Genetic engineering of non-human beings is the alleged deliberate design, hybridisation, cloning, and outright manufacture of living non-human organisms — whole species, worker and soldier castes, and individual bodies built to specification rather than evolved — reportedly practised by multiple advanced extraterrestrial civilisations for military, resource, diplomatic, and colonisation purposes, and adopted in part by terrestrial classified programs working with non-human collaborators. The title names an umbrella grouping rather than one identified programme, and its principal members are attested by different claimants out of different traditions: purpose-built military species bred from a subordinate power's genetic stock, of which the Ooganga of Bellatrix — warriors "hybridized from Grey Reptiloids and a local Insectoid species" and held in stationary motherships awaiting orders from the Orion Empire — are the type case; the graded populations within a single Grey hive that the contactee Elena Danaan separates into manufactured synthetics, cloned worker castes, and un-engineered biological masters; the biological vehicles built for non-corporeal beings to occupy, the "doll bodies" of the Alien Interview account, "constructed of synthetic materials, including a very sensitive electrical nervous system"; the programmed life forms that Steven Greer and the former military-laboratory technician Emery Smith describe as part-organic, part-cybernetic beings grown in terrestrial deep facilities at Dulce and Pine Gap and taken by the personnel working beside them for genuine extraterrestrials; and the species-scale seeding programmes in which genetics harvested across star systems are introduced into a target world's biology over geological time.

Whether that inventory describes one competence or several is itself unsettled. A lumping reading treats the accounts as one genetic technology exercised by different owners at different scales, the same craft producing a combat caste, a diplomatic front-species, or a vehicle body; Greer holds the opposite, and treats the distinction as the field's central error, objecting that "people are conflating interdimensional with extraterrestrial with programmed life forms — man-made — and all of this is being put together as if it is one thing and it isn't." The practice stands beside genetic hybridization, the interbreeding of distinct species that supplies much of its method; beside the alien-human hybrid program and the extraterrestrial genetic engineering of humanity, which apply the same competence to human rather than non-human stock; and beside planetary seeding, its whole-biosphere scale.

If the accounts are broadly accurate, the implication is that a substantial share of the beings encountered as "aliens" are neither an evolved civilisation nor a natural species at all, but products — bred, cloned, or assembled by some other power for a function, with the biology of an entire population set by whoever commissioned it, and with terrestrial classified programs since the mid-twentieth century having acquired enough of that competence to grow such beings themselves.

Doubt attaches on two axes. On the knowledge-transfer side, no strand of the account rests on material that can be independently examined: Danaan's species catalogue derives from onboard and telepathic contact, Michael Wolf Kruvante's and Smith's from claimed classified employment in facilities whose rosters are not public, and the Alien Interview "doll body" description from a transcript of disputed provenance received decades after the events it reports.[citation needed] On the substantive side, no engineered specimen, tissue sample, or laboratory record has been produced for examination, and the claim that whole sapient castes are bred to order is generally dismissed outside the field as unverifiable insider assertion.[citation needed] A common reply among those who hold the practice real is that the material would be held in the same compartmented facilities the accounts describe, so that its absence from the public record follows from the claim rather than counting against it.

Grey beings as engineered organisms

The various races categorised as Greys occupy a spectrum from fully organic sovereign civilisations to wholly manufactured biological drones. The Reticulans of the Xrog twin-planet system are described by Elena Danaan as a totalitarian hive culture whose cloning programs have degraded their individual sovereignty to the point that contactees returning from encounters with them were reported "shaking and sobbing, barely alive, ripped off all things that make an individual sovereign of their soul." Within a single hive Danaan separates three grades — manufactured synthetics that require neither food nor breath, cloned biological worker castes above them, and un-engineered biological "masters" who are not cloned at all — so that engineered and evolved beings are described as coexisting in one population rather than as separate species. The Alpha Draconian Empire deploys Reticulans and other Grey species as advance scouts for planetary takeover operations, instructing them to pose as helpless beings needing genetic assistance in order to gain treaties with planetary governments before the Draco reptilians move in as the "true new masters."

Michael Wolf Kruvante, who served on the classified Alphacom Team at S-4, reported that U.S. government scientists created a human-extraterrestrial hybrid named J.O.E. (using Wolf's own genetic material), which was cloned and subsequently escaped when it resisted an order to kill a dog — an early demonstration of emergent individual agency in an engineered being. Wolf also witnessed government scientists attempting to replicate extraterrestrial genetic engineering in the production of human-ET hybrids, and observed that cattle mutilations served the purpose of harvesting tissue to "prepare organelles to adapt" for these programs.

A distinct strand of the account holds that a proportion of the beings taken for Greys and reptilians in classified facilities were grown there. Steven Greer has reported that more than a dozen people who worked at Dulce and Pine Gap described facilities where "they have actually been growing the gray and reptilian species that people think are ETs," with the project personnel themselves believing they were "working alongside an alien" — beings Greer characterises as nano-bio machines and programmed life forms rather than non-human intelligent beings. Emery Smith, describing tissue work in the same facility system, characterised such beings as "half cybernetic and half organic," and reported that non-human powers likewise clone themselves or a similar being and program the result. On Corey Goode's account the underlying competence extends far beyond individual bodies: genetics are harvested across star systems and, at the point judged "a good catalyst for a different species," carried to a target world and used to manipulate the biology already there.

Ooganga super-soldiers

The Ooganga of the Bellatrix system (Uruud planetary system) are described as genetically engineered warriors, hybridised from Grey Reptiloid and local Insectoid genetic stock, and maintained in stationary combat motherships awaiting deployment orders from the Orion Empire. They exemplify the production of purpose-built military organisms — beings with no independent civilisational history, designed entirely for combat operations.

Taal Shiar hybridisation

The Taal Shiar of Alcyone, a dissident Pleiadian faction aligned with the Orion and Draco reptilians empires, are described as deeply involved in hybridisation programs on Earth, working alongside the Cabal and Reptilian underground bases. The Alpha Draconian Empire is independently noted as "as involved in manipulating Terran DNA in the conception of their own hybrids as the Greys."

According to Radu Cinamar's Forgotten Genesis — discussed at length by Peter Moon and Dr. Michael Salla on Exopolitics Today — the Sirian extraterrestrials aboard a massive spear-shaped carrier vessel called the Nabu initiated genetic modification of Earth primates approximately 432,000 years ago. The being identified as Tenyco (corresponding to Enki in the Sumerian tradition) is described as having seen a group of primates and conceived the idea of transforming them into a superior humanoid species.

This engineering program produced two distinct branches of humanity: the El branch, containing a higher proportion of extraterrestrial DNA and possessing greater psychic abilities, and the Enk branch, with more primate DNA and a constitution suited to physical labour. Some of the Sirians, including Tenyco, are described as having incarnated into the El branch to serve as a ruling class, while the Enk branch provided a worker population subordinate to them. The intermingling of the two branches subsequently produced the beings described in ancient king lists as the demigods — the intermediate rulers between the gods and ordinary human ancestors.
