Mars Jump Room

The Mars Jump Room — formally designated the Aeronautical Repositioning Chamber (ARC) — was an alleged teleportation device and associated program that, according to participants, purportedly transported human operators from a facility at 999 North Sepulveda Boulevard, El Segundo, California to the surface of Mars during the period 1981–1984. The program was a successor to DARPA's Project Pegasus teleportation work; the underlying technology is attributed to reverse-engineered extraterrestrial craft and Tesla-derived radiant energy systems developed by Raymond F. Basiago and the Ralph M. Parsons Company under contract. Participants conducted approximately 20 round-trip missions each, operating from the El Segundo facility and occasionally returning through a second jump room located immediately west of the George Washington Bridge in New York City.

Predecessor program and recruitment

The jump room program grew directly out of DARPA's Project Pegasus, in which Andrew Basiago had participated as a child from 1969 to 1972. During Pegasus, Donald Rumsfeld had briefed Raymond Basiago and other program parents that the children involved would be channeled through the Naval Academy and into the Navy for continued classified work. Andrew Basiago declined that path; in spring 1980, Raymond Basiago instructed his son to transfer from UC San Diego to UCLA — geographically close to the El Segundo facility — signaling the forthcoming program.

Training at College of the Siskiyous

In summer 1980, participants were recruited through what appeared to be a camping trip to Lake Siskiyou, near Mount Shasta, California. Raymond Basiago and Thomas J. Stillings — an operations analyst at Lockheed Skunk Works — brought their sons Andrew Basiago and William Brett Stillings, respectively, to the campground; both fathers revealed longstanding intelligence-community affiliations to one another there. On or about August 18, 1980, the fathers escorted both young men to the extension building of the College of the Siskiyous in Weed, California, where approximately ten to twelve trainees had assembled. Among those present was Buzz Aldrin, who met the group at the campground and introduced them to the off-planet nature of what lay ahead.

Training was led by Major Ed Dames, who gave the trainees what Basiago described as "everything to do with Mars" — including a survey of known Martian life forms, survival tactics, and the mission briefing encapsulated in Dames's phrase: "Your task is to be seen and not eaten." A non-disclosure agreement was signed by all trainees, together with an agreement to maintain program secrecy. Upon each return from Mars, Dames administered a memory suppression device — described as an American reverse-engineered version of the Soviet LIA machine — rendering participants' Mars experiences largely inaccessible during their ordinary daily lives.

Stanley Ann Dunham gave a lecture to the group on cross-cultural communications — covering anthropological approaches to unfamiliar peoples — as preparation for encountering Martian humanoids.

Technology and operation

The jump room was housed at 999 North Sepulveda Boulevard, occupying the 8th floor of the building. Participants checked in on the 5th floor, signing their name, date of birth, social security number, and program ID; collected their photo flash gun from a 7th-floor locker if applicable; then proceeded to the 8th-floor chamber. Debriefings with Dames occurred in his 5th-floor office upon return. Howard Hughes — whose office occupied the 4th floor of the same building — directed the chamber's physical architecture; Basiago reports Hughes had faked his publicly recorded 1976 death and continued classified consulting under an alias until 2001.

To activate the device, a participant looked up at the center of the ceiling and stated "I am ready to go to Mars." Within approximately five minutes, the rectangular chamber began morphing from a box shape into a cylindrical shape — participants steadied themselves by pressing against the walls. Transit time to Mars shortened from approximately 20 minutes in 1981 (when Mars was more distant) to approximately 8 minutes by 1984 as the planets converged. As Mars approached, groups of up to four could travel simultaneously, compared to solo or paired travel earlier in the program.

The program is described not as a pure CIA operation but as a multi-agency defense initiative drawing personnel from the Army, Navy, Air Force, CIA, and civilian contractors. Raymond Basiago carried Army-based DOD reporting requirements; Thomas Stillings was from Lockheed Skunk Works; Bernard Mendez was Air Force; Andrew Basiago was assigned a false Navy lieutenant commander identity.

