Tim Gallaudet
Tim Gallaudet is a retired United States Navy Rear Admiral, oceanographer, and former National Oceanic and Atmospheric Administration (NOAA) Deputy Administrator and Acting Administrator, who became an outspoken advocate for serious scientific study of unidentified anomalous phenomena (UAP), particularly those reported in oceanic environments. He is one of the most senior retired military officers to have publicly testified in favour of UAP transparency before the United States Congress, and his professional oceanographic expertise has given his advocacy on unidentified submerged objects (USOs) particular weight within the disclosure community.
Background
Gallaudet earned a doctorate in oceanography and served as a Rear Admiral in the United States Navy's meteorology and oceanography community. He later served in senior civilian roles at NOAA, including as Acting Administrator. His expertise in ocean science and underwater acoustics gave his observations on trans-medium UAP phenomena — objects tracked moving between air and water — particular professional weight within the disclosure community.
Congressional testimony
In November 2024, Gallaudet testified before the House Oversight Committee on UAP and UFOs, becoming one of the most senior former military officers to appear before Congress on the subject. Prior to his appearance, Michael Salla noted that Gallaudet, as a former NOAA administrator and Navy Rear Admiral, was uniquely positioned to offer first-hand knowledge of underwater UAP activity: "If there's someone that would know what's happening in the ocean, he would be the guy that you would go to, or you would expect that he would have some very interesting stories."
Filmmaker James Fox, who attended the congressional hearings, described the proceedings as significant, singling out Gallaudet's appearance alongside other witnesses who testified under oath about crash retrieval programmes: "It was very exciting seeing people testify under oath that there's a crash retrieval program, seeing Rear Admiral Tim Gallaudet — I mean, it's pretty fascinating stuff."
USO report and Sol Foundation work
Following his government service, Gallaudet became publicly associated with the Sol Foundation, a Stanford University-connected research organisation studying the policy and scientific implications of UAP. He produced a report through the Sol Foundation on the importance of underwater UAP — also known as Unidentified Submersible Objects (USOs) — which received coverage in Fox News and drew attention from the wider disclosure community.
Salla described the report as providing a solid historical overview of USO cases: "This report by Admiral Gallaudet, I thought it was well done in terms of presenting the kind of some of the history of USO, reports some of the theories behind them." Salla also noted that Gallaudet released FOIA documents relating to underwater UAP that he considered relevant to the broader investigation.
Trans-medium objects and naval testimony
Joe Rogan, discussing Gallaudet's congressional testimony with James Fox, described the key detail as the confirmation of objects moving at extraordinary speed underwater — as if there were no fluid resistance — in a manner analogous to aerial fighter craft: "It's moving as if there's no resistance underwater. It's moving like a fighter jet would in the air. It's moving like that. They call it trans medium." Fox additionally conveyed Gallaudet's own explanation for coming forward to testify: "I actually spoke to Rear Admiral Tim Gallaudet on a couple of occasions recently and I thanked him for coming forward to testify and he said, you know, I felt an obligation to do so because a lot of my men, the pilots were coming forward and I wanted to back them up."
According to Gallaudet, the oceans represent a vastly under-monitored domain for UAP observation and maritime military encounters with unidentified submerged objects deserve systematic study. He has called for congressional action to mandate systematic UAP data collection from naval and oceanographic platforms, contending that existing data are routinely discarded or ignored by institutional structures not configured to capture anomalous phenomena.
Counterintelligence operations
Religious studies professor and UAP researcher Diana Pasulka described Gallaudet as a personal acquaintance, noting that he had characterised the covert pressure she experienced after publishing American Cosmic as "counterintelligence." Pasulka described being "targeted" by a group she characterised as a covert element that opposed her research conclusions, and stated this was the first public occasion on which she had disclosed the experience.
Broader disclosure context
Gallaudet was named alongside Luis Elizondo by whistleblower Matthew Brown during the Immaculate Constellation disclosures in 2025 as an example of credentialled individuals lending professional legitimacy to UAP transparency advocacy. Steven Greer, by contrast, expressed scepticism about Gallaudet's institutional connections, questioning whether individuals associated with the Sol Foundation were operating independently of government information management. In a 2025 interview, Greer went further, characterizing Gallaudet as "also sort of an operative" — placing him within the same category as figures Greer alleges function as information-management assets tasked with steering UAP disclosure toward narratives acceptable to the concealment apparatus.
