact policy was being made covertly, without public accountability.
His 2000 book Exopolitics: Politics, Government and Law in the Universe introduced the term "exopolitics" and proposed a framework for analyzing humanity's relationship with other civilizations as a political and legal matter.
Webre served as a significant node in the early-2010s disclosure community, connecting researchers, contactees, and activists across the English-speaking exopolitics world. [citation needed] Laura Eisenhower has cited Webre as having introduced her to Andrew Basiago. Webre was credited with bringing Eisenhower to public prominence. Webre publicized accounts from several whistleblowers and contactees, including Andrew Basiago and William B. Stillings's claims about Project Pegasus and the Mars Jump Room program (or CIA Mars visitation program), and Michael Relfe's 20 and Back account.
In his later work, Webre suggested that the existence of a "chronogarchy" — a hidden ruling structure organized around control of time travel and timeline management — based in part on claims from contactees about DARPA-run temporal displacement programs.
