Andrew Basiago

Andrew D. Basiago (born 1961), also known as Andy Basiago, is a Washington State attorney, public speaker, and two-time independent candidate for President of the United States who founded the Mars Anomaly Research Society and has become publicly known for his accounts of having allegedly served as a child chrononaut in DARPA's Project Pegasus (1968–1972) and later, as a young adult, in the CIA's Mars Jump Room program (1981–1984). He is the son of engineer Raymond F. Basiago, whom he identifies as chief technical liaison between the Ralph M. Parsons Company and the CIA during the Pegasus era. Within secret space program and time-travel disclosure circles his Pegasus and Mars testimony is among the most widely circulated, and it divides listeners sharply: read as authentic, it casts him as a uniquely placed firsthand witness to a decades-long classified effort; read skeptically, it is treated as a self-contained, unfalsifiable narrative whose only corroboration comes from other self-described participants in the same program.

Early life and education

Basiago grew up in New Jersey, where his father Raymond worked as an engineer on defense-related projects associated with the Curtiss-Wright aeronautical facility in Wood Ridge, New Jersey and related contractors. Basiago later attended the University of California, Los Angeles as a history student in the early 1980s, living and studying in the Los Angeles area during the years he alleges concurrent participation in the Mars Jump Room program based in nearby El Segundo, California.

Legal career

Basiago is a licensed attorney in Washington State, where he has practiced in private civil matters. He has represented himself in testimony before multiple disclosure-oriented bodies, including a 2012 affidavit submitted to the Vancouver 9/11 Tribunal concerning alleged pre-2001 foreknowledge of the September 11 attacks within Project Pegasus.

Alleged Project Pegasus service (1968–1972)

Basiago reportedly served from the winter of 1968 through the summer of 1972 as one of approximately 140 child chrononauts in Project Pegasus, a classified DARPA program allegedly employing Tesla teleportation, the Chronovisor, and related time-space technologies, with Basiago describing himself as "the first American child to teleport via Tesla teleportation."

Program origins and scope

Basiago describes Project Pegasus as a DARPA-coordinated program that consolidated Nikola Tesla's teleportation research, extraterrestrial technology acquired through UFO crash retrieval, captured Nazi and Soviet foreign-technology programs, and the post-war research of Manhattan Project physicists into a single umbrella secret space program, alongside what he frames as ancient experimentation with time travel drawn from Babylonian, Sumerian, and Egyptian sources and the work of technologists such as Tesla and T. Townsend Brown. He states that the threshold of operational time travel was crossed in 1970 — a quarter-century after the end of World War II — and that the same physicists who built the atomic bomb, including J. Robert Oppenheimer and Edward Teller, were central to the achievement. The sheer reach of this synthesis is itself a fault line in how the account is received: to those who reject it, folding crash-retrieval, captured Axis and Soviet technology, ancient civilizations, and Manhattan Project physics into one program is precisely what marks the story as too all-encompassing to credit, whereas those who accept it read that breadth as consistent with an umbrella secret space program built to absorb every promising line of research.

The roughly 140 child participants recruited in 1969 from gifted-and-talented programs were, he says, brought in partly because children were considered more psychologically resilient to the disorienting effects of time displacement, with the Ralph M. Parsons Company serving as the primary private-sector contractor; by the time he entered the program as a child in 1968, he maintains, Tesla teleportation of human beings through "vortal tunnels" in time-space had already been reduced to practice.

Recruitment and first teleportation (1968)

Basiago identifies the true first Tesla teleportation of a human child in the program as his own, at age six and a half in the winter of 1968, purportedly transported from the Curtiss-Wright facility in Wood Ridge, New Jersey to the New Mexico State Capitol grounds in Santa Fe — allegedly at a meeting where his father Raymond presented the program's prospectus to Harold Agnew for testing Tesla teleportation on adults and children. He attributes child chrononaut selection — including his own — to Project TALENT, described as having been initiated by Admiral Hyman Rickover in the late 1950s to identify young Americans of "advanced intellectual, psychic, and leadership potential." The recruitment pathway is one of the few elements of the account with claimed external corroboration: Michael Salla, who has interviewed Basiago at length, reports having independently followed up with other members of the talented-and-gifted cohort who recalled Basiago's participation — a point cited by those who accept the account as evidence it is more than personal recollection, even as those who reject it note that this support again comes from within the same circle of self-identified participants.

