Compartmentalization of NHI information

Main article:

Compartmentalization

Compartmentalization of NHI information is the alleged practice by which knowledge of non-human intelligent beings, exotic technology, and related programs is restricted within the United States government and allied governments through layered classification tiers, unacknowledged special access programs (USAPs), and need-to-know protocols — such that even senior officials, including sitting presidents, may be denied access to specific programs.

The compartmentalization structure is central to the UFO cover-up thesis: it explains how the existence of non-human intelligent beings can remain concealed despite the large number of people allegedly involved, because no single individual possesses the complete picture. David Grusch testified before Congress in the 2023 UAP Congressional Hearing that he had been denied access to specific programs despite holding appropriate clearances, and that the programs were being concealed from congressional oversight.

The structure also underpins the concept of presumed awareness of non-human intelligent beings — the inference that certain positions within the hierarchy must carry knowledge of the ET presence, while others may not despite nominally higher rank.

Operational implementation

Douglas Aircraft Think Tank model (1950s-1960s)

William Tompkins provided detailed descriptions of compartmentalization protocols implemented at Douglas Aircraft Company's Advanced Design facility during the 1950s-1960s. The company allegedly operated parallel organizational tracks: a conventional aerospace engineering division visible to most personnel, and what Tompkins described as "an above top secret compartmentalized extraterrestrial threats research Think Tank" that was "unknown to 99.9%" of Douglas employees.

Physical access control allegedly employed multi-tiered security: "To gain access, I had to enter a highly classified walled-off area inside the Engineering department through a locked door" using "top secret clearance card" access to "the Think Tank hall." Even within the classified area, information was allegedly compartmented further: "This top secret Advanced Design area that we are in may have many secret compartments. We could be just a part of something really important."

Personnel awareness was allegedly limited by design. Tompkins described how conventional Douglas engineers remained "totally unaware of the extraterrestrial presence on our planet" despite working in the same facility: "There they were, all in their white shirts and ties, bending over those 500 drafting boards, in that windowless, converted hangar... They were totally unaware of the extraterrestrial presence on our planet." This isolation allegedly ensured that the majority of personnel could work on conventional projects while a small compartmented group addressed what Douglas characterized as the "alien threat file."

Dual-track management structure

Senior personnel allegedly managed both conventional and classified portfolios simultaneously. Tompkins described Elmer Wheaton as officially serving as Vice President of Engineering while covertly directing "the above top secret compartmentalized extraterrestrial threats research Think Tank." This dual-role structure allegedly allowed for the coordination of classified projects while maintaining operational security through conventional organizational facades.

According to Tompkins, even cleared personnel within the classified program received information strictly on a need-to-know basis, with project assignments limited to specific technical areas without broader context about the program's scope or objectives.

Named compartments and code-words

Beyond the general layered-clearance structure, several named compartments, clearance levels, and code-word programmes are reported to have controlled non-human intelligent being information specifically. Author Ryan S. Wood describes personnel possessing a "MAJIC-12 clearance level," a designation above ordinary top-secret access tied to material recovered from crashed craft. Dan Burisch states that he was recruited in March 1986 into a body he calls the Committee of the Majority — a broadened, internationalised oversight structure he describes as distinct from, but paired with, Majestic 12 — and remained an active field operative there until 2002. Separately, Milton William Cooper describes an umbrella compartment he calls Operation Majority, under which he groups a family of named sub-projects — Project Sign, Project Grudge, and Project Blue Book for public-facing collection and containment; Project Redlight and Project Snowbird for testing and publicly masking recovered craft; and Project Aquarius as the master data-collection and analysis effort on the visitors themselves — each compartmented from the others and from the public programme it fronted.

Some disclosure-movement sources further place non-human intelligent being information above Cosmic top secret, the NATO classification ceiling, and within the USAP and waived-USAP tier described elsewhere in this article.[citation needed]

The Committee of the Majority and Operation Majority accounts are not cross-referenced by either source and are not equated with one another; what both illustrate is that need-to-know within the compartmentalization structure is granted per-compartment rather than by overall clearance level, so that even personnel with high nominal standing may hold no access to a given named programme.
