Bernard Mendez

Bernard Mendez is a former Defense Department investigator who served as a special assistant to President Richard Nixon. He is one of the publicly named participants in the Central Intelligence Agency's Mars Jump Room teleportation program (1981–1983), corroborating the accounts of Andrew Basiago and William Brett Stillings.

Mendez was, according to Andrew Basiago, placed in the Mars Jump Room program as a Department of Defense investigator to resolve anomalies on the surface — including participants who allegedly died or lost limbs during jumps yet appeared whole upon return to Earth. His evaluation team reportedly included prominent US astronauts, and he allegedly took jumps alongside Andrew Basiago, William Brett Stillings, a young Barack Obama (then known as Barry Soetoro), and future DARPA director Regina Dugan. Basiago has described specific instances of working with Mendez on the Martian surface, including an occasion when Mendez and Basiago together helped Obama out of a jump room facility on Mars that resembled a large grain elevator, fearing he might be attacked by predators if they did not assist him. In a circa 2016 ExoUniversity seminar in Vancouver, British Columbia, Mendez presented his findings publicly for the first time.

Together with Basiago, Mendez co-developed the synthetic quantum environment (SQE) theory — the proposal that the jump rooms transported participants not to the actual Mars but to an artificial holographic domain constructed by Grey extraterrestrials. The two presented this theory jointly in Vancouver in 2012. Mendez claimed that the US government had identified 153 such synthetic quantum environments within 400 miles of Earth's surface. Mendez put the total program at only 40 participants, a figure Basiago found irreconcilable with other accounts of 1,500 Americans on Mars. Basiago described Mendez as providing the best explanation of the program's institutional framework — that these remained classified "special programs" drawing personnel from civilian, intelligence, and military sectors, with reporting requirements to all US agencies.

The Mars visitation claims were first made public by Alfred Lambremont Webre in a November 2011 article for the Examiner, in which Basiago and Stillings jointly confirmed that they attended Mars training with Obama in 1980 and later encountered him on the Martian surface. Stillings stated: "I can confirm that Andrew D. Basiago and Barack Obama (then using the name 'Barry Soetoro') were in my Mars training course in Summer 1980 and that during the time period 1981 to 1983, I encountered Andy, Courtney M. Hunt of the CIA, and other Americans on the surface of Mars."