Receiving facilities on Mars

Approximately seven to eight receiving facilities were distributed across the middle latitudes of Mars — roughly the northern hemisphere equivalents of the mid-continental United States by Basiago's estimate. They varied in configuration: one resembled an underground parking garage, another a grain elevator, another (called "the Corkscrew") an aboveground structure in a dilapidated brick district. Access points on the surface were marked by large skulls; participants ran through the mouths of these skulls to enter the subterranean jump room facilities during predator chases.

On certain missions, Basiago delivered a 3.25-inch floppy disk — obtained from a print shop in Santa Monica identified as a Rand Corporation intermediary — to a technician at the Corkscrew site, who worked at a table operating multiple computers under the roof of a dilapidated building in the brick district.

The Martian environment

Basiago describes the surface of Mars in the middle latitudes as resembling Los Angeles on a spring day in terms of temperature, with a thin atmosphere requiring occasional use of a hand-pump oxygen concentrator. The reduced oxygen (compared to Earth at roughly 11,000–12,000 feet altitude equivalent) produced hypoxia symptoms including leg pain; participants sometimes lost 60% of any water carried through the transit. The sky on Mars was blue, attributed to refraction from the oxygen present in the atmosphere.

The terrain was primarily a denuded, arid mudland with minimal low-growing grasses and sedges. Basiago describes what he calls a "climax biome" in which carnivores survive by preying upon other carnivores, analogous to the ecology of Clipperton Island. Mars was inhabited by approximately 30–50 major land animal species, some resembling living Earth animals, some resembling extinct species, and some resembling hybrids.

Participants were issued a photo flash gun with three settings (heat, stun, kill) and were given ethical training that they were not required to use it; participants who did not wish to kill humanoids or animals could instead accept death or deploy the cyanide capsule carried in a pocket. Basiago never killed any humanoid or animal during his missions.

Martian humanoids

Basiago identifies two distinct types of humanoid inhabitants on Mars. The first — referred to informally as Homo Martius or the "original Martians" — were beings with a haunted physiognomy reminiscent of actor Marty Feldman, sometimes bearing antennae on their foreheads; the women appeared to Basiago as Tibetan women in caftans but with four to six arms; the children were described as cute and curious. These beings did not speak English, occasionally preyed on Earth astronauts, and were psychic: one individual appeared to cackle having read Basiago's fearful internal monologue. Courtney Hunt facilitated one arranged visit in which a Homo Martius individual took Basiago and Hunt underground to his residence, which Basiago describes as approximately one story below the surface with an elaborate paisley design on the ceilings and pneumatic tube systems.

The second type consisted of the descendants of humans transported to Mars during the "solar system catastrophe of 9500 BC." These individuals spoke English and were distinguishable from the original Martians; Basiago did not elaborate on their appearance or society beyond describing them as occasional interlocutors on the surface.

Program purpose

The stated purpose, per the training briefing, was to expand an American, British, and Soviet presence on Mars and to acclimate the Homo Martius population to cohabitation with Earth humans — anticipating a future permanent settlement. Basiago compares the scale to what Houston and Galveston Bay were to NASA: participants were promised the Redding, California area as a hub for the Mars program, with zero-interest home loans, cradle-to-grave government service, and full military benefits — promises that were never honored. At any given time, according to White Crow, approximately 1,500 Americans were present on Mars; Bernard Mendez put the total program at only 40 participants, which Basiago attributes to the CIA's chronic compartmentalization and lying.

Evaluation anomalies

Bernard Mendez, deployed as a Department of Defense investigator, was tasked with resolving anomalies across the CIA's East Coast and West Coast jump rooms — both facilities experienced up to 40 participant injuries per month, yet the injuries disappeared within days; both rooms periodically lost power while the Ohio control room reported normal operation, suggesting the Grey source of the technology may have been covertly interfering. On one evaluation jump, Mendez asked Obama to fire a flare skyward; the flare struck a ceiling at approximately 62 feet, indicating the group had arrived inside an artificial or domed enclosure rather than the open Martian surface. Basiago carried Mendez approximately one mile in a fireman's carry after Mendez became incapacitated from low oxygen, setting him down two or three times before reaching safety.

