William Brett Stillings (born c. 1967), also cited as William B. Stillings and William Stillings, is an American experiencer and reported participant in the CIA's Mars Jump Room teleportation program who came forward in 2011 to corroborate the account of the Washington State attorney Andrew Basiago, stating that he had trained for and made trips to the surface of Mars as a young man between 1981 and 1983. He is the son of Thomas J. Stillings, an operations analyst for Lockheed who had served with the Office of Naval Intelligence, and was, according to Basiago, recruited into the program for his technical aptitude. Stillings has said that a summer-1980 jump-room training seminar taught by Major Ed Dames at the College of the Siskiyous near Mount Shasta prepared a class of about ten teenagers — among them Basiago, Regina Dugan (later director of DARPA), and a young Barack Obama, then using the name "Barry Soetoro" — for trips to Mars through a jump room in El Segundo, California, where he says he afterward encountered Basiago, CIA officer Courtney M. Hunt, and other Americans on the Martian surface. His account is one of several from self-described participants — including the former Defense Department investigator Bernard Mendez and Basiago himself — offered as mutual corroboration of the secret Mars visitation program.

Stillings's testimony rests almost wholly on the mutually corroborating recollections of the program's self-identified participants, and it circulates chiefly within exopolitics and secret space program circles, where those who accept it read his independent confirmation of Basiago's account as evidence that the program was real. When the claims — and in particular the assertion that a sitting U.S. president had traveled to Mars — reached mainstream outlets in early 2012, they were reported in a tone of ridicule, and the Obama White House issued a denial, its National Security Council spokesman Tommy Vietor telling Wired that the president had visited Mars "only if you count watching Marvin the Martian." Those who accept the account counter that an official denial is exactly what the secrecy surrounding a covert program would predict.

Mars training and jump-room trips (1980–1983)

Stillings was raised in a family tied to the intelligence community; his father, Thomas J. Stillings, worked as an operations analyst for Lockheed at its Skunk Works division and had earlier served with the Office of Naval Intelligence. About five years younger than Basiago, Stillings was living in La Cañada, a suburb of Pasadena to which, he and Basiago noted, all four of the young trainees they could identify had ties.

According to Stillings and Basiago, in the summer of 1980 the two attended a three-week factual seminar on Mars, taught by remote-viewing pioneer Major Ed Dames — then a scientific and technical intelligence officer for the U.S. Army — at the College of the Siskiyous in Weed, California. About ten teenagers were enrolled, and as many as seven of their parents, most with CIA ties, audited the class. Dames's briefing, Stillings and Basiago agree, warned of the predators the trainees would face and reduced their mission to the phrase "your task is to be seen and not eaten."

From 1981 to 1983, Stillings says, the trainees traveled to Mars through a jump room housed in a building occupied by Hughes Aircraft at 999 North Sepulveda Boulevard in El Segundo, California. In a statement issued in August 2011 he affirmed: "I can confirm that Andrew D. Basiago and Barack Obama (then using the name 'Barry Soetoro') were in my Mars training course in Summer 1980 and that during the time period 1981 to 1983, I encountered Andy, Courtney M. Hunt of the CIA, and other Americans on the surface of Mars after reaching Mars via the 'jump room' in El Segundo, California." Basiago has described Stillings as a companion on several Martian surface missions, including an occasion when the two looked up and saw both Martian moons, Phobos and Deimos, overhead — an observation Basiago has cited against Bernard Mendez's theory that the jump rooms opened onto a synthetic quantum environment constructed by Grey extraterrestrials rather than the actual planet.

Public disclosure

Stillings came forward publicly in 2011, issuing statements jointly with Basiago and appearing with him and the Mars whistleblower Laura Eisenhower on the radio program Coast to Coast AM on November 10, 2011 — described by Alfred Lambremont Webre as the first occasion on which two self-described Mars visitors were interviewed together on a mainstream program. His confirmation was later counted by the exopolitics writer Michael Salla among a small group of participants — with Bernard Mendez, William White Crow, and Ken Johnston — who publicly verified the Mars Jump Room program.