Eight modalities of time travel

Basiago reportedly trained across what he describes as a spectrum of eight time-travel modalities: at the psychic end, conventional remote viewing and out-of-body astral projection ("astral time travel"), in which children's minds were "detonated in a shamanic fashion" so that they left their bodies and visited other locations; in the middle, Chronovisor observation, a physio-virtual projection inside holographic scenes; and at the physical extreme, Tesla teleportation through vortal tunnels to specific historical moments.

Remote viewing assignments (1969)

As an eight-year-old in 1969, Basiago states that he and fellow child participants were tasked with conventional remote viewing on behalf of the Office of Naval Intelligence, including an assignment to determine whether then-Lieutenant Commander John McCain was being held in the Hanoi Hilton POW compound in North Vietnam. Basiago further characterizes the public emphasis on remote viewing as a deliberate cover — what he calls "the high psi disinformation ploy" — whereby Project Pegasus and its successors talked openly about remote viewing (itself conducted for the Office of Naval Intelligence from at least the fall of 1969) while never publicly acknowledging the Chronovisor component of the same program.

9/11 foreknowledge episode (1971)

Basiago states that in 1971 his father was telephoned while at a restaurant in Old Town Albuquerque and drove urgently to the Aerojet Corporation facility at New Mexico Tech in Socorro, where a graduate student working under physicist Stirling Colgate allegedly showed them approximately 20 video display terminals replaying footage of one of the World Trade Center towers being struck by a plane — the event later known as 9/11 — leaving his father stupefied. In a 2012 affidavit submitted to the Vancouver 9/11 Tribunal, Basiago reportedly stated it was beyond possibility that Donald Rumsfeld — whom he identifies as the defense attaché for Project Pegasus — was unaware of the September 11 attacks before they occurred. Read skeptically, the episode maps a singular, globally recognized event onto a childhood memory in a way that cannot be tested against any record; read as authentic by those who accept Basiago's testimony, it is one of several instances they cite in which Pegasus principals are said to have held advance knowledge of future history.

Encounters with future presidents

During project activities in New Mexico, Basiago reportedly met several individuals he would later identify as future U.S. presidents. He recalls a young George W. Bush telling him directly, "Andy, have you heard my dad and I are going to be president?" — and separately encountering a young Bill Clinton, who upon being briefed by project principals on his future presidency allegedly replied: "some days I get up and I have to pinch myself and say, me, Bill Clinton, President, United States — fellas, that dog don't hunt."

Stargate voyages to 2045 (1972)

In the summer of 1972, at the closeout of Project Pegasus, Basiago and other child participants were reportedly recalled for a classified follow-on program — Stargate voyages to the year 2045, selected because it would mark the centennial of the advent of atomic weapons in 1945. The stargate device was allegedly installed on the Olympic-sized basketball court of the Cerritos Cultural Center — a large black anvil-shaped unit reaching to the ceiling — and children were launched through it after being trained to conserve oxygen by "sipping air off the tops of their lungs." Upon arrival in 2045 — a location Basiago places in the American Southwest, reportedly cooler and more temperate than 1970s climate references — participants allegedly entered a facility resembling a CIA or other intelligence installation and were handed encrypted microfilm capsules of "future history," carrying them back to 1972 and burying them at the Lobo Overlook site on Highway 160 near Pagosa Springs, Colorado in a dead-drop arrangement for later retrieval. Through proximity to project principals, Basiago purportedly learned of future events including the September 11 attacks, the advent of the Internet, the HIV/AIDS pandemic, and the names of future U.S. presidents — specifically both Bushes, Bill Clinton, and Barack Obama. These buried "future history" capsules sit at the center of the competing readings: those who accept the account point to Basiago's having named Barack Obama as a future president, they say, years before Obama's national prominence, while those who reject it observe that the predictions he has made public — 9/11, the rise of the Internet, the HIV/AIDS pandemic — were all matters of public record by the time he recounted them.

