Dan Sherman is a former United States Air Force ELINT (electronic intelligence) specialist who claims to have been recruited by the National Security Agency into a classified program called Project Preserve Destiny, where he was trained as an "intuitive communicator" — a telepathic interface with non-human intelligent beings. He published his account in the book Above Black: Project Preserve Destiny.
Background
Sherman served in the U.S. Air Force in ELINT roles. Multiple former ELINT personnel have confirmed his military background as authentic. Jesse Michels reported that "I've had multiple ELINT people come out after this interview I've done with him saying this guy was definitely US Air Force ELINT — like, just very matter of fact, very intelligent, kind of on the kind of traditional vector of signals intelligence." Sherman has been cited as a credible sanctioned whistleblower. A researcher named Noah Rode submitted a Freedom of Information Act request to the Air Force asking for information about Project Preserve Destiny; the Air Force forwarded the request to the NSA, which responded that it could neither confirm nor deny the program's existence — the inter-agency forwarding itself suggesting NSA involvement. The program name — Preserve Destiny — has been interpreted as suggesting the information was always intended for eventual disclosure.

In approximately 1991, Sherman was taken to an NSA complex in Maryland, where he was instructed to drink a substance, put on headphones, match tones generated by a computer, and thereby develop telepathic access to alien communication. He trained alongside one other individual; the two were forbidden to speak to each other and kept isolated during training — a protocol that Niara Isley independently corroborated from her own secret space program experiences.