Dimensional nature of the transit

Basiago and Mendez jointly developed what they called the Synthetic Quantum Environment (SQE) theory, proposing that the ARC device might access a Mars-like planet in another dimension rather than the actual Mars orbiting the sun. Evidence cited for this view included the anomalous stride length on the surface (approximately 4 feet rather than the predicted 7.5 feet at Mars gravity), the discovery of a metallic layer 6–8 feet below the surface that could not be penetrated, and various time anomalies experienced during and after missions. Mendez identified 153 such synthetic quantum environments constructed by the Greys in the near-Earth environment, ranging up to 400 miles from Earth's surface. Evidence against the SQE theory includes that Basiago and Stillings observed both Martian moons Phobos and Deimos overhead during one mission and that physical Martian dust was present on Basiago's boots upon return.

NASA images and Discovery of Life on Mars

In December 2008, Basiago published a paper titled Discovery of Life on Mars based on analysis of NASA Mars Exploration Rover Spirit image PIA10214 taken in 2007. The paper identified shapes in the image as humanoids, animals, statues, rock paintings, and intaglio artworks. Basiago reports that his father had shown him a precursor image in 1969, and that in 1971 Basiago was allowed to read the 2008 paper 37 years before writing it via Project Pegasus's quantum access capability. Basiago and his Mars Anomaly Research Society subsequently published over 50 occasional papers identifying life forms in NASA images.

Public disclosure

Andrew Basiago first came forward publicly about Project Pegasus in 2004, and about the Mars jump room program beginning in 2009, following the publication of Discovery of Life on Mars. William Brett Stillings and Bernard Mendez subsequently corroborated Basiago publicly, with Stillings affirming: "I can confirm that Andrew D. Basiago and Barack Obama (then using the name 'Barry Soetoro') were in my Mars training course in Summer 1980." The public claims drew a response from Major Ed Dames, who called into Coast to Coast AM on November 10, 2011 and denied being the training officer, suggesting the participants may have encountered an inter-dimensional version of him; Basiago contested this, noting that three independent participants confirmed Dames's involvement. Basiago and his colleagues gave a joint lecture in Vancouver, British Columbia in 2012 presenting the SQE theory. The Israeli General Haim Eshed publicly stated in December 2020 that the United States had an agreement with an ET confederation and that Americans were present on Mars — a statement Basiago cited as corroborating the program's existence.

Altairan origin of the technology

according to Thor Han Eredyon in A Gift from the Stars (2020) provides an independent identification of Mars teleportation devices as Altairan technology, describing them as "two Altairan teleportation devices called 'Aeronautical Repositioning Chamber', located in two US military bases" used to transport "highly selected Terran colonists among the elites" to Mars. A similar device exists for the Moon. This account — sourced from GFW intelligence records — attributes the technology to the Altairan Alliance rather than to solely terrestrial reverse-engineering, and is consistent with the two-facility arrangement (El Segundo, California and New York City) described by Basiago's operational testimony.

Related jump gate technology

The jump room / jump gate technology described by Basiago and the Mars program participants is placed by Len Kasten in the broader context of Nazi and DARPA-era teleportation. Kasten places the El Segundo Aeronautical Repositioning Chamber within a lineage beginning with the Vril Society's 1919 contact and running through Project Pegasus. Kasten summarizes the ARC facility as functioning "exactly the same way" as a 1964 New York City building elevator that another SSP witness, Bradley, was taken to as a child — implying a standardized jump gate architecture used across multiple programs during the same era. Kasten additionally describes jump gates as capable of "immediate movement of individuals, heavy equipment, and materials" using GPS-coordinate targeting, and notes that the CIA controlled this technology as an outgrowth of the Philadelphia Experiment's temporal-drive research by Nikola Tesla.