Mars Jump Room service (1981–1984)

While a history student at UCLA in the early 1980s, Basiago reportedly drove from campus to a facility at 999 North Sepulveda Boulevard in El Segundo, California — an "aeronautical repositioning chamber" he says operated under the direction of Howard Hughes — to enter a jump room he describes as "simply a room, an elevator that morphed from a box in a cylinder and opened up somewhere else," which allegedly transported participants to the Martian surface. He reports making approximately 20 round trips to Mars between 1981 and 1984. Per a figure purportedly relayed to Basiago by fellow participant William Whitecrow, approximately 1,500 Americans were allegedly on the Martian surface at any given time during this program, accessed through eight jump rooms dispersed across the equatorial region. VIPs including former CIA Director Stansfield Turner were reportedly also transported through the El Segundo facility.

Basiago states he trained alongside William Stillings and a young Barack Obama — then using the name "Barry Soetoro" — in the Mars Jump Room program in the summer of 1980, before Obama became publicly known, with Basiago and Stillings later both recalling Obama looking out into a Martian ravine and questioning aloud whether they were truly on the surface of Mars.

On the Martian surface, Basiago describes encountering a dilapidated brick city, multiple receiving facilities, and two distinct types of humanoid: the Homo Martius — tall indigenous Martians, sometimes bearing antennae, who he says would occasionally engage in predation against visitors from Earth — and a second group he identifies as descendants of Earth humans relocated to Mars during a solar-system catastrophe around 9500 BC.

Fellow participant Bernard Mendez places the same summer-1980 jump-room training class as having been taught by Major Ed Dames and attended by Mendez, Basiago, William Stillings, the young Obama (then known as "Barry Soetoro"), and former DARPA director Regina Dugan. Mendez's account is also the principal in-narrative challenge to Basiago's: through forensic testing — including firing a flare that bounced off a ceiling approximately 62 feet above the jumpers — Mendez concluded that the destination was not the actual surface of Mars but rather one of 153 synthetic quantum environments constructed by grey extraterrestrials in near-Earth space, so that even among self-described participants the reality of the Martian trips is contested. Those who reject Basiago's account more broadly point further to the response of the Obama White House, whose National Security Council spokesman Tony Blinken denied Obama's involvement when asked to comment in 2012; those who accept it counter that an official denial is exactly what a covert program's secrecy would predict.

Mars Anomaly Research Society

Basiago founded the Mars Anomaly Research Society (MARS), an organization devoted to analyzing NASA rover and orbital imagery for purported evidence of past and present Martian biology and artificial structures. The society has served as a public-facing vehicle for Basiago's claims that Mars hosts indigenous life observable in published NASA photographs.

Compensation and health claims

Basiago reportedly states that all Project Pegasus children were told they would receive money placed in reserve until their 25th birthday — valued in present-day terms at over $250,000 — and that during Mars program service he was promised a salary, a zero-interest home loan, and a "cradle-to-grave revolving door of government service," none of which he says were paid. He estimates approximately 50,000 individuals share this status — known in the intelligence community as "ghosts" — and reports being told by a CIA contact named Courtney Hunt to continue paying taxes and await compensation that has not arrived. Basiago further reports being diagnosed with metabolic syndrome mimicking diabetes — an outcome allegedly briefed to project children in advance by a figure named Chad Purty — and attributes his subsequent kidney failure to advice given not to take metformin. The unpaid compensation supports both readings: those who accept the account treat it as evidence Basiago has gained nothing material from coming forward, while those who reject it note that an entitlement which can be neither documented nor collected leaves the claim, like the program itself, without any test that could confirm or disprove it.

Presidential campaigns

Basiago ran for President of the United States in 2016 and again in 2020 as an independent candidate, building both campaigns around a platform of government disclosure of chronovision, teleportation, and extraterrestrial reality. Neither campaign achieved significant electoral impact. He has argued that the government's development of "quantum access" — the ability to learn the identities of future presidents in advance through time travel — has compromised the constitutional integrity of democratic elections, and has advocated global public teleportation as both an environmental and a security measure.

Public speaking

Basiago has appeared as a featured guest on conference circuits and long-form interview programs devoted to exopolitics, secret space programs, and time-travel disclosure — including EXOPOLITICS TODAY with Dr. Michael Salla, UFO WHISTLEBLOWER!, and the Art Bell revival program Midnight in the Desert.
