UAP disclosure refers to the process — partial or complete, voluntary or forced — by which information about unidentified aerial phenomena (UAP), non-human intelligent beings, and associated legacy programs held by governments is released to the public. The term covers a broad spectrum of activities: congressional testimony and hearings, whistleblower accounts, officially declassified documents, government-organized press releases, and leaks, as well as the strategic management of information through limited hangout mechanisms designed to release selective truths while concealing others. The official disclosure timeline (congressional action from 2017 onward) is distinguished from the broader exopolitics tradition of unofficial disclosure through contactee accounts, secret space program testimony, and QHHT regression, which predates official disclosure by decades.

Official disclosure timeline

The modern official disclosure cycle is conventionally dated to December 2017, when the New York Times published an account of the USS Nimitz incident alongside the declassified FLIR1 Tic Tac UFO video — precipitated by Luis Elizondo's resignation from the Pentagon's AATIP the previous October, after which he joined To The Stars Academy alongside former Deputy Assistant Secretary of Defense for Intelligence Chris Mellon.

Prior to 2017, the principal public institutional disclosure effort was the Disclosure Project founded by Steven Greer, whose May 2001 National Press Club press conference presented over twenty military, intelligence, and government witnesses calling for congressional hearings.

The FY2021 National Defense Authorization Act required the Director of National Intelligence and the Secretary of Defense to produce an unclassified UAP report within 180 days; the resulting June 2021 DNI report acknowledged 144 UAP incidents reported by U.S. government sources between 2004 and 2021, declined to explain 143 of them, and identified UAPs as a potential flight safety and national security concern — formally ending the institutional posture of denial. The All-domain Anomaly Resolution Office (AARO) was established within the Office of the Secretary of Defense in 2022 as successor to AATIP and the Navy's UAP Task Force.

On 26 July 2023, former National Reconnaissance Office officer David Grusch testified before the House Oversight Subcommittee on National Security — the 2023 UAP Congressional Hearing — stating under oath that the United States government has possessed non-human craft and biological materials for decades through an unknown-craft crash retrieval program that he had been briefed on as a UAP Task Force coordinator. Grusch's testimony moved the claim of crash retrieval from whistleblower assertion to sworn congressional testimony.

The UAP Disclosure Act, introduced by Senator Chuck Schumer (D-NY) and Senator Mike Rounds (R-SD) as an amendment to the FY2024 NDAA, was modeled on the JFK Records Act and sought to compel declassification and transfer of all UAP-related records held by government agencies and private contractors to a new UAP Records Collection at the National Archives. Central provisions included a UAP Records Review Board with eminent-domain authority to compel private contractors holding recovered UAP materials to transfer them to government custody, a 25-year declassification review timeline, and mandatory reporting to Congress. The eminent-domain board provision was stripped from the final December 2023 NDAA compromise primarily through opposition from House Armed Services Committee leaders, acting under defense contractor and executive branch pressure; what survived was limited reporting requirements, clarified whistleblower protection language, and UAP definitional language.

Unofficial and exopolitics disclosure

Parallel to and predating the official timeline, the broader exopolitics tradition encompasses whistleblower testimony from individuals claiming direct knowledge of secret space programs, contactee accounts from figures including Elena Danaan, Corey Goode, and Michael Salla, and regression-based testimony collected through QHHT and related modalities. This tradition claims to address categories of information the official process has structurally avoided: the identity of specific alien species engaging with Earth, the terms of alleged ET–government agreements, the operation of breakaway civilizations in space, and the deliberate suppression of free energy technologies. The official disclosure process is characterized in this tradition as a limited hangout — controlled release of selected information that legitimizes the existence of UAPs while leaving the deeper structure of ET contact, treaty obligations, and underground bases outside public view. An earlier episode read in the same vein is the 1996–97 release of the Alien interview video, which Steven Greer and others interpret as the act of a pro-disclosure faction of the Cabal leveraging the threat of disclosure to bargain over the immensely valuable exotic-technology trade rather than to end secrecy, prompting the anti-disclosure majority to answer with skeptical debunking of the footage and only a partial, controlled concession.[citation needed]

History of institutional suppression

The systematic suppression of UAP information was formalized by the 1953 Robertson Panel, convened under CIA auspices during the Cold War, which concluded that unidentified aerial phenomena posed a national-security communications-overload risk and whose classified recommendation was to actively debunk and discredit UFO reports. Christopher Mellon has confirmed the Panel's instruction was implemented "extremely successfully." Project Blue Book operated under this mandate to produce mundane explanations — a policy that its scientific director, astronomer J. Allen Hynek, later reversed after leaving government service, becoming one of the most credible voices for serious UFO investigation.
