French government UAP monitoring program
The French government UAP monitoring program is a sustained, publicly-acknowledged official UAP reporting and analysis effort housed within the French space agency, distinct from any alleged covert French Secret Space Program involving off-world deployment. Per Jacques Vallée — speaking at The Sol Forum in conversation with Hal Puthoff and Larry Lemke — the French space agency has, "for over 40 years now," maintained "an established... not a big project but an established team monitoring reports from the public and reports from scientists within the space agency"; the agency was, at the time of Vallée's remarks, the third-wealthiest civilian space agency in the world after NASA and Roscosmos. Vallée further described having been given open access to French space agency UAP materials — described by the agency as "completely open" to borrow — and bringing physical samples from French UAP encounter cases to Stanford University for laboratory analysis.
The program is the institutional descendant of GEPAN (1977), SEPRA (1988), and GEIPAN (2005), with each successor unit retaining the same basic mandate: collation, scientific examination, and public reporting of UAP encounters within French airspace. The 1999 COMETA report was produced independently of these civilian-agency efforts, by senior retired French military officers.
Distinction from French SSP claims
The French government UAP monitoring program is a publicly-disclosed scientific-archival effort, not a secret space program. Allegations of an additional, covert French SSP — involving 20 and Back deployments aboard the Solaris spacecraft, made by Jean-Charles Moyen and David Rousseau — describe a distinct alleged program, the French Secret Space Program. Vallée's testimony refers exclusively to the civilian-agency monitoring program and does not bear on the SSP claims.
